CITY OF ITHACA CIVIL SERVICE COMMISSION March 13 , 1989 Present: Commissioner Bantuvanis , Commissioner Cooper, Commissioner Perko , Valerie Walker (Acting Personnel Administrator ) , William Gray ( City Engineer ) , William R . Baker ( CSEA Administrative Unit Vice-President) . Commissioner Bantuvanis called the meeting to order at 3 : 47 pm. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the February 1989 meeting . Seconded by Commissioner Bantuvanis . Motion carried. NEW BUSINESS LIFEGUARD JOB SPECIFICATION: REMOVAL OF AGE REQUIREMENT Acting Personnel Administrator Valerie Walker presented a request from t the Youth Bureau to remove the age requirement for Lifeguards from the civil service job description . Ms . Walker stated that the age restriction should not be a civil service requirement, but rather an internal agency/personnel decision. Currently, the age requirement for City Lifeguards is eighteen . New York State recently reduced their age requirement to sixteen, due to recruitment difficulties . The Youth Bureau is experiencing similar recruitment difficulties and would like to reduce the minimum age to seventeen. Commissioner Perko made a motion to remove the age requirement from the civil service job specification as requested by the Youth Bureau . Seconded by Commissioner Bantuvanis . Motion carried. REVISION OF LICENSING REQUIREMENTS : WASTEWATER TREATMENT PLANT OPERATOR City Engineer William Gray addressed the Commission on the licensing requirements for Wastewater Treatment Plant Operators . Currently, the civil service job description requires that operators must possess a Type 1 -A operating certificate ." According to the licensing regulations established by the Department of Environmental Conservation, a Type 1-A is required only of the Chief Plant Operator ( Gary Gleason) . The remaining operators are permitted to work as subordinate operators , provided that they possess a Type II-A license. Generally speaking, a Type II-A license is obtained in six to twelve months , while a Type 1-A license may take up to ten years to obtain. March 13 , 1989 meeting - Page 2 Mr . Gray further explained that the current hiring process dictates that an employee is hired as an Operator Trainee and remains a trainee until ' the appropriate _license is obtained . The intent of the traineeship was that it was to be a one-year period. With a 1-A license requirement, however , it could take up to ten years for an employee to obtain the license necessary for promotion . Mr . Gray stated that he felt the 1-A license was unnecessary and overly restrictive. Mr . Gray added that the current licensing requirements for the Water Treatment Plant are identical to those he is seeking for the Wastewater Treatment Plant . The Chief Water Treatment Plant Operator is required to possess a 1-A license ; the remaining operators are required to possess II-A licenses . Mr . Gray asked the Commission to consider reducing the licensing requirement for -the Wastewater Treatment Plant Operator title from a Type 1-A license to a Type II-A license , to comply with the minimum standards established by DEC. Commissioner Cooper made a motion to amend the "special requirements" section of the civil service job description by deleting the Type 1 -A licensing requirement and replacing is with a Type II-A licensing requirement . Seconded by Commissioner Perko. Motion carried. • NEW POSITION DUTIES STATEMENTS - ITHACA POLICE DEPARTMENT - POLICE LIEUTENANT AND TYPISTS ( 2 ) Ms . Walker presented three new position duties statements from the Police Department with a request from the department that the positions be classified as Police Lieutenant ( assigned to the Administrative Division ) and Typists ( assigned to the Records and Investigative Divisions ) , respectively . Ms . Walker advised the Commission that Common Council had approved the new positions , to assist the Police Chief in his reorganization of the Police Department . Ms . Walker stated that the three positions were the initial step in the reorganization process , and that the Police Chief anticipated that he would present more proposed changes during the 1990 budget process . Discussion was held concerning the reorganization of the Police Department. Commissioner Cooper requested that the Police Chief be advised of the Commission' s commitment to Affirmative Action and that he be asked to take the City' s Affirmative Action Policy into consideration when filling the positions . Commissioner Perko made a motion to classify the new positions as Police Lieutenant and Typists , respectively. Seconded by Commissioner Bantuvanis . Motion carried. CIVIL SERVICE EXAMINATION SITES : DISCUSSION Ms . Walker advised the Commission that Personnel Department was receiving complaints from examination candidates about the noise level March 13 , 1989 meeting - Page 3 at GIAC during the examinations . Ms . Walker explained that the noise problems were arising from other programs being held simultaneously at GIAC, -which are inevitable in a community center. Ms . Walker asked for suggestions as to alternative examination sites. The Commission strongly recommended that the exams continue to be held in a central downtown location that was accessible to all ,p.andida*es , including minority candidates . The Commission offered several suggestions as to alternative exam sites . CONTINUING BUSINESS Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss civil_ service examination matters . Seconded by Commissioner Perko . After Executive Session , the Commission took the following actions : ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Cooper made a motion to establish the following Eligible Lists for the time period indicated . Seconded by Commissioner Perko. Motion carried: Police Officer #63-070 ( 2 years ) ADDITION OF NAMES TO CONTINUOUS RECRUITMENT ELIGIBILITY LISTS Commissioner Perko made a motion to approve the addition of names to the Clerk #10-000 , Typist #10-000b, Account Clerk/Payroll Clerk #20- 000 , Account Clerk-Typist #20-000b and Library Clerk #30-000 continuous recruitment eligible lists . Seconded by Commissioner Perko. Motion carried. APPROVAL OF PERSONNEL TRANSACTIONS Commissioner Perko made a motion to approve the Personnel Transactions listed below. Seconded by Commissioner Cooper. Motion carried.
