HomeMy WebLinkAboutMN-CIV-1989-12-11 REGULAR MEETING CIVIL SERVICE COMMISSION DECEMBER 11 , 1989 PRESENT: Commissioner Bantuvanis, Commissioner Perko, Valerie Walker, (Personnel Administrator) Lisa Patz (Personnel Associate) , Denise Malone ( Senior Stenographer ) , Etta Gray ( CSEA Representative) , Marcia Fort (Acting Asst Activities Center Coordinator) , Jackie Merwin ( Youth Worker ) , Allen Green ( Youth Development Coordinator ) , John Bailey ( Youth Development Coordinator), Sam Cohen (Youth Bureau Director) EXCUSED: Commissioner Cooper Commissioner Bantuvanis called the meeting to order at 3 : 50 p.m. APPROVAL OF MINUTES Commissioner Perko made a motion to accept the November 1989 minutes . Seconded by Commissioner Bantuvanis . Motion carried. NEW BUSINESS REQUEST FOR EXTENSION OF PROVISIONAL APPOINTMENTS - YOUTH BUREAU Youth Development Coordinator Green requested an extension of provisional appointments in the Youth Worker title . Due to the many changes happening in the Youth Bureau as well as preparation of the 1990 budget , the Youth Bureau was not able to make the necessary appointments in the allotted time of the Certification of Eligibles List. CSEA Representative Gray read a letter stating the Union' s position on the matter. The letter reads as follows : "My name is Etta Gray, CSEA Administrative Unit Steward. Unit President William Baker is unable to attend this meeting and I am here to present our Union position on today' s agenda items that request extensions and reclassification of Youth Bureau provisional appointments . An extension of a provisional appointment when an Eligible List exists for a position is wrong and reclassification to retain provisional people who have failed the qualifying test is also wrong . The rules are clear. Civil Service Law requires that when an Eligible List exist for a position, the position must be filled from that List. Provisional Appointments are made with the understanding that the people appointed must qualify by testing to stay in the position. Remember, everyone that takes a Civil Service test is competing to qualify to be hired . By manipulating the system to keep the unqualified provisional appointed person in the contested slot, the people who took the test in good faith and who did qualify are denied their opportunity to be hired. Civil Service Commission Meeting - Page 2 December 11 , 1989 Certainly you would not condone giving a test candidate the answers to the test questions , why , then , condone the circumvention of the rules which equates to nothing more than another form of "cheating" on the test. The Union expects this Commission to insist that Civil Service Law be followed and that the positions be filled by people hired from the Eligible List. It is the obligation of this Commission to recognize these extensions and reclassifications as just devious maneuvers and to deny the requests of the Youth Bureau. " The Commission was concerned about the length of time it has taken the Youth Bureau to make appointments . Commissioner Bantuvanis asked Personnel Administrator Walker what , legally , their rights are regarding this matter. Personnel Administrator Walker stated that the Commission could extend the provisional appointments up to two ( 2 ) months . That it could be a staggered extension. She feels that this should be enough time to appoint individuals permanently and/or to terminate their services . Commissioner Perko made a motion to make a staggered extension up to two ( 2 ) months of the provisional appointments in the Youth Worker title as follows : 1 month - fill two ( 2 ) positions ( January 10 , 1990) ; additional 2 weeks - fill two ( 2 ) positions (January 24 , 1990) ; additional 2 weeks - fill two ( 2 ) positions ( February 10 , 1990 ) . Seconded by Commissioner Bantuvanis . Motion carried. NEW POSITION DUTIES STATEMENT - FINANCE DEPARTMENT - CITY BUYER In the 1990 Budget, the Purchasing Department was consolidated into the Finance Department. The consolidation resulted in the deletion of the Purchasing Agent position . All of the administrative responsibilities of that position were given to the Controller and/or the Deputy Controller. The other duties were given to the Senior Stenographer. To reflect those additional responsibilities , the City is requesting a reclassification of the Senior Stenographer position to City Buyer. Common Council has approved of these changes. Commissioner Bantuvanis made a motion to reclassify the Senior Stenographer position to the the new position of City Buyer . Seconded by Commissioner Perko. Motion carried. OLD BUSINESS NEW POSITION DUTIES STATEMENT - YOUTH BUREAU - VOLUNTEER COORDINATOR This item was presented at the last meeting as a reclassification. The Youth Bureau felt it was more appropriate to create a new position, as nobody is currently performing the duties . The Youth Bureau is , therefore, requesting the Commission to delete one ( 1 ) Youth Worker position in the One-to-One Program and add one ( 1 ) Volunteer Coordinator position. -- Civil Service Commission Meeting Page 3 December 11 , 1989 Youth Bureau Director Cohen feels this is an important role in the organization. The primary function of this position is to focus on volunteers in a specific and general way. Youth Program Coordinator Bailey says there has been an increase in volunteers . The Volunteer Coordinator will recruit, screen, and train volunteers to ensure we get qualified individuals . Commissioner Bantuvanis made a motion to delete one ( 1 ) Youth Worker position in the One-to-One Program and classify a new position as Volunteer Coordinator . Seconded by Commissioner Perko . Motion carried. RECLASSIFICATION REQUEST - YOUTH BUREAU - ADMINISTRATIVE ASSISTANT The Youth Bureau is requesting a reclassification of one ( 1 ) Youth Worker position in the One-to-One program to Administrative Assistant . They feel this position should be reclassified since there is no direct contact with youths . Personnel Administrator Walker stated that she and Personnel Associate Patz met with the incumbent and found that the incumbent' s duties and responsibilities do not involve contact with youths . It is more of an administrative type position . Personnel Administrator Walker expressed her concern regarding the reclassification. Being that the position was recently vacant , why was it not reclassified prior to the filling of the position? Youth Bureau Director Sam Cohen agreed that the Youth Bureau would review vacant positions more thoroughly in the future, to ensure that the proper titles were being used. Commissioner Perko made a motion to reclassify one ( 1 ) Youth Worker position in the One-to-One Program to Administrative Assistant . Seconded by Commissioner Bantuvanis . Motion carried. RECLASSIFICATION REQUEST - YOUTH BUREAU - YOUTH DEVELOPMENT PROGRAM LEADER Youth Worker Jackie Merwin made a request to reclassify one ( 1 ) Youth Worker position in the Youth Employment Services program to Youth Development Program Leader. The Youth Employment Services program has grown alot . With one less staff member and more responsibilities, the incumbent needs more latitude to be able to plan programs than the Youth Worker title allows . The Youth Worker functions under direct supervision of superiors . The incumbent needs to be able to work in satellite offices around the County without such direct supervision. Commissioner Perko made a motion to reclassify one ( 1 ) Youth Worker position in the Youth Employment Services program to Youth Development program Leader. Seconded by Commissioner Bantuvanis . Page 4 December 11 , 1989 - CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into Executive Session to discuss Civil Service examination matters . Seconded by Commissioner Perko. After Executive Session, the Commission took the following actions: APPROVAL OF ROSTER OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to accept the Roster of Candidates for the Engineering Technician Open-Competitive Examination #61-537 . Seconded by Commissioner Bantuvanis . Commissioner Bantuvanis made a motion to accept the Roster of Candidates for the Municipal Training Officer Open-Competitive Examination #69-084 . Seconded by Commissioner Perko. Motion carried. ESTABLISHMENT OF ELIGIBLE LIST Commissioner Perko made a motion to establish the Eligible List for Youth Program Coordinator Open-Competitive Examination #67-840 for one ( 1 ) year. Seconded by Commissioner Bantuvanis . Motion carried. Commissioner Bantuvanis made a motion to establish the Eligible List for Youth Program Coordinator Promotional Examination #79-883 for one ( 1 ) year. Seconded by Commissioner Perko.
