HomeMy WebLinkAboutMN-CIV-1989-05-08 18 REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION May 8, 1989 PRESENT: Commissioner Bantuvanis, Commissioner Cooper, Commissioner Perko , Valerie Walker (Personnel Administrator ) , Edward Olmstead ( Fire Chief ) , Larry Fabbroni ( Assistant Superintendent of Public Works) . Commissioner Bantuvanis called the meeting to order at 3 : 47 pm. APPROVAL OF MINUTES _ Personnel Administrator Walker read two proposed changes to- the Minutes of the April meeting that were requested by CSEA Administrative Unit Vice-President William Baker regarding statements he made on a reclassification request from the Department of Public Works and a request from the same department to re-institute the Engineering Aide title. Commissioner Bantuvanis also requested that the statement that the Commission tabled a Public Works reclassification request be changed to indicate that the Commission agreed to reconsider the request at the next meeting. Commissioner Cooper made a motion to accept the minutes of the April meeting with all of the requested amendments . Seconded by Commissioner Bantuvanis . Motion carried. OLD BUSINESS RECLASSIFICATION REQUEST - DEPARTMENT OF PUBLIC WORKS - MICRO-COMPUTER OPERATOR TO SENIOR ACCOUNT CLERK-TYPIST Assistant Superintendent of Public Works Larry Fabbroni addressed the Commission regarding his reclassification request which they had defeated at the April meeting. Mr. Fabbroni described the operation of Streets and Facilities, the staffing of the administrative office at Streets and Facilities, and the role of each of the positions in the administrative office. Commissioner Bantuvanis informed Mr. Fabbroni that the Commission was concerned with his request to reclassify the Micro-Computer Operator position to that of Senior Account Clerk-Typist because they had just reclassified the same position in the opposite direction less than two years ago. Mr. Fabbroni stated that two years ago, when the position became vacant, the department lost an experienced person and had to select a replacement from less experienced external candidates . Mr. Fabbroni stated that the new employee was not experienced enough to perform at the higher level , so the department requested that the position be downgraded to the entry-level. Mr. Fabbroni explained that with the current vacancy, an experienced candidate is available and that person is capable of performing at the higher level that is needed. Consequently, the department is asking that the position be elevated back to its original title. r May 8 , 1989 meeting - Page 2 Commissioner Cooper asked Mr. Fabbroni whether he would ask the Commission to reclassify the position again in the future, if another vacancy occurred and an experienced person was not available. Mr. Fabbroni replied that it was possible . The Commission expressed further concerns about continually reclassifying the same position. Commissioner Bantuvanis asked Ms . Walker whether it was possible to leave both the entry-level and higher-level titles on the departmental civil service roster and allow Council to decide which title to fund based on departmental needs. Ms . Walker stated that such situations are possible and do exist with other departments . Discussion was held on this alternative. Mr. Fabbroni agreed that it would serve his department' s needs . Commissioner Bantuvanis made a motion to re-institute the Senior Account Clerk-Typist position to the Department of Public Works civil service roster and to also retain the Micro-Computer Operator title on the civil service roster, with funding for the positions to be determined by Council . Seconded by Commissioner Cooper . Motion carried. NEW POSITION DUTIES STATEMENTS : ITHACA FIRE DEPARTMENT - MUNICIPAL TRAINING OFFICER AND VOLUNTEER COORDINATOR (PT) Fire Chief Ed Olmstead addressed the Commission regarding two New Position Duties Statements for the positions of Municipal Training Officer and Volunteer Coordinator . Chief Olmstead informed the Commission that both Common Council and the Ithaca Town Board had authorized the positions . Discussion was held as to the duties of the positions . Further discussion was held on the examination process for the positions . Commissioner Cooper questioned why the typing requirement for the Volunteer Coordinator job description stated 45 wpm. Chief Olmstead stated that he thought that was the standard speed. Ms. Walker stated that 35 wpm is considered the standard speed. Commissioner Cooper made a motion to classify the Municipal Training Officer position as presented and the Volunteer Coordinator as presented, with the exception that the typing speed be changed to 35 wpm. Seconded by Commissioner Perko. Motion carried. NEW BUSINESS NEW POSITION DUTIES STATEMENT - ITHACA POLICE DEPARTMENT - PARKING ENFORCEMENT OFFICER Ms. Walker presented a New Position Duties Statement for the position of Parking Enforcement Officer to the Commission on behalf of Police Chief McEwen . Ms . Walker detailed the history of the parking enforcement program and advised the Commission that Council had chosen to assign the Parking Enforcement Officer position to the ` < 2O May 8 , 1989 meeting - Page 3 Police Department due to its enforcement powers . Discussion was held as to the duties and authorities of the position. Commissioner Cooper made a motion to classify the position of Parking Enforcement Officer as requested by the Police Chief. Seconded by Commissioner Perko. Motion carried. PERSONNEL ASSOCIATE RECRUITMENT Ms . Walker advised the Commission that the canvass of the Personnel Associate eligible list resulted in a non-mandatory list and the Department was openly recruiting for the position. Ms . Walker invited the Commission to be involved in the interview and selection process and the Commission accepted the invitation. • CONTINUING BUSINESS EXECUTIVE SESSION Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss civil service examination matters . Seconded by Commissioner Perko . After Executive Session , the Commission took the following actions: APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to approve the Rosters of Candidates for Examination as listed below. Seconded by Commissioner Bantuvanis . Motion carried: Director of Resident Services #67-824 Tenant Relations Assistant #67-823 ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Perko made a motion to establish the following Eligible Lists for the time period indicated . Seconded by Commissioner Bantuvanis . Motion carried: Micro-Computer Operator #62-964 ( 1 year) APPROVAL OF PERSONNEL TRANSACTIONS Commissioner Perko made a motion to approve the Personnel Transactions listed below. ADDITIONAL BUSINESS Ms . Walker advised the Commission that NYS Civil Service Law had been revised to allow- the NYS Department of Civil Service to begin charging local municipalities for examination services . Ms . Walker -stated that the department was still waiting for more information as to the cost of the fees and implementation dates . The Commission briefly discussed the issue and agreed to discuss it further when additional information was known. With no further business, the meeting was adjourned at 4 : 52 pm.
