Baker (Personnel Administrator) , Valerie Walker (Personnel Associate) , John Dougherty (Superintendent of Public Works) , William R. Baker (CSEA Administrative Unit Vice-President) . Commissioner Bantuvanis called the meeting to order at 12: 10 pm. OLD BUSINESS EXAMINATION REQUEST - CHIEF WATER TREATMENT PLANT OPERATOR The Commission opened the discussion as to the type of examination that should be conducted to fill the vacant Chief Water Treatment Plant Operator position, by reviewing the following documents that had been submitted on the topic: 1 . Memorandum from City Engineer William Gray to Superintendent of Public Works John Dougherty (dated 7/6/88 ) , outlining • reasons why the City was requesting an open-competitive examination. 2 . Memorandum from Superintendent of Public Works John Dougherty to the Civil Service Commission (dated 7/8/88) , requesting that the Commission conduct an open-competitive examination. 3 . Letter from six Water Treatment Plant employees (Simpson, Baker, Lychalk, Coggin, Vellake , Kearns ) dated 7/21/88 , outlining reasons why a promotional examination should be held, and requesting that the Commission conduct such a promotional examination. 4 . Resolution from the Board of Public Works (dated 7/26/88) , supporting Superintendent Dougherty's request for an open- competitive examination. 5 . Letter from David Livingstone, President of CSEA Local 1000, Tompkins County Local 855 (dated 7/26/88) , supporting the Water Plant employees ' request for a promotional examination. The Commission then questioned Superintendent Dougherty as to the specific responsibilities of the position , to more accurately determine the scope and level of the Chief Operator position. Superintendent Dougherty and CSEA Administrative Unit Vice-President Baker then alternated presenting arguments for and against an open- competitive examination, with Mr . Dougherty supporting the open examination and Mr. Baker opposing it. 4r Civil Service Commission Special Meeting July 26 , 1988 Page 2 The Commission then reviewed the qualifications of the three Water Treatment Plant employees who would be eligible for a promotional examination, and determined that they would also be eligible to compete in the open-competitive examination. Commissioner Bantuvanis stated that the issue before the Commission was how to provide for the selection of the best qualified candidate. Commissioner Bantuvanis further stated that if internal employees lack the specific qualifications sought by a Department, the Department must be able to look to outside candidates who possess the specific qualifications. Commissioner Bantuvanis further advised Mr. Baker that if the Water Plant employees truly feel they are the most qualified, they should not feel threatened by having to compete with outside candidates. Further discussion was held on the topic. Commissioner Cooper then made a motion that the Commission offer an open-competitive examination for the Chief Water Treatment Plant Operator position. Seconded by Commissioner Bantuvanis. The Commission then voted, with Commissioners Cooper and Bantuvanis supporting the motion and Commissioner Perko opposing it. Motion carried. Commissioner Cooper then stated that the Commission would encourage the Water Plant employees to participate in the examination, and also encourage the Department of Public Works to give serious consideration to the Water Plant employees as candidates for the position. NEW BUSINESS CLASSIFICATION OF NEW POSITIONS - ITHACA AREA WASTEWATER TREATMENT PLANT The Commission reviewed the New Position Duties Statements for two new positions at the Ithaca Area Wastewater Treatment Plant . The Commission discussed the duties of the positions. Commissioner Perko made a motion to classify the two positions as Wastewater Treatment Plant Operator Trainee and Maintainer , respectively. Seconded by Commissioner Cooper. Motion carried. CONTINUING BUSINESS ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Cooper made a motion that the Commission go into Executive Session to review the results of the Police Chief examination. Seconded by Commissioner Bantuvanis. Following Executive Session, Commissioner Cooper made a motion that the Police Chief Eligible List No. 62-193 be established effective July 26 , 1988 , for a period of two ( 2 ) years .
