HomeMy WebLinkAboutMN-CIV-1998-03-23 CIVIL SERVICE COMMISSION Regular Meeting March 23, 1998 Commissioners Present: Commissioner Bantuvanis, Commissioner Desch, Commissioner Perko Staff Present: Valerie Saul (Personnel Administrator), Allen Green (Youth Development Coordinator), Larry Fabbroni (Assistant Superintendent of Public Works) Commissioner Bantuvanis called the meeting to order at 11:05 am. APPROVAL OF MINUTES • Commissioner Desch made a motion to approve the minutes of the February 17, 1998 regular meeting. Seconded by Commissioner Perko. Motion carried 3-0. Commissioner Perko made a motion to approve the minutes of the February 25, 1998 special meeting. Seconded by Commissioner Desch. Motion carried 3-0. NEW BUSINESS New Position Duties Statement: Ithaca Youth Bureau - Youth Development Program Leader The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Perko made a motion to classify the position as Youth Development Program Leader. Seconded by Commissioner Desch. Motion carried 3-0. Request to Amend Minimum Qualifications for Youth Development and Recreation Positions Youth Development Coordinator Allen Green and Personnel Administrator Saul presented a request to amend the minimum qualifications for the positions of Youth Development Program Leader, Youth Development Coordinator, Youth Program Coordinator, Youth Worker, Recreation Facilities Manager, Recreation Supervisor, Recreation Supervisor (Expressive Arts), and Recreation Supervisor (Special Populations) by adding the following: "NOTE: College education in fields of study other than those specified above may be substituted for the required experience up to a maximum of two (2) years, in accordance with the following formula: One (1) year of college education = Six (6) months of qualifying experience." Civil Service Commission March 23, 1998 Page 2 The proposed change is identical to the one adopted for Recreation Specialist (Special Populations) in November 1996. Commissioner Desch made a motion to amend the minimum qualifications for the eight positions listed as requested. Seconded by Commissioner Perko. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: DPW- Water and Sewer - Water Quality Analyst The Commission reviewed and discussed a New Position Duties Statement and proposed job description from the Water and Sewer Division of the Department of Public Works. Assistant Superintendent Fabbroni answered the Commission's questions about the position. Commissioner Desch made a motion to classify the position as Water Quality Analyst and adopt the job description as proposed. Seconded by Commissioner Perko. Motion carried 3-0. New Position Duties Statement: Ithaca Police Department - Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department. Commissioner Perko made a motion to classify the position as Senior Typist. Seconded by Commissioner Desch. Motion carried 3-0. Request to Amend Special Requirement for Resident Initiatives Program Assistant The Commission reviewed and discussed a request from the Ithaca Housing Authority to amend the special requirements of the Resident Initiatives Program Assistant job description to allow appointees up to six months from their date of appointment to obtain an appropriate drivers license. The agency believes that the first six months of employment will be a training period during which work is performed under the supervision of another employee. A drivers license is not necessary during this training period. Commissioner Desch made a motion to amend the special requirements to require that a drivers license be obtained within six months of appointment and then be maintained for the duration of employment. Seconded by Commissioner Perko. Motion carried 3.0. Request to Amend Minimum Qualifications for Senior-Level Secretarial Positions Personnel Administrator Saul asked the Commission to consider standardizing the minimum qualifications for the positions of School Secretary, Senior Stenographer and Senior Typist as "One year of full-time paid secretarial or clerical experience, or its part- time and/or volunteer equivalent". The three positions are similar in scope and are tested for with the same written examination and standardized performance tests. Commissioner Desch made a motion to amend the minimum qualifications of the positions of School Secretary, Senior Stenographer and Senior Typist as proposed. Seconded by Commissioner Perko. Seconded by Commissioner Desch. Motion carried 3-0. During executive session, the Commission took the following actions: Approval of Rosters of Candidates for Examination Commissioner Desch made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Perko. Motion carried 3-0. Saul, Personnel Administrator RESOLUTION FOR AMENDMENT TO APPENDIX B - NON-COMPETITIVE CLASS OF THE CITY OF ITHACA CIVIL SERVICE RULES On April 13, 1998, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on April 13, 1998 for the purpose of amending Appendix B - Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the position of Director of Human Resources and designating the position of Director of Human Resources as requiring the performance of functions influencing policy and, WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE BE IT RESOLVED, that the position of Director of Human Resources be added to Appendix B - Non- Competitive Class, and be it further RESOLVED, that pursuant to Section 42 (2) (a) of the New York State Civil Service Law, the position of Director of Human Resources be designated as a position which requires the performance of functions influencing policy. Cohen RESOLUTION FOR AMENDMENT TO RULE XIV - PROBATIONARY TERM OF THE CITY OF ITHACA CIVIL SERVICE RULES On April 13, 1998, the Ithaca Civil Service Commission passed the following resolution: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on April 13, 1998 for the purpose of amending Rule XIV - Probationary Term of the City of Ithaca Civil Service Rules to establish the probationary period for the position of Director of Human Resources as not less than twenty-six (26) weeks nor more than fifty-two (52) weeks, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, and no persons spoke against the proposed amendment, NOW, THEREFORE BE IT RESOLVED, that the probationary period for the position of Director of Human Resources be established as not less than twenty-six (26) weeks nor more than fifty-two (52)weeks.
