Commissioner Bantuvanis called the meeting to order at 1 : 04 pm .
APPROVAL OF MINUTES
William R. Baker requested that his union title be deleted from the
minutes of the June meeting . Mr . Baker stated that his comments were
made as an individual , not a union official . Commissioner Perko made
a motion to approve the minutes of the June meeting with the requested
amendment . Seconded by Commissioner Bantuvanis . Motion carried.
NEW BUSINESS
CHANGE IN TITLE - DAVID MCFALL • - HEAD WATER DISTRIBUTION MAINTENANCE
WORKER TO WATER DISTRIBUTION MAINTENANCE SUPERVISOR
The Commission reviewed a request from City Engineer William Gray and
Head Water Distribution Maintenance Worker David McFall to change Mr.
McFall ' s current title back to its previous title of Water
Distribution Maintenance Supervisor . Both the City Engineer and the
employee felt that the old title was more descriptive of the position.
The Commission reviewed their notes from the 1987 DPW Reclassification
Survey and noted that Mr . McFall had appealed his title change at that
time . Commissioner Bantuvanis noted that on April 13 , 1987 , the
Commission had recommended a supervisory title of Working Supervisor
(Water Distribution) . On May 11 , 1987 , the NYS Department of Civil
Service had advised the Commission that the Working Supervisor title
was inappropriate because Mr . McFall ' s position requires a special
license not common with the other Working Supervisors . Additionally,
the Working Supervisor title is allocated to the non-competitive class
while Mr . McFall ' s position was deemed to be competitive , and the
State did not feel it appropriate to change the jurisdictional
classification of Mr. McFall ' s position.
Further discussion was held on the request. Commissioner Bantuvanis
noted that the Commission ' s original preference was to retain the
"Supervisor" denotation in the job title , and the employee was
requesting the same . The Commission reviewed Mr . McFall ' s roster
record card and determined that he had previously been appointed to

the requested title from a civil service eligible list and therefore
his permanent status would not be affected by the title change . The
Commission further noted that the appropriateness of the job
description and the duties performed had not changed, the only issue
being discussed was the title .
Commissioner Perko made a motion to change the title of Mr . McFall ' s
position back to the original title of Water Distribution Maintenance
Supervisor as requested. Seconded by Commissioner Bantuvanis . Motion
carried.
NEW POSITION DUTIES STATEMENT - ITHACA FIRE DEPARTMENT - FIREFIGHTER
Deputy Fire Chief Brian Wilbur presented a New Position Duties
Statement for a newly authorized Firefighter position at the Ithaca
Fire Department . Chief Wilbur stated that the new position was
authorized as a replacement for a permanently disabled firefighter .
Commissioner Bantuvanis made a motion to classify the position as
Firefighter . Seconded by Commissioner Perko . Motion carried.
OLD BUSINESS
CHIEF WATER TREATMENT PLANT OPERATOR POSITION
William Baker asked the Commission what the status of the Chief Water
Plant Operator ' s position was . - City Engineer Gray advised the
Commission that the eligible list has been canvassed and he" is in the
process of scheduling interviews for the position . Brief discussion
was held on the privitization issue . Mr. Gray stated that even if
such an avenue were pursued, it would take at least eighteen months to
implement , so the filling of the Chief ' s position will be pursued in
the normal manner .
EXAMINATION FEES
Commissioner Bantuvanis made a motion to table this issue until the
next meeting .
CONTINUING BUSINESS
EXECUTIVE SESSION
Commissioner Bantuvanis made a motion that the Commission go into
Executive Session to discuss civil service examination matters .
Seconded by Commissioner Perko . After Executive Session , the
Commission took the following actions :
