Baker (CSEA Administrative Unit President) , John Wilson (Recreation Coordinator ) , Denise Malone ( Senior Stenographer) EXCUSED: Commissioner Cooper Commissioner Bantuvanis called the meeting to order at 3:44 p.m. Personnel Administrator Walker asked to add the following items to the Agenda: Continuous Recruitment (Executive Session) and Eligible List Extension (Executive Session) . APPROVAL OF MINUTES Commissioner Bantuvanis made a- motion to accept the minutes of the - September meeting. Seconded by Commissioner Perko. Motion carried. NEW BUSINESS RECLASSIFICATION REQUEST - YOUTH BUREAU - RECREATION SPECIALIST TO RECREATION SUPERVISOR Recreation Coordinator Wilson addressed the Commission regarding reclassifying a Recreation Specialist position to Recreation Supervisor. At the present title the incumbent is limited to specific activities . The request will have to go before the Budget and Administration Committee for approval . Commissioner Perko made a motion to reclassify the Recreation Specialist to Recreation Supervisor. Seconded by Commissioner Bantuvanis. Motion carried. RECLASSIFICATION REQUEST - PERSONNEL DEPARTMENT - SENIOR CLERK TO SENIOR TYPIST Personnel Administrator Walker asked that the vacant position of Senior Clerk be reclassified to Senior Typist . She felt the Department needed someone else with typing skills. This position will be responsible for most of the recruiting and Affirmative Action duties. There will be a test given October 21, 1989. It will be graded locally. Should have the Eligible List by the next meeting. Commissioner Bantuvanis made a motion to reclassify the Senior Clerk position to Senior Typist. Seconded by Commissioner Perko. Motion carried. October 10, 1989 meeting - Page 2 RECLASSIFICATION REQUEST - ITHACA CITY SCHOOL DISTRICT - TEACHER AIDE TO CLERK Personnel Administrator Walker stated that the School District is slowly bringing positions into proper classification. The School District is requesting that a Teacher Aide position be reclassified to Clerk since there is no interaction with the students. Commissioner Bantuvanis made a motion to reclassify the Teacher Aide position to Clerk. Seconded by Commissioner Perko. Motion carried. OLD BUSINESS - EXAMINATION FEES Personnel Administrator Walker presented a list showing which Municipalities charge examination fees and have a waiver policy in comparison to those who do not. Ms. Walker reiterated that she does not support charging examination fees . _ CSEA Administrative Unit President William Baker reiterated CSEA's position that they do not support charging examination fees either . After much discussion Commissioner Bantuvanis made a motion to table this item until the next meeting to have the full Commission present . Seconded by Commissioner Perko. Motion--carried. 1 CONTINUING BUSINESS EXECUTIVE SESSION Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss civil service examination matters . Seconded by Commissioner Perko . After Executive Session , the Commission took the following actions: APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to approve the following Rosters of Candidates for Examination: Custodian (Promotional) #70-448 Custodian #61-442 Police Captain #79-855 Police Lieutenant #70-466 Seconded by Commissioner Bantuvanis. Motion carried. ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Perko made a motion to establish the following Eligible Lists for the time period indicated . Seconded by Commissioner Bantuvanis. Commissioner Bantuvanis made a motion to extend the Water/Wastewater Eligible List #500-88 for one ( 1 ) year . Seconded by Commissioner Perko. Motion carried.
