REGULAR MEETING
CITY OF ITHACA CIVIL SERVICE COMMISSION
February 14 , 1989
Present : Commissioner Bantuvanis , Commissioner Cooper , Commissioner

Unit Vice-President )
Commissioner Bantuvanis called the meeting to order at 3 : 46 pm.
APPROVAL OF MINUTES
Commissioner--Perko made a motion to accept the minutes of the January
meetin ' . Seconded by Commissioner Bantuvanis . Motion carried.
NEW BUSINESS
NEW POSITION DUTIES STATEMENTS - ITHACA FIRE DEPARTMENT - DEPUTY FIRE
CHIEF AND FIREFIGHTERS ( 4 )
Fire Chief Edward Olmstead briefed the Commission on the status of
manpower in the Ithaca Fire Department and advised the Commission that
the Ithaca Common Council had authorized a new Deputy Fire Chief
position and four ( 4 ) new Firefighter positions for the department .
The Commission reviewed the new position duties statements • for the
positions and discussed the duties of the positions with t\he Fire
Chief . Commissioner Perko made a motion to classify the Deputy Fire
Chief position and four Firefighter positions as requested by the Fire
Chief and authorized by Common Council . Seconded by Commissioner
Bantuvanis . Motion carried.
NEW POSITION DUTIES STATEMENT - DEPARTMENT OF PUBLIC WORKS -
AUTOMOTIVE BODY REPAIRER
Acting Personnel Administrator Walker presented a new position duties
statement from the Department of Public Works for the title of
Automotive Body Repairer. Ms . Walker advised the Commission that the
position was recently authorized by Common Council and the title was a
new title for the City of Ithaca. No current similar positions exist.
Ms . Walker presented the proposed job description , which had been
jointly created by the Personnel Department and the Department of
Public Works . The Commission reviewed and discussed the new position
duties statement and the job description. Commissioner Cooper made a
motion to classify the new position as Automotive Body Repairer and
to adopt the .job description as presented. Seconded by Commissioner
Perko . Motion carried.

`Is . Walker presented a request from the Buildings Department to
reclassify a vacant Senior Stenographer position to Senior Typist .
Ms . Walker stated that the Buildings Department was having extreme
difficulty filling the position , due to the lack of qualified
candidates with shorthand skills . Ms . Walker further stated that the
Building Commissioner did not feel the shorthand skills were critical
to `.he position , and that the Department could function e fec i ve Iy
with a Senior Typist position that did not require shorthand skills .
CSEA Administrative Unit Vice- President Baker objected to the
reclassification of the position , citing CSEA ' s opposition__to the
downgrading of the position. The Commission discussed the issue and
advised. `Ir . Baker that they did not feel it was appropriate to require
a department to endure an extensive vacancy in a position , when the
skill causing the recruitment difficulties was not critical to the
nr>sit , on . Commissioner Cooper made a motion to reclassify the Senior
St. ehographer position to that. of Senior Typist . Seconded by

RECLASSIFICATION REQUESTS - ITHACA CITY SCHOOL DISTRICT - TEACHING
ASSISTA\T TO TYPIST AND TEACHING ASSISTANT TO LIBRARY CLERK
The Commission reviewed two new position duties statements submitted
by the Ithaca City School District requesting the reclassification of
a Teaching Assistant position at Dewitt Middle School to that of
Typist , and the reclassification of a Teaching Assistant position at
the Alternative Community School to that of Typist . The Commission
noted that neither position performed any teaching or instructional
duties , and that the duties specified were similar to those outlined
in the Typist, and Library Clerk .job specifications , respectively.
Commissioner Perko made a motion to reclassify the Teaching Assistant
position at Dewitt Middle School to that of Typist , and to reclassify
the Teaching Assistant position at the Alternative Community School to
that of Typist . Seconded by Commissioner Bantuvanis . Motion carried.
1988 ANNUAL REPORT
The Commission reviewed the 1988 Annual Report to the NYS Civil
Service Commission . The Commission asked Ms . Walker numerous
questions and discussed many of the issues raised in the report .
After further discussion, Commissioner Bantuvanis made a motion to
adopt the 1988 Annual Report . Seconded by Commissioner Perko . Motion
carried.

Commissioner Bantuvanis made a motion that the Commission go into
Executive Session to discuss civil service examination matters .
Seconded by Commissioner Perko . After Executive Session . the
Commission took the following actions :

Commissioner Perko made a motion to approve the addition of names to
the Typist #100-88b continuous recruitment eligible list .
Seconded by Commissioner Bantuvanis . Motion carried.
EXTENSION OF ELIGIBLE LISTS
Commissioner Perko made a motion to extend the Principal Clerk #71-869
eligible list for one additional year . Seconded by Commissioner
Cooper. Motion carried.

REVISION OF MINIMUM QUALIFICATIONS - BUILDING SYSTEMS SUPERVISOR

:iaiker presented a request to the Commission from the Department
of Pubic Works to revise the minimum qualifications for the Building
Systems Supervisor position . The position had recently become vacant
and , upon reviewing the qualifications prior to recruitment , the
Personnel Department and Department of Public Works agreed that the
current qualifications are overly restrictive . The Commission
reviewed the current qualifications and the proposed qualifications .
Commissioner Perko made a motion to amend the minimum qualifications
to read as follows :
a . Graduation from a regionally accredited or NYS registered
college or university with a Bachelor ' s Degree in Civil
Engineering or related field and two ( 2 ) years of experience
in -the d-esign-, construction , maintenance .- repair or
inspection of buildings , related facilities or structural
construction projects , including experience as a project
supervisor or inspector ; or
°�. Graduation from a regionally accredited or NYS registered
two-year college or university with an Associate ' s Degree in
Construction Technology or related field and four ( 4 ) years
of experience as described in ( a ) ; or
c . Graduation from high school or possession of a high school
equivalency diploma and six ( 6 ) years of experience as N.
described in ( a ) ; or
d. An equivalent combination of training and experience as
defined by the limits of ( a ) , (b) and ( c ) .
With no further business , the meeting was adjourned at 4 : 42 pm.
