PUBLIC HEARING ON PROPOSED AMENDMENT TO THE TEXT OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposal to amend the text of the City of Ithaca Civil Service Rules to make the entire text gender neutral. Seconded by Commissioner Desch. Motion carried 3-0. No one appeared to speak on this proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Desch. Motion carried 3-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B OF THE CIVIL SERVICE RULES Commissioner Bantuvanis made a motion to open the public hearing on the proposal to amend Appendix B (Non-competitive Class) of the Civil Service Rules by adding the position of Deputy City Prosecutor and by designating the position of Deputy City Prosecutor as policy- influencing. Seconded by Commissioner Desch. Motion carried 3-0. No one appeared to speak on this proposed amendment. Commissioner Bantuvanis made a motion to close the public hearing. Seconded by Commissioner Desch. Motion carried 3-0. APPROVAL OF MINUTES Commissioner Desch made a motion to approve the minutes of the November 12, 1998 meeting. Seconded by Commissioner Perko. Motion carried 3-0. A -} Civil Service Commission December 14, 1998 Page 2 NEW BUSINESS Resolution Adopting Amendment to the Text of the City of Ithaca Civil Service Rules Commissioner Perko made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on December 14, 1998 for the purpose of amending the text of the City of Ithaca Civil Service Rules to make the entire text gender neutral and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the text of the City of Ithaca Civil Service Rules shall be amended so that the entire text is gender neutral. Motion seconded by Commissioner Desch. Motion carried 3-0. Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Perko made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on December 14, 1998 for the purpose of amending Appendix B - Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the title of Deputy City Prosecutors and designating the title of Deputy City Prosecutors as requiring the performance of functions influencing policy and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Deputy City Prosecutors be added to Appendix B - Non-Competitive Class, and be it further RESOLVED, that pursuant to Section 42 (2) (a) of the New York State Civil Service Law, the title of Deputy City Prosecutors be designated as a title which requires the performance of functions influencing policy. Motion seconded by Commissioner Desch. Motion carried 3-0. Civil Service Commission December 14, 1998 Page 3 New Position Duties Statement: Youth Bureau/Cass Park - Maintenance Worker The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Perko made a motion to classify the position as Maintenance Worker. Seconded by Commissioner Desch. Motion carried 3-0. • New Position Duties Statement and Adoption of Job Description: DPW/Water and Sewer - Assistant Engineering Systems Manager The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division and the proposed job description for Assistant Engineering Systems Manager. Commissioner Desch made a motion to classify the position as Assistant Engineering Systems Manager and adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried 3-0. New Position Duties Statement: Ithaca City School District - Microcomputer Technician The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Desch made a motion to classify the position as Microcomputer Technician. Seconded by Commissioner Perko. Motion carried 3-0. • New Position Duties Statement: Ithaca City School District —Account Clerk The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District (Business Office) . Commissioner Perko made a motion to classify the position as Account Clerk. Seconded by Commissioner Desch. Motion carried 3-0. New Position Duties Statement: Ithaca City School District Account Clerk The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District (Boynton Middle School) . Commissioner Desch made a motion to classify the position as Account Clerk. Seconded by Commissioner Perko. Motion carried 3-0. New Position Duties Statement: Ithaca City School District — Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District (Transportation Office) . Civil Service Commission December 14, 1998 Page 4 Commissioner Perko made a motion to classify the position as Senior Typist. Seconded by Commissioner Desch. Motion carried 3-0. New Position Duties Statement: Ithaca Youth Bureau - Recreation Supervisor The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Desch made a motion to classify the position as Recreation Supervisor. Seconded by Commissioner Perko. Motion carried 3-0. OLD BUSINESS Revision of Probationary Rule Amendment The Commission discussed the proposed amendment to Rule XIV (Probationary Term) that is currently before the State Civil Service Commission. The Commission discussed the proposed deletion of the old Section 2, which would eliminate probationary periods for interdepartmental transfers. Commissioner Perko then made the following motion: Resolution for Amendment to Rule XIV (Probationary Term) of the City of Ithaca Civil Service Rules WHEREAS, the City of Ithaca Civil Service Commission duly advertised. and held . a public hearing on September 14, 1998 for the purpose of amending Rule XIV (Probationary Term) of the City of Ithaca Civil Service Rules by revising the probationary terms for positions under the jurisdiction of the City of Ithaca Civil Service Commission and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that Rule XIV (Probationary Term) of the City of Ithaca Civil Service Rules be amended as follows: a. Replace existing Section 1 (a) , 1 (b) and 1 (c) with the following: 1. Probationary Term (a) Except as otherwise provided herein, every permanent appointment from an open-competitive list and every permanent appointment to a position in the non-competitive, exempt or labor class shall be for a. probationary term of not less than eight (8) nor more than fifty-two (52) weeks. Civil Service Commission December 14, 1998 Page 5 (b) Every permanent appointment from a promotion list shall be for a probationary term of not less than eight (8) nor more than twenty-six (26) weeks. ' b. Renumber/re-identify current Section 1 (d) as Section 1 (c) C. Replace current Section 2 with the following: "Interdepartmental Transfers. An interdepartmental transfer means a transfer from a position in one department to a position in another department. Every interdepartmental transfer shall be for a probationary term of not less than eight (8) nor more than twenty-six (26) weeks. If the conduct or performance of the probationer is not satisfactory, the probationer's employment in such position shall be discontinued at the end of such term. " Motion seconded by Commissioner Desch. Motion carried 3-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss, civil service examination matters. Seconded by Commissioner Desch. Motion carried 3-0. Seconded by Commissioner Perko. Motion carried 3-0.
