Superintendent of Public Works Dougherty, James Westbrook, Personnel Department, Dorothy Hunter, Personnel Department Guy P. Vellake, Water Treatment Plant Operator, Executive Secretary Pezdek NEW BUSINESS Chairman Martin called the meeting to order at 7:43 P.M. APPROVAL OF MINUTES Commissioner Schickel moved that the minutes of the April meeting be approved. Seconded by Chairman Martin. Motion carried. DPW RECLASSIFICATION SURVEY The Commission reviewed and decided on a number of matters dealing with the re-classification survey of the Department of Public Works. Following this action Commissioner Schickel moved that the following position descriptions contained in the Index to the Survey be approved in order not to delay necessary personnel changes. The positions are Account Clerk-Typist, Administrative Secretary, Assistant Chief Wastewater Treatment Plant Operator Type 1A Plant, Assistant Chief Water Treatment Plant Operator Type IA Plant, Assistant Civil Engineer, Assistant Superintendent of Public Works, Automotive Mechanic, Automotive Mechani c Helper, Automotive Mechanic Supervisor, Buildings Systems Supervisor, Bus Driver, Chief Wastewater .Treatment Plant Operator Type 1A Plant, Chief Water. Treatment Plant Operator Type 1A Plant, City Engineer, Civil Engineer, Custodial Worker, Director of Water and Sewer Operations, Electrician, Engineering Aide, Engineering Technician, Golf Course Manager, Head Water Distribution Maintenance Worker, Junior Engineer, Laborer, Maintainer, Maintenance Worker, Meter Servicer, Motor Equipment Maintenance Supervisor, Motor Equipment Operator, Office Manager, Parking Lot Attendant, Parks and Grounds Supervisor, Parts and Supply Manager, Plumbing INspector, Principal Account Clerk, Senior Account Clerk, Senior Account Clerk-Typist, Senior Engineering Aide, Senior Laborer, Senior Stenographer, Senior Water Meter Servicer, Streets and Sanitation Supervisor, Storekeeper, Superintendent of Public Works, Traffic Engineer, Transit System Assistant, Transit System Manager, Trukd Driver, Wastewater Treatment Plant Operator Trainee, Wastewater Treatment Plant Operator Type 1A Plant, Water Treatment Plant Operator Trainee, Water Treatment Plant Operator Type 1A. Plant, Water/Wastewater Treatment Plant Mechanic, Working Supervisor, Working Supervisor - Bridges and Working Supervisor - Sanitation. Seconded by Chairman Martin. Motion carried. The Commission instructed Executive Secretary Pezdek to prepare the final survey report and the necessary resolutions and public hearings as needed on Rules changes. I Chairman Martin moved to approve the Reclassification Survey of the Department of Public Works. Seconded by Commissioner Schickel . Motion carried. 1150 . „ CIVIL SERVICE/PERSONNEL CONSOLIDATION . 2 Commissioner Schickel 'the she wished to contact Mr. Schlather the Chairman of the Charter and Ordinance Committee of. Common Council and Mr. William S. Baker the Personnel Administrator and have them come to a special meeting to discuss the subject of the Civil Service/Personnel Consolidation at the suggestion of Commissioner Bantuvanis at the last meeting in April . , Chairman Martin asked those present if they wished to comment on this matter. Mr. Vellake stated that the 441400 as work and worked well . and that he would like to hear Mr. Schlather a • . Bakers position on this because it is going to affect the employees. Mrs. Hunter remarked that it was going to cost more after all the talk of economy. Mr. Westbrook commented that as heard from various committee chairs that the proposal would centralize too much power in one place. Mr. Manning commented that hear4 had a positiove working relation with the Civil Service Office and that e doesn't want change f. . . • • - dak- He further tated that he was concerned that another Cit Employee as being cut out of ob. - Mr. Pezdek has put in. a lot of time fightin. - . tape and has helped mployees retain jobs and people to get jobs. Also, such a change will not have a favorable impact on the minority community and blacks. Mrs. Hunter commented that you would be eliminating one of the checks and balances. Mr. Manning stated that he rgreeded ith Mrs. Hunter. And he further said that this will hurt minority popu a • members in seeking jobs with the City. He also said that he wished to hear more about the proposal than one little blurb on the radio, and that he would like a copy of the proposal . He further stated that any changeshould not be done behind closed doors, and that he didn't have emoug information to make a decision. Commissioner Schickel stated that she greede with everything that was been said especially about going slow. Mr. Ma • stated that the special meeting to consider this matter should b pub ized Commission Schickel thanked everyone for their comments and said that she would contact Mr. Schlather and Mr. Baker to set up a special meeting. Chairman Martin also thanked all who spoke for their time and comments. REVIEW OF ELIGIBLE LISTS The Commission reviewed its listing of eligible lists in existence and decided that the following eligible lists should be permitted to lapse at their scheduled times: Planner II, Stenographer, Assistant to the Superintendent of Public Works, Junior Engineer, Automotive Mechanic Perferred II, Assistant Custodian Preferred, Head Building Maintenance Mechanic, Building Systems Supervisor, Payroll Clerk, Automotive Mechanic 41210.&17g). Prom. , Automotive Mechanic Supervisor OC, Youth Development Program Supervisor, Recreation Specialist - Sports - Special Populations-Fitness- Drama &Music - Art-Swimming, Youth Development Program Leader, School Secretary, Youth Bureau Director, Storekeeper, Sewage & Water Treatment Plant Operator Trainee, Fire Lieutenant, Police Sergeant, Library Clerk and Clerk. 151 NEW POSITION DUTIES STATEMENT - YOUTH DEVELOPMENT PROGRAM SUPERVISOR Commissioner Schickel presented a New Position Duties Statement to the Commission for a Youth Development Program Supervisor position and moved that it be approved° 1 and the -position be placed in the Competitive Class. Seconded by Chairman Martin. The Committion reviewed the Statement, accompanying memorandum, asked the Executive Secretary for additional background information. Following this the Commission voted. Motion carried. NEW POSITION DUTIES STATEMENT - DATA PROCESSING OPERATOR - FINANCE DEPARTMENT Commissioner Schickel presented a New Position Duties Statement to the Commission for a Data Processing Operator and moved that it be approved and placed in the Competitive Class. Seconded by Chairman Martin. The Commission reviewed the Statement and the accompanying memorandum from the Controller and discussed the proposal . The Commission then voted. Motion carried. ELIGIBLE LISTS Commissioner Schickel moved that th'e following eligible lists be established effective May 8, 1987 for one year unless exhausted sooner: School Bus Route Coordinator, No. 68-706; School Bus Dispatcher, No. 68-374, School Bus Dispatcher , No. 74-974, Prom. ; City Engineer, No. 67-495; Assistant Civil Engineer, No. 68-176; Junior Engineer, No. 67-175; Planner II, No. 67-115, and Police Officer, No. 62-930. Seconded by Chairman Martin. The Commission reviewed the eligible lists then voted. Motion carried. ROSTERS OF CANDIDATES Chairman Martin moved that the following Rosters of Candidates for Examination be approved: Stenographer, No. 1987-3; Account Clerk-Typist, No. 1987-4; Youth Worker, No. 66-756 and Police Sergeant, No. 75-353. Seconded by Commissioner Schickel . The Commission reviewed the Rosters then voted. Motion carried. OLD BUSINESS None ANNOUNCEMENTS 1. The following examination have been announced: Typist, No. 1987-6; Custodian, No. 69-819, and Custodian, No. 75-859 Prom. 2. The October examination series has been announced to appointing authorities. 3. Copies of the New York Public Employment Reporter were distributed.
