HomeMy WebLinkAboutMN-CIV-1987-03-16 139 REGULAR MEETING r CITY OF ITHACA CIVIL SERVICE COMMISSION March 16, 1987 Present: Commissioner Bantuvanis, Commissioner Schickel , Executive Secretary Pezdek Commissioner Bantuvanis called the meeting to order at 7:39 P.M. NEW BUSINESS APPROVAL OF MINUTES Commissioner Schickel moved that the Minutes of the Regular and Special Meetings held in February be approved. Seconded by Commissioner Bantuvanis. The Commission voted. Motion carried. CIVIL SERVICE/PERSONNEL CONSOLIDATION Executive Secretary Pezdek informed the Commission that Mr. Baker the Personnel Administrator, was making his presentation on this subject to the Charter and Ordinance Committee of Common Council at this time and asked if the Commission wished to adjourn their meeting to attend the presentation. The Commission decided not to adjourn their meeting to attend the presentation ( due to the length of its agenda. TRANSFER REQUESTS FOR POLICE OFFICER: Commissioner Bantuvanis.moved: thatae`transfer.request from Police Chief Herson for Mr. Paul. W. .Van Vorce from the Seneca County Sheriff's Department to the City of Ithaca Police Department be approved. Seconded by Commissioner Schickel . The Commission reviewed Mr. Van Vorce's request for transfer, the letters of approval from the Seneca County Sheriff and Chief Herson approving Mr. Van Vorce's request. It also reviewed and compared Seneca County's Position description for Deputy Sheriff with the position description for Police Officer for the City, and the Civil Service Examination announcement from Seneca County with the City announcement for Police Officer and found them compatible. The Commission also reviewed the Roster Card for Mr. Van Vorce from Seneca County and found that he was appointed a Deputy Sheriff from the appropriate eligible list. It also reviewed Mr. Van Vorce's application and found it acceptable. Finally the Commission reviewed Mr. Van Vorce's various certificates for courses and schools and found them acceptable. The Commission then voted. Motion carried. EXTENSION OF ELIGIBLE LISTS FOR FIRE DEPARTMENT POSITIONS Commissioner Bantuvanis presented to the Commission Fire Chief Olmstead's request that the Commission extend the eligible lists for Firefighter, Assistant Fire Chief and Deputy Fire Chief in order to avoid not having eligible lists from which to choose candidates. The Chief made the request because in the case of Firefighter the examination has been postponed by the State Department of Civil Service until September 1987 and the list expires in June. In the case of the lists for Assistant Fire Chief and Deputy Fire Chief the lists expire in April 1987 and the tests for these positions has just been given and the grades will not be here for three or four 141 months. The Commission then reviewed the eligible lists. Commissioner Bantuvanis then moved that the eligible list for Firefighter No. 63-660 be extended until such time time as the eligible list from the September 1987 examinat- ion for Firefighter be established. Seconded by Commissioner Schickel. Motion carried. Commissioner Bantuvanis then moved that the eligible lists for Assistant Fire Chief, No. 69-970 and for Deputy Fire Chief No. 69-517 be extended until such time as the eligible list for Assistant Fire Chief, No. 74-870 and for Deputy Fire Chief, No. 74-872 be established by the Commission at which time the eligible list for. Assistant Fire Chief No. 69-970 and the eligible for Deputy Fire Chief No. 69-517 will expire. Seconded by Commissioner Schickel . The Commission voted. Motion carried. ORAL EXAMINATION REQUEST The Commission reviewed a letter from the New York State Department of Civil Service denying its request for an oral examination for the position of Youth Development Program Supervisor. NEW POSITION DUTIES STATEMENT —STENOGRAPHER - CITY CLERK'S OFFICE Commissioner Schickel presented to the Commission a New Position Duties Statement for the position of Stenographer in the City Clerk's Office and moved that it be approved. Seconded by Commissioner Bantuvanis. The Commission discussed the Statement and City Clerk Paolangeli 's covering memorandum. The Commission noted that the Budget and Administration Committee of Common Council had already approved the position. The Commission then voted. Motion carried. NEW POSITION DUTIES STATEMENT - ACCOUNT CLERK-TYPIST DEPARTMENT OF PUBLIC WORKS STREETS & FACTLITIES DIVISION Commissioner Bantuvanis presented to the Commission a New Position Duties Statement for an Account Clerk-Typist position in the Streets and Facilities Division of the Department of Public Works. The Commission reviewed the Statement and discussed Assistant Fabbroni 's memorandum on the subject. It also considered the proposed change in light of its re- classification survey. Following the discussion, Commissioner Bantuvanis moved that the New Position Duties Statement for an Account Clerk-Typist position in the Streets and Facilities Division of the Department of Public Works be approved providing that the Senior Account Clerk position in this division be abolished by Common Council . Seconded by Commissioner Schickel . The Commission voted. Motion carried. LATTERAL TRANSFER SENIOR ACCOUNT CLERK-TYPIST Commissioner Bantuvanis presented to the Commission the request of Cynthia A. Gardner to transfer from the Streets and Facilities Division of the Department of Public Works to the Finance Department in her capacity as a Senior Account Clerk-Typist.and moved that it be approved. Seconded by Commissioner Schickel . The Commission reviewed Ms. Gardner's request and the letters/memorandums of approval of Superintendent of Public Works Dougherty and Controller Spano. They also reviewed the attempts to fill the position from eligible lists. 142 K Following the review the Commission voted. Motion carried. TRANSFER OF A SENIOR STENOGRAPHER FROM TOMPKINS COUNTY CIVIL SERVICE TO THE CITY OF ITHACA Commissioner Schickel presented to the Commission the request of Mrs. Evelyn W. Hogben for a transfer from her position of Senior Stenographer with Tompkins County in the County Library to the position of Senior Stenographer in the City's. Planning and Development Department.and moved that it be approved. Seconded by Commissioner Bantuvanis. The Commission reviewed Mrs. Hogben's Roster Card from Tompkins County and determined that she had been appointed from an appropriate eligible list as a Senior Stenographer. They also reviewed the letter of her Supervisor Mr. L. Metzger Tompkins County Library Director not objecting to the transfer and the Memorandum of Mr. H. Matthys VanCort, Director of Planning and Development requesting the transfer. The Commission also reviewed the attempt to fill the position from an eligible list which was unsuccessful . Following this the Commission voted. Motion carried. ROSTERS OF CANDIDATES Commissioner Schickel moved that the following Rosters of Candidates for Examination be approved: Youth Development Program Supervisor, No. 74-166, Prom. ; Youth Development Program Leader, No. 74-138, Prom. and Youth Development Program Leader, No. 67-077, OC. Seconded by Commissioner Bantuvanis. The Commission reviewed the Rosters then voted. Motion carried. ELIGIBLE LISTS Commissioner Schickel moved that the following eligible lists be established effective March 9, 1987, the normal meeting date for the Commission, and that they be in effect for one year unless exhausted sooner: Custodian, No. 73-930, Prom. ; Custodian, No. 66-755, OC; Youth Diversion Coordinator, No. 66-493; Recreation Specialist, No. 66-511, Swimming; Recreation Specialist, No. 66-511, Dancing; Recreation Specialist, No. 66-511, Special Populations; Principal Account Clerk, No. 67-668. Principal Account Clerk, No. 74-483, NCP; Chief Sewage Treatment Plant Operator, No. 66-572; Senior Typist, No. 66-303; Senior Stenographer, No. 66-558 and Senior Stenographer No. 73-409. Seconded by Commissioner Bantuvanis. The Commission reviewed the eligible lists then voted. Motion carried. ANNOUNCEMENTS 1. The examination for Assistant Superintendent of Public Works , No. 67-249 has been announced. 2. Copies of the NYPE Reporter were distributed.
