Baker (CSEA Administrative Unit Vice-President) . Absent: Commissioner Cooper (excused) . Commissioner Bantuvanis called the meeting to order at 3 : 50 pm. APPROVAL OF MINUTES Commissioner Bantuvanis made a motion to approve the minutes of the December 12 , 1988 meeting . Seconded by Commissioner Perko. Motion carried. OLD BUSINESS NEW POSITION DUTIES STATEMENT - PLANNING DEPARTMENT - ENVIRONMENTAL AND LANDSCAPE PLANNER Deputy Director of Planning and Development Paul Mazzarella addressed the Commission regarding the proposed new Environmental and Landscape Planner position . The Commission asked Mr . Mazzarella numerous questions regarding the position and the provisions of the proposed Site Plan Review Ordinance. Mr. Mazzarella explained that the Site Plan Review process will be a discretionary review of large development projects , and will deal with issues such as the appropriateness of proposed development projects , the aesthetic qualities of such projects , the impact of such projects , etc . The Commission asked further questions regarding the role of the proposed position in implementing the Ordinance and the anticipated recruitment process for filling the position . Commissioner Perko then made a motion to classify the position as Environmental and Landscape Planner. Seconded by Commissioner Bantuvanis. Motion carried. NEW BUSINESS CLASSIFICATION OF TEMPORARY POLICE SERGEANT POSITION - ITHACA POLICE DEPARTMENT The Commission reviewed a request from Police Chief McEwen to authorize a temporary Police Sergeant position in the Ithaca Police Department through the end of March 1989 . Acting Personnel Administrator Walker explained that Police Sergeant John Capozzi will be on paid leave until the end of March, and will subsequently retire upon the exhaustion of his leave time. Ms. Walker stated that the Police Department needs to fill Mr. Capozzi's position prior to his --- retirement date and that the Common Council has authorized Police Chief McEwen to do so. Commissioner Perko made a motion to authorize a temporary Police Sergeant position in the Ithaca Police Department as requested by Chief McEwen. Seconded by Commissioner Bantuvanis . Motion carried. 2 January 17 , 1989 meeting - Page 2 REVISION OF YOUTH WORKER QUALIFICATIONS r Acting Personnel Administrator Walker presented a request from the City Youth Bureau to the Commission to expand the current minimum qualifications for the Youth Worker title . Currently , the qualifications limit the creditable experience to direct experience working with youth . Both the Youth Bureau and the Personnel Department agree that any human services experience, not just youth- oriented human services experience, should provide candidates with the skills necessary to perform the required work . Commissioner Bantuvanis made a motion to revise the minimum qualifications for Youth Worker to read as follows : A. Graduation from a regionally accredited or NYS registered college or university with a Bachelor' s Degree in Sociology, Psychology, Education, Social Services , Human Services or a closely related field; OR B. Graduation from high school or possession of a high school equivalency diploma AND four ( 4 ) years of full-time paid experience in the human services field; OR C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. NOTE: Part-time and/or verifiable volunteer experience may be credited toward the experiential requirement on a pro-rated basis . 1 z Seconded by Commissioner Perko. Motion carried. NEW POSITION DUTIES STATEMENT - YOUTH WORKER - YOUTH EMPLOYMENT SERVICE The Commission reviewed and discussed the New Position Duties Statement for a newly authorized Youth Worker position in the Youth Employment Service ( YES ) Program at the Ithaca Youth Bureau . Commissioner Bantuvanis made a motion to classify the position as Youth Worker. Seconded by Commissioner Perko. Motion carried. EXECUTIVE SESSION Commissioner Bantuvanis made a motion that the Commission go into Executive Session to discuss civil service examination matters . Seconded by Commissioner Perko . After Executive Session , the Commission took the following actions : DISQUALIFICATION OF CANDIDATE Commissioner Bantuvanis made a motion to disqualify candidate Denise M. Zieno from the Assistant Recreation Supervisor Examination No. 64- 474 and Recreation Leader Examination No . 62-676 , for failing to cooperate with an investigation . Seconded by Commissioner Perko . Motion carried. Seconded by Commissioner Bantuvanis . Motion carried: Educational Instructor #65-252 ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Perko made a motion to establish the following Eligible Lists for the time period indicated . Seconded by Commissioner Bantuvanis. Motion carried: Environmental Planner #63-103 ( 1 year) Senior Clerk #78-259 ( 1 year) Senior Clerk #64-475 ( 2 years ) ADDITION OF NAMES TO CONTINUOUS RECRUITMENT ELIGIBILITY LISTS Commissioner Perko made a motion to approve the addition of names to the Clerk #100-88a, Typist #100-88b, Account Clerk #200-88a, Library 'Clerk #300-88 and Payroll Clerk #400-88 continuous recruitment lists .
