Home My WebLink AboutMN-CIV-1988-12-12 308 REGULAR MEETING CITY OF ITHACA CIVIL SERVICE COMMISSION December 12 , 1988 Present: Commissioner Bantuvanis , Commissioner Cooper , Commissioner Perko, Valerie Walker (Acting Personnel Administrator) . Commissioner Bantuvanis called the meeting to order at 3 : 44 pm. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the November 7 , 1988 regular' meeting and the November 29 , 1988 special meeting . Seconded by Commissioner Bantuvanis . Motion carried. NEW BUSINESS RECLASSIFICATION REQUEST - CITY ENGINEER ' S OFFICE -_ SENIOR ENGINEERING AIDE TO JUNIOR ENGINEER The Commission reviewed and discussed a request from City Engineer Bill Gray to reclassify a vacant Senior Engineering Aide position to that of Junior Engineer. The reclassification request was based on the needs of the department, and actual work performed by the staff , as perceived by Mr . Gray . The Commission consented to the , reclassification , based on the position ' s duties , but expressed concern over the selection process . The Commission strongly recommended that all posting and advertising procedures be followed ' when filling the position, and recommended that internal candidates be notified of, and considered for , the position. Commissioner Bantuvanis made a motion to reclassify the vacant Senior Engineering Aide position to Junior . Engineer. Seconded by Commissioner Perko . The motion passed 2-0 , with Commissioners Bantuvanis and Perko voting in favor of the motion and Commissioner Cooper abstaining . RECLASSIFICATION REQUEST - WATER AND SEWER DIVISION - WORKING SUPERVISOR AND METER SERVICER Acting Personnel Administrator Valerie Walker presented a request from the Department of Public Works to reclassify a vacant Working Supervisor position to that of Meter Servicer . Ms . Walker stated that the reclassification had been recommended during the 1987 Department of Public Works classification survey, but had not been implemented out of respect for - the incumbent' s length of service, etc. Said incumbent retired earlier this year , and the Department has requested that the position be properly classified so that it can be filled appropriately. Commissioner Cooper made a motion to reclassify the vacant Working Supervisor position in the Water and . Sewer Division of the Department of Public Works to Meter Servicer . Seconded by Commissioner. Perko . Motion carried. L.__ 1►, 309 December 12 , 1988 meeting - Page 2 NEW POSITION DUTIES STATEMENT - PLANNING DEPARTMENT - ENVIRONMENTAL AND LANDSCAPE PLANNER Ms . Walker presented a New Position Duties Statement to the Commission for a proposed Environmental and Landscape Planner position in the Planning Department . The position was funded by Common Council in the 1989 budget, contingent upon Common Council' s adoption of a Site Plan Review Ordinance . The Commission had numerous questions about the Site Plan Review Ordinance and the role of the position. Commissioner Cooper made a motion to table the issue , and invite the Director of Planning and Development to address the Commission at its next meeting . Seconded by Commissioner Perko . The issue was tabled. REQUEST FOR EXTENSION OF LAST FILING DATE: L. SAUKAS The Commission reviewed a request from Leonard Saukas of Erin NY for an extension of the last filing date for the Meter Servicer Examination No . 64-482 . Mr . Saukas stated that the examination announcement that had been sent to the City of Elmira Personnel Office was not posted in a timely manner and, therefore , his application was late . The Commission discussed Mr. Saukas' request, but noted that the City of Ithaca could not control the posting process of other agencies and, consequently, could not extend the filing dates due to the errors of other agencies . Commissioner Bantuvanis made a motion to deny Mr . Saukas ' request for an extension. Seconded by Commissioner Cooper. Motion carried. EXECUTIVE SESSION Commissioner Bantuvanis made a motion to go into Executive Session to discuss rosters of candidates for examinations . Seconded by Commissioner Perko . When the Commission came out of Executive Session, they took the following actions : APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATION Commissioner Perko made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Cooper. Motion carried: Data Processing Operator #76-654 NCP Meter Servicer #64-482 Micro-Computer Operator #62-964 Police Officer #63-070 ADDITION OF NAMES TO CONTINUOUS RECRUITMENT ELIGIBILITY LISTS Commissioner Perko made a motion to approve the addition of names to the Clerk #100-88a , Typist #100-88b, Account Clerk #200-88a, Account Clerk-Typist #200-88b , Library Clerk #300-88 and Payroll Clerk #400- 88 continuous recruitment lists . Seconded by Commissioner Bantuvanis . Motion carried.
