Valerie Walker (Personnel 'Administrator') ,` Lisa •Patz (Personnel Associate) , Bonnie Fiorille ( Senior Stenographer) , Larry Fabbroni (Acting Superintendent of Public Works ) , Sam Cohen (Youth Bureau Director) , Bill Baker (CSEA Representative) Commissioner Bantuvanis called the meeting to order at 3 : 45 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the minutes of the December meeting . Seconded by Commissioner Bantuvanis . Motion carried. ADDITIONS TO THE AGENDA Personnel Administrator Walker requested that an item be added to the agenda regarding an amendment to the current Automotive Mechanic job description . NEW BUSINESS REINSTATEMENT REQUEST - PERSONNEL DEPARTMENT Personnel Administrator Walker presented a request to reinstate Bonnie L. Fiorille to the position of Senior Stenographer in the Personnel Department. Ms. Walker stated that Ms. Fiorille previously held permanent status as a Senior Stenographer with Tompkins County, and relinquished her position with the County less than three years ago. Richard Ciprioni from the New York State Department of Civil Service reviewed Ms . Fiorille's records and confirmed that a reinstatement is in order pursuant to Civil Service Rule XVIII. Commissioner Perko made a motion to approve the reinstatement of Bonnie L. Fiorille as Senior Stenographer. Seconded by Commissioner Cooper. Motion carried. RECLASSIFICATION REQUEST YOUTH BUREAU SENIOR STENOGRAPHER TO ADMINISTRATIVE SECRETARY The Commission reviewed and discussed a reclassification request from Youth Bureau Director Cohen to reclassify the current Senior Stenographer position in the Youth Bureau to Administrative Secretary. Youth Bureau Director Cohen stated that the position is very demanding and requires a high degree of confidentiality. He also felt that the salary is a very important consider- ation for the responsibility that is involved in the job and for these reasons , he feels that the position should be reclassified. It was noted that the position of Administrative Secretary has been advertised and is pending approval of the Commission. Civil • Service Commission Meeting - Page 2 January 8, 1990 Commissioner Bantuvanis asked if there were any individuals at -the -Youth Bureau who have shown an interest in this position. Youth Bureau Director Cohen stated that at this time no one at the Youth Bureau has shown an interest. It was also noted that the individual who accepted this position would be appointed provisionally. There was further discussion by the Commission regarding the salary of the Administrative Secretary position. Youth Bureau Director Cohen stated that he felt that this was a key position to the Youth Bureau and if the position was not reclassified to Administrative Secretary he would have a problem with finding qualified people to fill this position. The Commission also noted that they would like to look into the shorthand requirements for the position at the March meeting . Commissioner Cooper made a motion to reclassify the Senior Stenographer position to Administrative Secretary. Seconded by Commissioner Perko . Motion carried. AUTOMOTIVE MECHANIC JOB DESCRIPTION The Commission reviewed the material submitted by Motor Equipment Maintenance Supervisor Richard Ferrel regarding a proposed change to the Automotive Mechanic job description. Mr . Ferrel is requesting that a special require- ment be added to the job description to require appointees to obtain a New York State Motor Vehicle Inspectors License. Commissioner Cooper asked if employees needed to have a Motor Vehicle Inspectors License. Personnel Administrator Walker explained that if they want to continue doing inspections, they will need this license. For current employees this will be a volunteer situation, but for future employees this would be a requirement. The Commission was concerned that the special requirement would discourage people from applying. Personnel Administrator Walker stated that most people coming from the private sector would already have this license and that the City has been exempt from this license in the past because it is a govern- mental agency. Acting Superintendent Fabbroni stated that it is necessary for employees to have this license and that Mr. Ferrel cannot enforce the licensing require- ment because it is not in the job description. He also stated that employees are reluctant to get the license due to the fact that they would have to pay for the license. If the current employees were to get the license, there would need to be discussion with the Union regarding reimbursement. Commissioner Perko stated that he would like the City to pay for this license. Commissioner Perko made a motion to add a special requirement to the Auto- motive Mechanic job description which required appointees to obtain an appropriate level New York State Motor Vehicle Inspector' s License within six months of appointment and maintain said license for the duration of employ- ment. Seconded by Commissioner Cooper. Motion carried. Civil Service Commission Meeting - Page 3 January 8; 1990 CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters . Motion carried. After Executive Session, the Commission took the following actions : APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Cooper made a motion to accept the Roster of Candidates for Environmental & Landscape Planner Open-Competitive Examination #62-118 . Seconded by Commissioner Perko. Motion carried. Commissioner Cooper made a motion to accept the Roster of Candidates for Junior Engineer Open-Competitive Examination #61-532 . Seconded by Commissioner Perko . Motion carried. ESTABLISHMENT OF ELIGIBLE LIST Commissioner Cooper made a motion to establish the Eligible List for Police Captain Promotional Examination ;79-855 for two ( 2 ) years . Seconded by Commissioner Perko . Motion carried. Commissioner Cooper made a motion to establish the Eligible List for Police Lieutenant Promotional Examination ;70-446 for two ( 2 ) years . Seconded by Commissioner Perko . Motion carried. Commissioner Cooper made a motion to establish the Eligible List for Custodian Promotional Examination #70-448 for one ( 1 ) year. Seconded by Commissioner Perko . Motion Carried. Commissioner Cooper made a motion to establish the Eligible List for Custodian Open-Competitive Examination #61-442 for one ( 1 ) year. Seconded by Commissioner Perko. Motion carried.
