HomeMy WebLinkAboutMN-CIV-1989-04-10 REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION APRIL 10 , 1989 Present: Commissioner Bantuvanis , Commissioner Cooper, Commissioner Perko , Valerie Walker (Acting Personnel Administrator ) , William R. Baker (CSEA Administrative Unit Vice-President) . Commissioner Bantuvanis called the meeting to order at 3 : 39 pm. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the March meeting . Seconded by Commissioner Cooper. Motion carried. NEW BUSINESS - CLASSIFICATION OF NEW POSITION - BUILDING DEPARTMENT - PART-TIME HOUSING INSPECTOR Acting Personnel Administrator Walker presented a New Position Duties Statement from the Building Department for a newly authorized part- time position of Housing Inspector. Ms . Walker explained that the position had been authorized by Common Council and that a current full-time Housing Inspector would be taking the part-time position. The full-time position would then be filled from the civil service eligible list . The Commission asked questions about the Housing Inspector job title and its responsibilities . Commissioner Cooper made a motion to classify the position as Housing Inspector PT . Seconded by Commissioner Perko. Motion carried. RECLASSIFICATION REQUEST - DEPARTMENT OF PUBLIC WORKS - MICRO-COMPUTER OPERATOR TO SENIOR ACCOUNT CLERK-TYPIST Ms . Walker presented a request from the Department of Public Works to reclassify the vacant position of Micro-Computer Operator back to its previous title of Senior Account Clerk-Typist. The department feels that the original title more accurately reflects the duties of the position. There was much discussion by the Commission as to the history of the position. Commissioner Cooper expressed serious concerns over the request, because the Commission had just reclassified the position from Senior Account Clerk-Typist to Micro-Computer Operator a little over a year ago . The Commission did not feel it appropriate to continually reclassify positions back and forth between titles , nor to classify positions based on the people in them rather than the job duties . Administrative Unit Vice—President William Baker supported the request from DPW but ex ressed his concerns about reclassification based on individuals and not the duties of the job and the job titles jumping back and forth to suit the whims of the Dept. A motion to reclassify the position as requested was defeated, with Commissioners Bantuvanis and Cooper voting against the motion and Commissioner Perko abstaining . 1 5I April 10, 1989 meeting - Page 2 The Commission agreed to table the request until the next meeting and to request that Public Works staff be present to answer questions. REVISION OF MINIMUM QUALIFICATIONS - YOUTH DEVELOPMENT PROGRAM LEADER AND YOUTH PROGRAM COORDINATOR POSITIONS The Commission reviewed a request from Youth Bureau Director Sam Cohen to revise the minimum qualifications for the positions of Youth Development Program Leader and Youth Program Coordinator by expanding the allowable experience to include any human services experience, rather than just experience working with youths . The request was similar to last month' s request regarding the Youth Worker title. Commissioner Cooper supported the department' s request to broaden the qualifications to include less traditional areas , and stated that the less restrictive qualifications encouraged the City' s Affirmative Action efforts . Commissioner Cooper made a motion to _amend the qualifications of the above titles by removing the phrases "experience working with youth in youth development , character building , delinquency prevention , education or a similar field" and replacing them with "experience working in human services involving direct services to clientele. " Seconded by Commissioner Perko. Motion carried. RE-INSTITUTION OF TITLE: ENGINEERING AIDE Ms . Walker presented a request from the Department of Public Works to reinstitute the job title of Engineering Aide. The job title was deleted by the Civil Service Commission in 1987 and the Department may consider using it again in the future. The Department would like the title to stay active on its roster for future use. Administrative Unit Vice-President William Baker (CSEA) expressed his opposition to the request. a-rrd brought up the 1888 peelassi€ieatien issues of the Engineering Sepies. The Commission further discussed the request. Commissioner Perko made a motion to re-institute the 'Engineering Aide title . Seconded by Commissioner Cooper. Motion carried, with Commissioners Perko and Cooper voting in favor of the resolution and Commissioner Bantuvanis voting against it. OLD BUSINESS NEW POSITIONS DUTIES STATEMENTS - ITHACA FIRE DEPARTMENT - FIRE TRAINING OFFICER AND PT VOLUNTEER COORDINATOR Ms. Walker stated that the Fire Chief requested that this item be tabled until the next meeting. CONTINUING BUSINESS Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss civil service examination matters . Seconded by Commissioner Perko .
