Baker ( Executive Secretary) , Valerie Walker (Personnel Associate ) , Charles Manning (Activities Center Coordinator) , Mimi Granger (Youth Development Program Supervisor) , Linda Sterk (Asst. Activities Center Coordinator) , Denise Malone (Sr. Steno) , Kathy Fogartty (WTKO) . Commissioner Cooper called the meeting to order at 3: 50 p.m. APPROVAL OF MINUTES f Commissioner Bantuvanis moved that the minutes of the FLbtt .ry,r` meeting be accepted. Seconded by Commissioner Perko. Motioned carried. NEW BUSINESS YOUTH DEVELOPMENT PROGRAM SUPERVISOR examination (G.I.A.C. staff • to address the Commission. ) Executive Secretary Baker recommended that the Civil Service Commission go into Executive Session because confidential information would be discussed. Commissioner Cooper agreed and moved that the Commission go into Executive Session. Seconded by Commissioner Bantuvanis. Motion carried. Following Executive Session, Commissioner Cooper made a motion that the Civil Service Commission ( 1 ) not suspend the Youth Development Program Supervisor Examination; (2) Encourage Mimi Granger to take the exam ; and ( 3 ) direct the Office of Personnel/Civil Service to undertake a reclassification study of the Youth Development Program Supervisor positions. Seconded by Commissioner Bantuvanis. Motion carried. Charles Manning was concerned about the resolution because it did not include G. I .A.C. participation in the classification study. Commissioner Cooper moved to amend the resolution by adding that the G. I .A.C. Staff and Youth Bureau be involved in this process. Seconded by Commissioner Perko. Motion carried. Discussion followed as to the Commission extending the deadline date for the Youth Development Program Supervisor Examination should Mimi Granger want to take exam. Mimi Granger stated her reservations but indicated a willingness to take the exam. 256 Commissioner Cooper moved that the Civil Service Commission accept Mimi Granger' s application after the last filing date, provided it was submitted by the close of business on March 15 , 1988 . Seconded by Commissioner Bantuvanis . Motion carried. CONSULTANT FOR POLICE CHIEF EXAMINATION The Commission discussed this in Executive Session . No resolution or actions taken. REVIEW OF CANDIDATE QUALIFICATIONS: ADMINISTRATIVE SECRETARY, EXAM NO. 75-459 The Commission discussed this issue in Executive Session. No resolution or action taken. ELECTION OF CHAIRPERSON Commissioner Cooper moved that Commissioner Bantuvanis be made chair of the Civil Service Commission. Seconded by Commissioner Perko. Motion carried. 1987 ANNUAL REPORT After a lengthy discussion, the Annual Report for 1987 was approved by a vote of 3-0. RECLASSIFICATION REQUEST - DEPARTMENT OF PUBLIC WORKS - SENIOR STENOGRAPHER TO SENIOR TYPIST Commissioner Cooper moved that the Senior Stenographer position in the Department of Public Works be reclassified as Senior Typist, as stenographic skills are no longer needed for the position. Seconded by Commissioner Perko. Motion carried. PROMOTIONAL QUALIFICATION - YOUTH DEVELOPMENT PROGRAM SUPERVISOR EXAM NO. 75-459 After discussion , Commissioner Perko moved that the qualifications for the promotional examination - Youth Development Program Supervisor - be amended to include "Youth Workers ( 6 months ) " as requested by the Youth Bureau Administration. Seconded by Commissioner Cooper . Motion carried. RECLASSIFICATION REQUESTS - CITY YOUTH BUREAU - 3 POSITIONS After discussion of the duties and responsibilities of three (3) positions , Commissioner Perko moved that the following positions in the City Youth Bureau be reclassified: Administrative Secretary to Senior Stenographer (Administration) Principal Account Clerk to Administrative Assistant - Financial Management (Administration) 257 Recreation Leader to Assistant Recreation Supervisor (Cass Park) Seconded by Bantuvanis . The Commissioner reviewed the reclassification and voted. Motion carried. NEW POSITION DUTIES STATEMENT : ACCOUNT CLERK - CITY CHAMBERLAIN'S OFFICE Commissioner Perko moved to accept the New Position Duties Statement for Account Clerk in the City Chamberlain's Office. Seconded by Commissioner Cooper. The Commissioner reviewed the new position and voted. Motion carried. RECLASSIFICATION REQUESTS - ITHACA CITY SCHOOL DISTRICT - 4 POSITIONS Commissioner Cooper moved to reclassify the following positions in the Ithaca City School District Teacher Assistant to Typist (Ithaca High School) Teacher Aide to Typist (Ithaca High School) Teacher Aide to Typist (Ithaca High School) Teacher Aide to Typist (Ithaca High School) Seconded by Commissioner Perko. The Commission discussed and reviewed the reclassifications and voted. Motion carried. ESTABLISHMENT OF ELIGIBLE LISTS Commissioner Perko moved to accept the following Eligible Lists: Custodian No. 75-859 (2 years) Custodian No. 69-819 (2 years) Police Captain No. 76-866 (2 years) Principal Account Clerk No. 60-673 (2 years) School Secretary No. 60-550 (2 years) Senior Stenographer No. 60-807 (2 years) Senior Typist No. 75-882 (2 years) Senior Typist No. 60-549 (2 years) Wastewater Treatment Plant Operator No. 69-300 ( 1 year) Seconded by Commissioner Cooper. The Commission reviewed the Eligible Lists and voted. Motion carried. APPROVAL OF ROSTERS OF CANDIDATES FOR EXAMINATIONS Commissioner Cooper moved to accept the Rosters of Candidates for Examination as follows: Custodian No. 62-346 Custodian No. 77-229 Youth Development Program Leader No. 61-326 Youth Development Program Supervisor No. 61-195 P 258 Youth Development Program Supervisor No. 75-459 Youth Diversion Coordinator No. 69-942 And to add Mimi Granger to Youth Development Program Supervisor No. 75-459 Roster of Candidates Seconded by Commissioner Perko . The Commission reviewed the Rosters and voted. Motion carried. RESOLUTION FROM AFFIRMATIVE ACTION ADVISORY COMMITTEE REGARDING SHARING OF APPLICATIONS Commissioner Cooper moved to table this item to the April meeting of the Commission and to ask a representative from the Affirmative Action Advisory Committee to be present. Seconded by Commissioner Perko. Motion carried. RESOLUTION OF SUPPORT: SECTION 211 RETIREMENT WAIVER (POLICE CHIEF) The Commission did not consider this item, due to the resignation of Police Chief Page.
