HomeMy WebLinkAboutMN-CIV-1990-04-09 REGULAR MEETING CIVIL SERVICE COMMISSION APRIL 9, 1990 PRESENT: Commissioner Bantuvanis, Commissioner Cooper, Commissioner Perko, Valerie Walker (Personnel Administrator) , Lisa Patz (Personnel Associate) , Bonnie Fiorille (Senior Stenographer) Commissioner Bantuvanis called the meeting to order at 3 :45 p.m. PUBLIC HEARING ON PROPOSED AMENDMENTS TO CIVIL SERVICE RULES • Commissioner Bantuvanis made a motion to open the public hearing on the Proposed Amendments to Civil Service Rules. Motion carried. The following legal notice was published in the Ithaca Journal: LEGAL NOTICE CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING "Please take notice that pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service Commission will hold a public hearing on April 9 , 1990 at 3 :45 p.m. in the Second Floor Conference Room - City Hall - 108 East Green Street - Ithaca NY, for the purpose of amending its Rules as follows: a) To amend Rule I = Definitions, to redefine "Part-time employment" . b) To amend Rule VII - Recruitment of Personnel to establish residency requirements governing the inclusion of a candidate in a certification which gives preference to municipal residents. c) To amend Rule XII - Certification to extend the validity of a certification from thirty (30) days to sixty (60) days. d) To amend Rule XIII - Promotions to allow persons appointed on a contingent permanent basis to compete in promotional examinations. e) To amend Rule XIV - Probationary Term by replacing the titles of "Patrolmen" and "Assistant to the Superintendent of Public Works" with "Police Officer" and "Assistant Superintendent of Public Works" , respectively. f) To amend Rule XIV - Probationary Term to establish a twelve (12) week probationary period for all appointments from promotional eligible lists. g) To amend Rule XVI = Effect of Temporary or Provisional Appointment on Status of Appointee to provide that no permanent appointee may be reclassified out of his/her position without first being afforded the opportunity to compete in an examination for permanent appointment to the reclassified title. • . Civil Service Commission Meeting April 9, 1990 Page 2 h) To amend Rule XVI = Effect of Temporary or Provisional Appointment on Status gf Appointee to allow for contingent permanent appointments and establish rules and conditions governing said appointments. i) To delete Rule XXIV = Grading of Positions. j) To adopt a new Rule XXIV = Trainee Appointments establishing the rules and conditions governing said appointments. k) To amend Appendix A by adding the positions of "Confidential Secretary to the City Attorney" and "Confidential Secretary to the Police Chief" to the exempt class. 1) To amend Appendix B by adding the positions of "Parking Lot Attendants" and "Police Dispatchers (P/T)" to the non-competitive class. m) To amend Appendix B by designating the position of Personnel Administrator as "requiring the performance of functions influencing policy" . Copies of the full text of the proposed changes are available at the Personnel Department - City Hall - 108 East Green Street - Ithaca, NY. All interested parties and citizens for or against the adoption of these changes to the Rules are invited to attend and be heard." There were no persons present to address the Commission on the public hearing. Commissioner Bantuvanis made a motion to close the public hearing. Motion carried. APPROVAL OF MINUTES Commissioner Cooper made a motion to accept the minutes of the March meeting. Seconded by Commissioner Perko. Motion carried. NEW BUSINESS REVISION OF MINIMUM QUALIFICATIONS: ASSISTANT SUPERINTENDENT OF PUBLIC WORKS Personnel Administrator Walker explained to the Commission that the current minimum qualifications do not adequately address the needs of the position, and are inconsistent with the qualifications of similar positions. Personnel Administrator Walker proposed the following amendments to the qualifications: 1. Increase the combined educational and experiential requirements from seven (7) years to eight (8) years; 2. Implement a requirement of previous supervisory experience; 3 . Allow for experience to be substituted for education. ti Civil Service Commission Meeting April 9, 1990 Page 3 Commissioner Cooper made a motion to revise the minimum qualifications for the Assistant Superintendent of Public Works job description to read as follows: a) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in civil engineering and four (4) years of experience in the design, construction and operation of Municipal Public Works, such as sewers, streets, bridges, water mains, pumping stations, treatment plants or similar projects, including two (2) years in a supervisory or administrative capacity; or b) Graduation from high school or possession of a high school equivalency diploma and eight (8) years of work experience in the design, construction and operation of Municipal Public Works, such as sewers, streets, bridges, water mains, pumping stations, treatment plants or similar projects, including four (4) years in a supervisory or administrative capacity; or c) An equivalent combination of training and experience as defined by the limits of (a) and (b) . Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT: WASTEWATER TREATMENT PLANT The Commission reviewed and discussed a New Position Duties Statement request from the Wastewater Treatment Plant. Personnel Administrator Walker explained that this request is to classify one part-time (20 hours/week) Custodial Worker position at the Wastewater Treatment Plant. Commissioner Perko made a motion to classify one part-time position as Custodial Worker at the Wastewater Treatment Plant. Seconded by Commissioner Cooper. Motion carried. Commission Bantuvanis made a motion to go into Executive Session. Motion carried. CONTINUING BUSINESS APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Cooper made a motion to accept the Roster of candidates for Personnel Associate Open-Competitive Examination #69-086. Seconded by Commissioner Perko. Motion carried. ADDITION OF NAMES TO CONTINUOUS RECRUITMENT LIST Commissioner Perko made a motion to add the following names to the respective Continuous Recruitment List. Seconded by Commissioner Cooper. Seconded by Commissioner Cooper. Motion carried. Junior Engineer #61-532 (2 years) OLD BUSINESS RESTRICTION ON CANDIDATE CERTIFICATION The Commission discussed the School District's request to restrict Brenda Jones' name from all Certifications of Eligibles for the Ithaca City School District. Commissioner Perko made a motion to restrict Ms. Jones name from the Certification of Eligibles for the Ithaca City School District only. Seconded by Commissioner Bantuvanis. Motion Carried. Personnel Administrator Walker will write a letter to Ms. Jones regarding the Commission's decision. Personnel Administrator Walker informed the Commission that Personnel Associate Lisa Patz and herself had met with Personnel Director Michael Luzzi regarding the "Pink Sheets" and the meeting went well and he is willing to comply. Commissioner Bantuvanis asked if there was any response to the letter that was written to Sean Killeen regarding the Administrative Assistant to the Mayor position. Personnel Administrator Walker stated that there has not been any formal response at this time. Personnel Administrator Walker explained to the Commission that Youth Bureau Director Cohen was excused from this meeting because of Passover. Youth Bureau Director Cohen will attend the May meeting to discuss the resignation letter received from Martha Goehner.
