HomeMy WebLinkAboutMN-CIV-1998-05-11 CIVIL SERVICE COMMISSION Regular Meeting May 11, 1998 Commissioners Present: Commissioner Bantuvanis, Commissioner Desch, Commissioner Perko Staff Present: Valerie Saul (Personnel Administrator) Commissioner Bantuvanis called the meeting to order at 11:00 am. APPROVAL OF MINUTES Commissioner Perko made a motion to approve the minutes of the April 13, 1998 meeting. Seconded by Commissioner Bantuvanis. Motion carried 2-0. (Commissioner Desch arrived) NEW BUSINESS New Position Duties Statement: City Clerk's Office - Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the City Clerk's Office. The City Clerk is requesting a temporary, six-month position to provide interim staffing until a new Deputy City Clerk is hired. Commissioner Desch made a motion to classify the position as Senior Typist and authorize the position as a temporary, six- month position. Seconded by Commissioner Perko. Motion carried 3-0. Discussion on Possible Rules Amendment/Authorization to Direct Public Hearing The Commission discussed the existing Reinstatement Rule (Rule VIII) and Municipal Services Consultant Christine Marshall's recommendation that the Commission amend the Rule to extend the period of time during which a former employee may be reinstated to his/her former position or similar position without further examination, and without requiring approval of the State Civil Service Commission, to four (4) years. Commissioner Desch made a motion to direct a public hearing for Monday, July 27, 1998 at 11:00 am for the purpose of hearing public comment on the proposed amendment to the Rules. Seconded by Commissioner Perko. Motion carried 3-0. Civil Service Commission May 11, 1998 Page 2 Discussion on Possible Rules Amendment/Authorization to Direct Public Hearing The Commission discussed the various probationary terms that are specified in the current Probationary Term Rule (Rule XIV) and Municipal Services Consultant Christine Marshall's recommendation that the Commission amend the Rule to standardize the probationary terms for permanent appointments and promotions. Commissioner Perko made a motion to direct a public hearing for Monday, July 27, 1998 at 11:00 am for the purpose of hearing public comment on a proposal to establish the probationary term for every permanent appointment from an open-competitive list and every permanent appointment to a position in the non-competitive, exempt or labor class as not less than (8) weeks nor more than (52) weeks, and to establish the probationary term for every permanent appointment from a promotion list as not less than eight (8) weeks nor more than twenty-six (26) weeks. Seconded by Commissioner Desch. Motion carried 3-0. CONTINUING BUSINESS Commissioner Bantuvanis made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Desch. Motion carried 3-0. During executive session, the Commission took the following actions: Addition of Names to Continuous Recruitment Eligible Lists Commissioner Perko made a motion to add the names listed below to the eligible lists indicated for a one year period. Seconded by Commissioner Desch. Motion carried 3-0.
