The minutes of the November 18, 1988 meeting were approved as written.
COMMITTEE REPORTS :
COMMONS AND CBD LIGHTING : Cannon reported that The City and NYSEG are
renegotiating the lighting tarriff,;•thls could mean a $25,000 savings to The City
upon the conversion from mercury vapor to hi-pressure sodium lighting. The conver-
sion will also result in a significant savings to NYSEG. Cannon and Di Giacinto suggest-
ed that the quality of the mercury vapor lighting is much more suitable for The Commons
and the CBD for security and aesthetic reasons. Due to the city wide savings it was
suggested that it would be affordable to change over to mercury vapor where hi-pressure
sodium lights are currently and maintain any existing mercury vapor lights in the desig-
nated area. The attached resolution and two stage plan for conversion were approved
for presentation to The Board of Public Works. Deming reported that a new fixture has
been installed in the CVS pavilion, members should check it out after dark and report
on its effectiveness at the next meeting.
COMMONS MAINTENANCE: Efforts are being made to reslove the problems involved
with the loss of $20,000 in the 5 year maintenance plan. Schlough and Deming will try
to separate out costs involved with maintenance and arrange a meeting with Larry
Fabbrorii to see what can be done to assure continued funding.
DOWNTOWN ITHACA INC. Schlough reported that the D. I. I . has filed incorporation
papers with the State and the new organization will begin operating soon. A member-
ship drive is underway to include retail businesses, services, professionals and other
organizations doing business in the CBD. D. I . I . will have a strong issues and action
committee to represent the CBD.
OLD BUSINESS:
BOARD ELECTIONS WERE POSTPONED UNTIL THE NEXT MEETING.
NEW BUSINESS:
A DEMOLITION PERMIT HAS BEEN ISSUED FOR THE ANDREWS CANDY STORE BUILD-
ING; the Pirro properties on West State St. have not been acted upon by the owner
and may involve legal action by The City. There has been no decision on The Leonardo
Hotel yet. Stuart Lewis is planning to renovate Holley's interior and construct a new
facade for the building. Cummings expressed concern for the existing facade and its
value as a 1940's storefront.

COMMONS ADVISOR.: ,iEETING, FEBRUARY 17, 1989 continued
SLUSH COORDINATOR, SUSAN GOULD reported that the Slush Festival has been
revived and will be held on March 4, 1989. A full days activities including: slush
parade, fashion show, rusty car contest, concert and mitten exchange have been
planned. Lou Cassaniti requested permission to participate as a food vendor, serving
hot dogs , hot cider, and sausage. Permission was given to participate providing
he pay The Commons booth fees and not use his charcoal grill.
THE NEXT MEETING WILL BE HELD ON MARCH 17, 1989 at 8:30 AM.

WOULD YOU PLEASE HAVE THE FOLLOWING RESOLUTION INCLUDED ON THE
BOARD OF PUBLIC WORKS MEETING AGENDA FOR MARCH 1 , 1989.
WHEREAS, The City is renegotiating the NYSEG lighting tarriff with an annual
savings of up to $25,000 upon the conversion from mercury vapor to hi-pressure
sodium lighting and
WHEREAS, That will also result in a significant energy savings to NYSEG and
WHEREAS, The high pedestrian traffic and quality of light are vital concerns
of The Commons and the Downtown Business District for security and aesthetic
reasons, the Commons Advisory Board endorses a conversion of The Commons
and Central Business District to the use of mercury vapor lighting.
It is requested that within the area including The Commons and peripheral streets
and Green and Seneca Streets changeover to mercury vapor lighting be done at
the outset of the program. And it is requested that the expanded area of the Down-
town district,as listed by street blocks below,be converted to mercury vapor lights
as replacements are needed.

COMMITTEE REPORTS :
CBD LIGHTING: Di Giacinto reported that BPW Commissioner Cox demonstrated the lighting
quality of a 400 watt mercury vapor lamp and a 250 watt high pressure sodium lamp at
the BPW meeting on March 15. Test conditions really were not satisfactory to show a true
comparison of color or quality. " Peter Netter of NYSEG stated that the tarriff reduction
plan was based on an all or nothing proposal for conversion to high pressure sodium.
A suggestion that additional lighting should be placed on the lower poles and on the bollards
was made by Netter; he also noted that the two types of lights should not be mixed and
high pressure sodium lamps should be used for street traffic. Cannon said that the qual-
ity of lighting in pedestrian areas should be different and hoped that Collegetown and the
CBD could use mercury vapor or metal halide. Commissioners Daley and Cannon requested
that more information and discussion were needed before a final decision was made. "(BPWM)
PARKING: Deming announced that the Ad Hoc Central Business District Parking Committee
has been appointed by the Mayor, Hayes and Schlough will represent DIBA and CAB. She
thanked members for their efforts in bringing the parking issue forward for timely action by
Common Council.
COMMONS MAINTENANCE: DPW Superintendent Dougherty recommended that an entirely
new electrical service system and lighting system be designed for The Commons. If this
is agreeable to the CAB, Dougherty will ask the BPW and Common Council to have prelim-
inary design and cost estimates financed from the "Capital Project Design Fund". CAB
voted 7-0 in favor of Dougherty's recommendation. Schlough and Deming will meet with
Larry Fabbroni regarding the 5 Year Plan work schedule and future funding.
OLD BUSINESS:
BOARD ELECTIONS FOR OFFICERS FOR 1989 WERE HELD. UNDERWOOD, Chairman and
SCHLOUGH, Vice Chairman ( 7-0 in favor ) .
NEW BUSINESS :
A SEARCH FOR AN ARTS CENTER IN DOWNTOWN BINGHAMTON was discussed by Schlough.
Members agreed to the value of the Arts in the CBD of Ithaca and voted 7-0 in favor of
a Commons Advisory Board position of support for efforts to find a suitable building for
an arts center downtown. Cummings will be asked to report this position to Common Council
for discussion. It is hoped that a combined effort by the public and private sectors could
provide a much needed facility for community arts organizations. Campus facilities can no
longer accommodate the needs of local groups and many must find performance space in
other communities.

COMMONS ADVISORY BOARD MEETING MARCH 17, 1989 continued
ITHACA FESTIVAL COORDINATOR, LO PINTO reported on the festival schedule of
June 1-4, 89. She also asked for permission to decorate the pavilions as they did in '89,
(approved). Charter and Ordinance Committee gave CAB permission to make such
decisions last year because of the Centennial. C&O Chairman Booth will act on the
Festivals request upon approval by CAB. Booth also suggested that CAB request that
C&O reinstate the authority to CAB to make such exceptions when necessary. CAB voted
7-0 in favor of asking C&Otoplease reinstate authority to CAB to make such decisions.
PERMIT RENEWAL REQUESTS FROM LOU CASSANITTI, LOU'S HOT DOG CART ( mobile
vending ) ; ALAN COHEN, SIMEON'S RESTAURANT ( outdoor dining ) and RICHARD
BORDEN, T.J. TUESDAY'S BAR AND GRILL ( outdoor dining ) were granted. Tuesday's
request to extend hours to 12 midnight was granted because there were no complaints
during the first year with 10 pm closing. Closing hours are subject to change if late
night noise becomes a problem for Commons residents. Mobile vending begins on April 1,
dining begins on May 1, 1989. Liquor sales in conjuction with outdoor dining require a
license that must be approved by Common Council at the April meeting. C&O will forward
liquor sales request to Council.
THE NEXT MEETING OF THE CAB WILL BE HELD ON FRIDAY APRIL 7, 1989 at 8:30 AM.

COMMITTEE REPORTS:
CBD LIGHTING: Di Giacinto reported that converting the high pressure sodium light-
ing on The Commons will not be tied to the NYSEG/City of Ithaca tarriff reduction plan.
The DPW will request that BSA appropriate $5,000 for a lighting design study to be
done for The Commons. Members expressed concern about who would be selected to
conduct the study. It was suggested that someone with experience in creating night
time atmosphere in downtowns be selected and that John Ullberg could be of some assist-
ance. John is a landscape architect and member of Circle Greenway.
PARKING: Schlough reported that the Ad Hoc Parking Committee met with the consult-
ants who are in town this week and next to gather data through meter checks, surveys
and public meetings. Rich Associates will be making recommendations on parking policies,
management of parking and locations for a new facility if one is needed.
COMMONS MAINTENANCE: Deming reported that she had sent Larry Fabbroni a copy
of the August 1982 Commons Study that listed maintenance requests. This study was
the impetus for the 5 Year Plan. Also included was a list of current repair/replacement
needs: towers, plantinns, bike racks repaired and additional installations, pavilion lights,
repair/replace fixtures and bulbs in Green St. garage stairways and helix, no bicycle
stencils on curb cuts, brick and paver replacements, more dirt in Cayuga St. planters.
Cannon was given the list and will discuss it with the BPW. Fabbroni will meet with
CAB members at the May or June meeting to give a progress report and discuss 1990
maintenance budget requests.
OLD BUSINESS:
TOPICS FOR 1989-90 : Members expressed concern over the vacant space on The Commons.
Sheikh said that most of the space belonged to Jason Fane and rental terms were unreason-
ably high for those locations. A lenghty discussion about business retention and recruit-
ment followed. Cummings was curious about why national companies were not considering
rental space on The Commons, the recent visit by representatives of The Limited was
used as an example. Cummings said that she would have the Mayor inquire about the
Limited's rejection of The Commons as a place to locate their store. Members also discussed
who should form a committee to recruit business to downtown and how to prepare appro-
priate recruiting tools. Time ran out before members could come to a consensus.
NEW BUSINESS:
MAY MEETING SCHEDULE: Deming will be speaking at a NYCOM conference the first
week in May so the meeting will be held May 19 at 8:30 am.

COMMITTEE REPORTS:
LIGHTING COMMITTEE representative Di Giacinto reported that the committee met
with representatives from Sterns and Wheler who will be returning for two more
meetings. The use of metal halide lighting was discussed. The scope of the project is
not as broad as hoped, but will include lighting and power ( total amperage available )
on the three blocks of the Commons. . . 2 State Street blocks and Tioga block. Some
thought will be given to the future so Cayuga St. , Aurora St, and other areas in the
core of the CBD can be lighted with the same type of lighting source and possibly
fixture.
OLD BUSINESS :
AN ITHACA FESTIVAL REVIEW AND EVALUATION was held with Festival Coordinator,
Perry Um Pinto. Areas of concern are: food vendors near fountain, raise vendor
deposits, switching location of crafts booths with food booths, more events should be
scheduled at CVS pavilion and East End Pavilion. See attached letter from Underwood.
NEW BUSINESS:
A UNIFORM DIRECTIONAL SIGNAGE PROPOSAL was presented by Schlough, who
asked that the CAB join with Downtown Ithaca Inc. and the Ithaca City Planning
Board to request $15,000 for a City Signage Design as a Capital Improvement Request.
The CAB voted in favor ( 7-0 ) to support the proposal. See Attached.

To: Ithaca Festival Board
Congratulations on a successful 1989 Festival !
I do, however, have some points I would like to make concerning
future Festival use of the Ithaca Commons.
We would like to have the food vendors and the craft people
switch locations. Food vendors can do far less damage to the
street - Cayuga and West State - than they can to the concrete
of the Commons. This year there were food vendors spilling
grease, food and beverages on the concrete of the Commons. Two
vendors were using hot grease near the fountain and using the
marble to set hot pots on. Much grease is around the base of
the marble fountain and perhaps these are stains that never can
be removed.
I suggest that your security fee for food vendors be raised to
$150. I think this would greatly increase the vendors
awareness of the need to protect the space.
The Commons Advisory Board' s primary concern is to protect the
Commons space. We expect the same concern from you when we
grant you a permit to use the space for a festival.
We also expect you to follow the guidelines we set down.

The Board of Directors and membership of Downtown 'Ithaca,
Inc. and the Commons Advisory Board request that approval be
given for funding of $15, 000 for a City Signage Design as a
Capital Improvement Request.
The request is being suornitted jointly by Downtown Ithaca,
Inc, Commons Advisory Hoard, and the Ithaca City Planning
Dept. with recommendations orns from N►'W, IURA and the Tompkins
County Chamber of Commerce.
A signage system that is unified in design and installed at
appropriate decision points for on vers coming into and
through Ithaca has many advantages for the community.
The following list of benefits will be of value for
Visitors, newcomers aria permanent residents of the Ithaca
area:
Increase accessibility t. major points of interest
and primary destinations.
`. Reduce congestion aria enhance flow of traffic.
3. Moderate the impact of normal growth in traffic.
4. Offer a positive image as a hospitable community.
5. Detter utilize parking facilities.
6. Improve the coo'r'dination of mapping and directions
publicized in various orint media.
7. . Reduce traffic impact of intensive visitor events
such as:
-- Entry of new students and new IC and CU staff
to the community.
- Visits from parents and friends of CU and IC
students.
•-• Special events at CU and IC, Ithaca Festival ,
Empire Games, sports events.
- Conferences.
- Summer tourism
8. Improve safety at intersections
We strongly urge your approval of the funds requested. The
benefits from this design project will provioe a unified
design as a one-time cost . It will replace the need for
future sign design work and provide guidelines for

NEW BUSINESS:
1990 BUDGET REQUESTS were discussed. The CAB voted 6-0 in favor of supporting
the two page Discover Ithaca's Secrets Advertising Campaign in the Grapevine's
Finger Lakes Magazine.
A PERMIT TO ERECT A SIGN ON THE BUILDING AT 108 - 114 The Commons was
reviewed. Jason Fane applied to The Building Department to place a 18 inch wide
by 15 foot long sign [ OLD CIGAR FACTORY I between the second and
third floor windows above the Iron Shop and former Plantations. Cummings thought
that plywood was not allowed as sign material, others said it was not a valid historical
sign. The sign request was referred to the Design Review Board and to Leslie
Chatterton for historical documentation.
DISCUSSION OF COMMERCIAL/RESIDENTIAL CONFLICT IN THE CBD was left
unresolved when members felt that it was not their concern or had to leave for
other appointments.

SEPTEMBER 29, 1989

COMMITTEE REPORTS:
LIGHTING COMMITTEE received an Electrical/Lighting Evaluation from Sterns and Wheler.
The evaluation was distributed to members to review in preparation for the next meeting.
Representatives from Sterns and Wheler would like to meet with the C.A. B.
SIGNAGE COMMITTEE Chair, Schlough reported that the signage request has passed the
the Staff/Planning Board review and the Capital Improvements Committee. Next it will
go to the Mayor and then to Common Council.
BUDGET COMMITTEE distributed copies of the 1990 Commons Advisory Budget request.
The request will be reviewed by the Mayor, B&A Committee and then Council. Members
interested can attend the B&A and Council budget hearings.
OLD BUSINESS :
THE SIGNAGE REQUEST MADE BY JASON FANE for a sign [ OLD CIGAR FACTORY ]
to be placed on 108-114 The Commons was approved by the Design Review Board,
providing the two buildings are painted one color.
THE COLONIAL BUILDING FACADE plans were reviewed by Deming, Di Giacinto, Schlough
and the Design Review Board. Suggestions were made to design a more historically re-
sponsive and sensitive facade that would work better with the columns and upper portions
of the building. The group met again with J. Fane and J. Sharma who agreed to consider
suggestions. A team from City Hall will work with Fane and Sharma.
NEW BUSINESS :
APPLE HARVEST WEEKEND will take place Oct. 6,7, & 8. This year the Commons Coord-
inator and the Marketing Director of DII have committed additional time and money to make
this weekend a major Downtown event. Members are encouraged to observe, enjoy and
evaluate this event.
THE HALLOWEEN PARADE AND PARTY are scheduled for October 31, 1989. Volunteers
are needed. The event has grown and should be re-evaluated as to sponsorship and staff-
ing. Hayes offered to supply candy again this year. Woolworth's contribution is greatly
appreciated.

OLD BUSINESS:
THE ELECTRICAL/LIGHTING EVALUATION FOR THE COMMONS from Sterns and Wheler
was discussed by the members. Underwood reported that the Assistant Director of the
Cornell Safety Divison stated that it is easier to recognize and identify an assailant
under sodium lighting because it is a more even lighting and does not produce the
contrasts of light and shadow that metal halide lighting does. Underwood read Tony
Egner's letter commenting on the lighting evaluation and proposed changes. His
comments and those of members raised many questions that needed to be answered
before the CAB will take further action on the proposed changes. Questions and
suggestions from Egner and members will be compiled so that a committee made up
Underwood, Cannon, Di Giacinto and Gillis can gather more information. The committee
will meet with Larry Fabbroni and Egner and report back as soon as possible.
NEW BUSINESS :
A PROPOSAL FOR A NEW FACADE AT 106 THE COMMONS , formerly the Bagelry, was
made by Gibian on behalf of Dana Potenza of Optivision. The members supported the
request for selective demolition to remove the blue barn board from the front of the
first floor and suggested that Gibian return with the new facade design when she
discovers what is underneath. Di Giacinto and Deming will assist Gibian as needed.
A DOWNTOWN SHOPPERS SURVEY will be conducted by Ithaca College students during

of a project developed with the Long Range Planning Committee for the Central Business
District and a Cornell graduate student in Urban and Regional Planning. Public service
announcements will be made to inform area residents of the survey.

COMMONS ADVISORY BOARD MEETING
DECEMBER 15, 1989
PRESENT: CANNON, CUMMINGS, DI GIACINTO, GILLIS, SHEIKH, SCHLOUGH,
UNDERWOOD. OTHER: JOE DALEY, ALDERPERSON ELECT.
ABSENT: HAYES, KATZ, LOUNSBERY.
The minutes of the November 3, 1989 meeting were approved as written.
COMMITTEE REPORTS:
AN AD HOC PARKING COMMITTEE REPORT was given by Daley. The committee will
meet again in January to finalize the plans for the report that will go to Common
Council. Issues discussed at the December 14 meeting were: strategy and format of
the final report; aspects of need, location, justification, recommendations for management
of traffic and parking by Public Works, rates; current rate increases at meters and
garages & no more first hour free, establishing an overnight permit in downtown garages
for use by residents and night workers, extending hours of ticket booth operators in
downtown garages. The timing of the rate increase and dropping the free hour was
questioned by members; it was suggested that a group of key people arrange for a
meeting with B.P.W. members and discuss a way to cover the cost of offering the
first hour free and resolving other parking related concerns.
THE MEMBERS OF THE LIGHTING COMMITTEE met with Tony Egner, Larry Fabbroni
and Mary Adleman. Egner suggested that the up-lighting used under the trees and
in the fountain be checked to see if it could be hooked up and used again. He also
mentioned that a conduit designed to run wiring to the pavilions for a sound system
could be used for additional power lines, and it would be beneficial to change the light
bulbs so that the lighting could be evaluated at its maximum efficiency. C.A.B.
members wondered if changing the light bulbs would mean that the bulbs would be
losing out-put at the same rate collectively and therefore not be effective over a
long period. Fabbroni is checking into the suggestions that Egner made about reusing
existing lights not in use and the amount of maintenance required to keep them effective.
Cannon stated that the lights under the trees will never be effective. All stressed that
regular maintenance and bulb replacement are necessary. Di Giacinto said that the
C.A. B. /D. I. I. lighting project for windows and doorways will be underway in January
and some merchants have already installed timers or are leaving lights on longer.
Cannon said the tariff reduction project is happening street by street.
OLD BUSINESS:
A SECOND PROPOSAL FOR THE OPTIVISION FACADE was acceptable except for the
choice of colors. Di Giacinto and Deming will talk to T. Gibian to see if Potenza would
consider changing the proposed white and teal color combination to one that would be
better with the existing buff colored bricks.
A SUMMARY OF THE PLANNING BOARD PUBLIC MEETING with members of the C. B.D.
was handed out and discussed. Cummings suggested that it was important to keep
the issues raised in front of key people such as: the mayor, Susan Blumenthal, our
council representatives and others sensitive to the business and downtown issues.

The next step in following through with C.B.D. issues is to get a consensus of
the stakeholders in the community, form a group, work toward a public and private
partnership with a focus group on C.B.D. issues. Cummings also mentioned that
Kathe Evans has Community Development funding available, those interested should
contact Kathe in the Planning Department.
NEW BUSINESS :
THE 1990 AGENDA should address the issues raised in the C. B.D/Planning Committee
public meeting and complete current committee projects. An attitude that the downtown
requires special maintenance, security, and public relations should be developed by
those responsible for same. It is hoped that all council members will feel a sense of
ownership in and responsibility for Ithaca's downtown and central business district.
MEMBERS ARE ASKED TO SUGGEST NAMES OF POSSIBLE NEW BOARD MEMBERS ;
Millicent Lounsbery has asked to retire at the end of her 1989 term and Gene
Katz resigned some time ago.
