ABSENT: DIGIACINTO, RUSOFF. OTHER: BLUMENTHAL. The minutes of the February 7, 1992 meeting were amended by Houghton to read, "There was a discussion regarding the CAB's continued involvement in the review of applications for Commons sign and facade alterations permits. Some of the members expressed strong support for continued CAB inclusion in the process, noting that the coordinator " as written. The minutes were approved as amended. SIGN REQUESTS FROM HANDBLOCK AND CAFE DECADENCE were presented noting that the signs had already been installed. The Building Dept. asked that they be reviewed anyway. A discussion followed regarding the review of signs, Sheikh stated that signs were done by professionals and should not be reviewed. Both signs were approved. AN UPDATE OF THE ACTIVITIES OF THE DOWNTOWN REVITALIZATION LEADERSHIP COMMITTEE was presented by S. Blumenthal. She reviewed the DRLC news letter from September of 1991 and also discussed the use of the $30,000,received by the City for Center Ithaca land repayments. This money may be allocated for Downtown improvements approved by Common Council. Improvement suggestions include: Signage directing motorists to Downtown and parking, street furniture, planters and information kiosks, murals, lighting, visual announcement of the CBD at West State St. and Meadow St. , & gateway signage. Members of the Visitor Industry Council have been discussing signage with members of the Advisory Board on Tourism Development; Deming suggested that Blumenthal contact ABTD member, Barbara Mink, who said the County is interested in assisting with signage. CAB members supported the efforts that have been made to develop a signage program, Daley suggested that Blumenthal follow up on the work that Kathe Evans did when she worked on the Green Street Garage signage. Deming said that she would give Blumenthal copies of information regarding murals and a color copy of Annie Campbell's proposed mural for the Home Dairy Alley. THE COMMITTEE STUDYING THE JOB TITLE AND DESCRIPTION OF THE COORDIN- ATOR POSITION met to discuss their assignment. Members, Daley,Gillis and Wickham reviewed the current responsibilities of the A&CC's office. Gillis reported that the committee agreed that these responsibilities were ones that they wanted continued. Suggestions were made as to possible new titles; Downtown Coordinator seemed to be favored by most members. Further discussion will take place at a future meeting. OTHER COMMITTEE REPORTS RELATING TO THE CABRC REPORT were postponed to give time to the planning of the CAB/DII joint meeting. JOINT MEETING AGENDA items suggested were: Introductions, Information piece similar to the one presented to the CABRC, what can we do for them, 2 meetings per year, their Marketing Director as liaison to CAB, Board's and Coordinator's 1992 agenda, cooperative programs and projects, their calendar of activities and committments. OTHER: CALLAHAN, STARK. ABSENT: DALEY, DIGIACINTO, RUSOFF. The minutes of the March 6, 1992 meeting were approved as written. COMMONS RENOVATION UPDATE: The June 10 Concrete Solutions Newsletter was distributed. A PROPOSAL TO TEMPORARILY RELOCATE LAMBCHOP HILL PRODUCE STAND to the West End Pavilion was discussed. The stand will be displaced for about a month due to the construction work being done on the East End of the Commons. Because the stand will have to continue to pay rent to McCurdy's and the move is caused by a City project, it was decided that the rental fee would be a nominal $5 per week or $1 per additional day ( Approved 6-0 ) . A COPY OF AN ARTICLE ON DOWNTOWN SIGNAGE FROM THE DOWNTOWN IDEA EXCHANGE was distributed for discussion. Members need to comment on what revisions they would like to see made to the sign and awning ordinances. Hogue and Houghton volunteered to review the current ordinances and present suggestions at the next meeting. A BICYCLIST'S GUIDE Produced by David Nutter was reviewed by members. Nutter hopes to obtain some financial assistance from CAB and DII to produce these guides for distribution to area bicyclists. It was suggested that some additional information be added and no bicycle riding signage be designed for the Commons. Callahan offered to assist with the guide and Deming and Houghton said they would look at the towers and poles for ideas on signage placement. A PERMIT ISSUED TO MR. PERLMAN PROTESTING UNFAIR BUSINESS PRACTICES by Dana Potenza's used car business was discussed so members could be informed of the circumstances surrounding the protest in front of Optivision, which is also owned by Potenza. ITHACA FESTIVAL COMMENTS INCLUDED : Festival went very well, need more activity on Cayuga St on Friday. .DI I should have craft fair both Friday and Saturday, loud rock type music should be scheduled for Stewart Park only, food vendors on 100 block of West State St. worked very well. FURMAN REPORT COMMITTEES; Wickham and Callahan are working on Commons Permit info sheet, work needs to be done on manual revisions such as membership and attendance requirements. . . . Houghton will review and present at next meeting, There will not be a July meeting so members can work on committee asignments. THE 1993 BUDGET IS DUE ON AUGUST 3, 1992 suggestions and requests should be directed to the coordinator. THE NEXT MEETING WILL BE HELD ON FRIDAY AUGUST 7 AT 8:30 PM. Respectfully submitted, Jean S.
