COMMONS ADVISORY BOARD MINUTES
NOVEMBER 5, 1993
PRESENT: GILLIS, GREEN, HOUGHTON, SHEIKH, SMITH, WICKHAM.
ABSENT: DALEY, HOGUE.
OTHER: STARK.
Board members discussed their concerns about the future of the Commons Advisory
Board and the general leadership, care and nurturing of the Commons as the community's
center for business, culture and social interaction. Members presented topics for
discussion with the Mayor at a meeting to be scheduled in the very near future. See
attached notes. Deming was asked to arrange for a meeting as soon as it was convenient
for the Mayor.
Coordinator's Report:
The 1994 Budget will be reviewed on Thursday, November 12, 1993. Of concern are
the cuts in the telephone and equipment maintenance lines. These are expenses that
can not be eliminated so it means a reduction in the programming of activities. The
possibility of reducing the two phone lines to one was discussed as a last resort.
Upcoming Activities include holiday music and seasonal events assistance to DII. An
event will be planned for Spring centered around the History Underfoot project, the
ending of the construction and the installation of the trolley circle. There are a few
more plaques that will be installed in the Spring; people are enjoying and commenting
on the ones in place. Historic Ithaca will be asked to assist with this event. There
is money in Capital Project 243 to cover a portion of the expenses for the event.
The Problem of Overflowing Dumpsters in the area from behind Irving's Deli to the
parking garage entrance to the Home Dairy Alley is-,being discussed with Superior Disposal
representatives. They will be presenting a proposal that might include a large compacting
dumpster that is completely self contained and large enough to serve the needs of several
businesses. Superior representatives also expressed interest in installing and maintaining
a planter box to help improve the look of the collection area. Upon receipt of the proposal,
meetings will be arranged with all involved Boards and. businesses.
The Work Schedule for the remainder of the year includes the following: reorganization of
office after the renovation, finish Commons use brochure, computer training, dumpster
project, holiday activities, CAB role and direction.
THE NEXT MEETING WILL BE SCHEDULED AT A TIME CONVENIENT FOR THE MAYOR,
MEMBERS TO BE NOTIFIED.

COMMONS ADVISORY BOARD FUNCTION AND RESPONSIBILITIES
Discussion to prepare for the Mayor attending next meeting to discuss the future of the
CAB.
Primary function:
To assist the community in using the Commons as: Business, Cultural, and Social center.
To provide activities that encourage the use of the Commons for the above.
To market and promote the activities happening in the Downtown.
Cooperative functions:
Maintenance of Commons and Downtown: DPW, DOWNTOWN COMMUNITY MEMBERS
Safety and Security on Commons and in Downtown: POLICE AND DOWNTOWN COMMUNITY
MEMBERS
Marketing of Commons, Downtown, Ithaca, and Tompkins County: DII, CONVENTION
AND VISITORS BUREAU, COMMUNITY ARTS PARTNERSHIP.
Improve the attractiveness of Downtown: Art and Design Committee, Shade Tree Committee,
DII, and Members of the Downtown Community.
Strengthen the Economic Future of Downtown: DII, PLANNING BOARD, MEMBERS OF THE
DOWNTOWN COMMUNITY.
To provide support for the consideration and formation of a modified BID PLAN.
To assist in the formation of a recruitment and retention committee for the Downtown.
To assist in obtaining an Economic Development Officer or Program for The Commons
and Downtown.
Other thoughts and ideas.
Houghton: What'Oftiuld the Board like to be and do for the next 2 years.
Smith: Members, what do-you want? Another term, to be more active, provide a
list of suggested members, a commitment from the Mayor'so-the.CAB can
be a more active board.
Sheikh: A meeting with the Mayor, an idea exchange and a commitment from the
Mayor to the CAB. Board was very active and involved in past.
Houghton: Self evaluation of Board and evaluation of the Commons after 20 years.
Do a master planning, look at infrastructure, ambience, use of Commons,
public/private interface, trash and dumpsters, McCurdy elevator, access
to garage. Do as soon as possible. Address dining/business use of pavilions.
Andy: Meeting with Mayor as soon as he can schedule. Need his plans first.
