Commissioner Bantuvanis called the meeting to order at 11:15 a.m. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX D OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposal to amend Appendix D by deleting the title "Police Commissioner" from the Unclassified Service and adding the title "Police Commissioners" to the Unclassified Service. Seconded by Commissioner Richardson. Motion carried 2- 0. No one appeared to speak on this proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Richardson. Motion carried 2-0. Onnortunity Employer with a commitment to workforce " • Civil Service Commission October 12, 1999 Page 2 WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title "Police Commissioner" be deleted from Appendix D (Unclassified Service) of the City of Ithaca Civil Service Rules, and be it further RESOLVED, that the title "Police Commissioners" be added to Appendix D (Unclassified Service) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Bantuvanis. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the September 14, 1999 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. NEW BUSINESS - continued New Position Duties Statement and Adoption of Job Description: Department of Public Works/Water and Sewer - Senior Water Treatment Plant Operator The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division of the Department of Public Works, and the proposed job description for Senior Water Treatment Plant Operator. Commissioner Richardson made a motion to classify the position as Senior Water Treatment Plant Operator and adopt the job description as proposed. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Residency Requirements for Police Dispatcher Examination Deputy Human Resources Director Saul advised the Commission that the City is offering the Police Dispatcher examination again in January 2000. This will be the fifth time the exam has been held in six years. The most recent exam was held in January 1999 and did not yield sufficient candidates to fill the current vacancies. Residency requirements for the past two exams (1997 and 1999) have been expanded to contiguous counties. Civil Service Commission October 12, 1999 Page 3 The Commission discussed recruitment efforts extended by the Ithaca Police Department thus far. The Commission also discussed work environment and salary issues impacting recruitment and retention in the Police Dispatcher positions. The Commission decided that they would like to see the Police Department conduct extensive outreach recruitment within Tompkins County rather than expanding the residency requirements beyond Tompkins County. Commissioner Richardson suggested canvassing applicants for the upcoming Police Officer examination to determine their interest in the Police Dispatcher positions. The Commission also recommended the Ithaca Police Department examine the work environment and salary structure for Police Dispatchers. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Richardson. Motion carried 2-0. During executive session, the Commission took the following actions: Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Roster of Candidates for the Director of School Facilities and Operations III Examination No. 69-874. Seconded by Commissioner Bantuvanis. Motion carried 2-0. Addition of Names to Continuous Recruitment Eligible Lists Commissioner Richardson made a motion to add the names listed below to the Continuous Recruitment eligible lists indicated for a one year period. Seconded by Commissioner Bantuvanis. Motion carried 2-0.
