Baker (Personnel Administrator) , Valerie Walker (Personnel Associate) Commissioner Bantuvanis called the meeting to order at 3 : 50 pm. YOUTH DEVELOPMENT PROGRAM SUPERVISOR CLASSIFICATION RECOMMENDATIONS - APPEAL BY JOHN BAILEY The Commission discussed Youth Development Program Supervisor John Bailey' s appeal to have his position awarded a separate classification from those of the other Youth Development Prog Am Supervisors . The Commission reviewed the appeal information submitted by Mr. Bailey, and compared the information regarding Mr. Bailey' s position with that of the other Program Supervisor positions. After further discussion, the Commission concluded that all of the positions had their own specialities and unique demands , but that on an overall basis, the individual strengths and facets of each position were not significantly different enough to warrant separate classifications of any of the positions . The Commission further determined that the overall level of responsibility of each of the Program Supervisor positions, including Mr. Bailey's position, was similar and, therefore the Commission could not justify creating a unique classification. YOUTH DEVELOPMENT PROGRAM SUPERVISOR CLASSIFICATION STUDY - ADOPTION OF RECOMMENDATIONS The Commission reviewed the report submitted by the Personnel Department recommending the reclassification of the Youth Development Program Supervisor positions to those of Youth Program Coordinator. The Commission had a lengthy discussion regarding the use of the term "Coordinator" versus that of "Supervisor" . The Commission reviewed and discussed a number of issues regarding the proposed title change, including the reporting relationships and organizational structure within the Youth Bureau. After much discussion on the matter , the Commission endorsed the "Coordinator" title, with the opinion that it covered a broader range of activities than that of "Supervisor" and , consequently , better E described the activities of the Program Supervisor positions . • The Commission discussed additional issues raised regarding the proposed reclassification. Commissioner Cooper expressed concern over the frequency with which positions were being reviewed and questioned % '7 whether there should be time limitations restricting the continual review of a specific position. After a final review of all the information presented, Commissioner Cooper made a motion to adopt the recommended reclassification of the Youth Development Program Supervisor positions to those of Youth Program Coordinator. Seconded by Commissioner Perko. Motion passed unanimously. Commissioner Perko made a motion to adjourn the meeting at 4 : 15 pm. Seconded by Commissioner Cooper.
