ABSENT: HAYES, OSBORN. OTHER: MEIGS. The minutes of the October 23, 1987 meeting were approved as written. Susan Cummings was introduced as the Common Council liaison to the C.A. B. The election of officers for 1988 was held. Underwood and Schlough will continue as Chairman and Vice Chairman. COMMITTEE REPORTS: LONG RANGE PLANNING CHAIRMAN, Schlough, reported that individual members have been working independently and in small groups on projects including: upper floor and apartment development, a downtown promotions partnership with a paid director, defining the CBD, finding a permanent home for arts organizations and Sciencenter, exploring the possibilities of land use studies and economic base studies for the CBD in conjunction with Cornell graduate programs or grants. ENFORCEMENT AND SECURITY: Schlough and Deming reported that meetings with the new police chief, Brian Page, were very encouraging. Page is now aware of the problems on The Commons, in Center Ithaca, and in the CBD. Page has many solutions and is waiting for the outcome of the PBA contract vote before some of his new programs can be started. Page requested support from CAB, DIBA, and the rest of the downtown community for his programs and proposals that will be considered by Commons Council. OLD BUSINESS : COMMONS MAINTENANCE was discussed by members and J. Meigs; all expressed concern. Problems .are: graffitti removal, cleaning and sweeping, parking garages, plantings, lighting study never completed, report on 5 year plan schedule for 1988 not received, personnel schedules, and basic repairs. Deming asked Eric Datz if he needed support for more staff, Datz stated that he felt that the level of maintenance on The Commons was adequate and additional staff not necessary. Members did not agree that The Commons was being maintained at a level acceptable to them and discussions should take place with Jack Dougherty. Deming to arrange a meeting with DPW. NEW BUSINESS: A JOINT ADVERTISING PROJECT with the DIBA, Convention Bureau, CAB and the Arts Community was reviewed. A two page spread will be purchased in each of four issues of the Finger Lakes Magazine at a cost of $8,000. The advertising will include a one page generic ad " Discover Ithaca's Secrets ", 2/3 page ad/editorial seasonal event column and 1 /3 display ads supporting the seasonal event column. Cummings suggested Council members be made aware of these projects so theysee the type of promotion and advertising the City does and the effectiveness of Co-op advertising and distribution . Grapevine Press will provide free room copies to hotels and B&Bs. MOBILE VENDING CART PERMITS FOR SPRING/SUMMER 1988: • Louis Cassaniti, Hot dog cart renewal from April 1, 88 - September 30, 1988. Approved 8-0. Marjorie Bitzer, Flower cart from Tussy Mussy from April 1 , 88 - September 30, 1988. Approved pending Design Review Committee approval 8-0. Tammi Loomis, Fresh fruit cups and fruit drinks from April 1, 88 - September 30, 1988. Approved pending Design Review Committe approval 8-0. OLD BUSINESS: COMMONS MAINTENANCE WAS DISCUSSED BY THE BOARD AND JON ME1GS. Items discussed were: Timely removal of graffiti, need for late in the day cleaning and pick up, selection of work projects and their schedule within the warm months, flower beds and trees, general repair of towers, problems with the fountain, and $5,000 dollars unspent in the $20,000 five year plan budget. Reeves and Cummings suggested that a meeting be scheduled with Larry Fabbroni, Asst Supt. of Public Works. Underwood appointed the followiing, Cummings, Deming, Miller, Meigs, Reeves, and Schlough, as a committee to serve with her and arrange a meeting with Fabbroni. It was suggested that it would be nice if the flowers on The Commons be made available to the public when they are dug up in the Fall. An Equal Opportunely Employer w,lh an All rmatuve Action Program" COMMONS ADVISORY BOARD MEETING FEBRUARY 5, 1988 continued MOBILE VENDING CART LOCATIONS ON THE COMMONS SHOULD BE RE-EVALUATED because things have changed and some locations are no longer accessable or desirable. Deming will prepare a map showing existing locations for the Board to look over. A study will be done suggesting appropriate changes for consideration. NEW BUSINESS: THE PYRAMID MALL IS HOLDING AN ATTRACTIONS TRADE FAIR AS THEIR PROJECT FOR THE ITHACA CENTENNIAL. Downtown will be represented by three booths; DIBA will do a retail display booth, locally made products sold downtown will be represented in a booth coordinated by Carol Schmoock of Handwork and the CAB has been asked to do an events and activities booth for The Commons. The trade fair is scheduled for business hours on April 23 and 24, 88. Deming, Hayes, :Katz, and Werbizky will design booth, all others must volunteer to help man booth during fair. THE ART OF GOOD LIVING, ITHACA STYLE IS AN EVENT PLANNED FOR JUNE 2, 88. This event is the second day of the Ithaca Festival and co-sponsored by the Centennial Commission. The evening event ( 6 pm - 10 pm ) will feature fine entertainment, costumes, finger foods, wine tasting in Center Ithaca, and a museum type exhibit opening. Board members are asked to serve as hosts and hostesses in their favorite period costume. THE MUSEUM ON THE COMMONS is a special event featuring 12 artists' work that will be on display in selected store windows. This exhibit will be coordinated and installed by Andrew Gillis. The Commons Advisory Board will co-sponsor this week long exhibit of art with DIBA. The exhibit will be scheduled for the last few days in May through the end of Ithaca Festival June 5. COMMITTEE REPORTS: COMMONS MAINTENANCE COMMITTEE MET ON FEBURARY 10, 88 with Larry Fabbroni and Eric Datz of the DPW. Reeves and Cummings reported that Fabbroni has work schedule priorities; he would like early input from CAB on new or major repairs and projects for 1989 budget. DPW staff ' needed throughout the City. A reporting mechanism for repairs and graffiti is needed. Penalties for graffiti artists are usually not carried out by the courts. It was suggested that CAB speak to Judge Clynes and P.R. Officer Sgt. Barnes about a work project sentence. It was suggested that the assistance of a preservation planner would uncover ways to remove graffiti without damage to buildings. Tania will check with New York City planners. Removal of graffiti is scheduled for April,other things scheduled for warm weather are: brick repair, plantings, repair of fountain, and furniture. Birds are still a problem with the only apparent solution the replacement of the Bradford pear trees. Deming continues to suggest feeding the birds birth control, this has been done elsewhere with success. CAB will prepare requests for the 1989 DPW Commons maintenance budget and meet with Fabbroni and Datz in Spring. All expressed gratitude for the cooperation of Fabbroni and Datz on this issue. THE TRADE FAIR BOOTH COMMITTEE will be designing a street scape of the Commons as a part of the booth. All members are reminded to be available for booth duty on April 23 & 24. Plan on three hour shifts please. OLD BUSINESS: THE MOBILE VENDING CART LOCATION MAP will be prepared in April. Final location changes must be approved by C&O and Common Council. THE MUSEUM ON THE COMMONS WILL COST $450.00, this is one half of the total cost. Approval was given to spend $450.00, sharing costs and responsibilities with DIBA. Approved 9-0. NEW BUSINESS: THE ITHACA FESTIVAL SCHEDULE AND PERMIT APPLICATION were presented by Lo Pinto and Gould. The coordinators were congratulated on a fine schedule of events and their request to use The Commons on June 2,3, and 4 was Approved 9-0. OLD BUSINESS: Underwood handed out the most recent revisions of: ITHACA COMMONS RULES CAB OPERATIONS MANUAL MOBILE VENDING CART REGULATIONS These include all of the corrections and revisions approved by Common Council during the past year. Schlough reported no further developments in the tentative applications for the two new mobile vending carts proposed by Marjorie Bitzer for a flower cart and by Tammi Loomis for a fresh fruit and fruit drink cart. Marjorie Bitzer has been too busy with other business to concentrate on developing the plans and getting approvals. Communication with Tammi Loomis has been unsuccessful. NEW BUSINESS: Underwood reported on a late request from Steve Grahling for a cart to sell sandwiches and hot dogs. She suggested that he obtain an application and information from the Commons Coordinator's office (via Betty Watkins), or to contact Schlough. He has done neither. The consensus of the Board was to discourage his attempt to obtain special Common Council's approval of a request received well past the application deadline. Furthermore, the Board did not express interest in approving an application to sell products that duplicate what is already offered to the public from a very limited number of vending carts. Schlough reported a request from "Formerly Fannies" to place a movable sign on the Commons within a foot of their wall on the presumption that other Commons vendors now use such space for signs and products. Underwood stated that signs are not allowed on the Commons and that the Plantation has been allowed to display flowers for many years as an attractive addition to the appearance of the Commons. COMMITTEE REPORTS: THE TRADE FAIR display will consist of eight 3 ft w and 6+'h panels hinged together to form two 12 ft long screens. The Commons architectural street scape will be applied to these screens to create a back drop for the typical Commons activities that will happen. Members were asked to sign up for booth minding and donations of goods or services to complete the booth and display. The trade fair will take place at the Pyramid Mall on April 23, 10am-9pm 6 April 24, 12 noon-5pm. OLD BUSINESS: THE APRIL 22 MEETING WILL BE A WALKING TOUR OF THE COMMONS. The maintenance projects for the 1989 budget will be identified in preparation for a meeting with DPW representatives Fabbroni and Datz. Please meet at the flag pole at 9 am. Jon Meigs will join CAB members to assist them with this task. Werbizky reported that she was still waiting for word from New York City on safe and effective products used to remove graffiti. Sheikh said that he had some success with the remover that Center Ithaca uses, noting that it works well on smooth non-porous surfaces. It is hoped that a cooperative effort between the DPW, Police Department and CAB can reduce the amount of graffiti. The amount of graffiti on structures downtown has increased dramatically with the warm weather. MOBILE VENDING CART LOCATIONS have not been reviewed yet. The fruit and juice cart will not be on the Commons for summer 1988, both partners found full time jobs. The deposit of $50.00 will be returned. No one has heard anything more from Steve Grahling regarding his late request for a vendor application. NEW BUSINESS : THE POSSIBLE RETURN OF D,S.S. TO DOWNTOWN AND THE CONSTRUCTION OF A MENTAL HEALTH FACILITY near Woolworth Department Store has downtown merchants concerned about the amount of available parking. It was requested that Deming ask Paul Mazzarella from the Planning Dept. to discuss parking and the proposed new park- ing garage at one of the May meetings. A MARKET DAY ON THE COMMONS was discussed. Members could not agree on a way to legally allow this type of an activity on a weekly basis. Deming will check with the City Attorney to see what might be possible within the restrictions of the current rules and regulations. THE DISCOVERING ITHACA TOURISM FAIR was a success. The Commons-Downtown- D. I.B.A. booth won second prize ( design and participatory events ) . A special thank- you to Schlough and Werbizky for their artistic contributions.to the design and production of our booth and to Reeves and Underwood for their public relations work at the fair. NEW BUSINESS: AUTHORIZATION FOR C.A. B. TO GRANT WAIVERS to Commons Rules and Regulations for activities connected with the Ithaca Centennial Celebration was passed by Common Council. Ithaca Festival Coordinator, Perri Lo Pinto, asked to be allowed to: tie balloons to the roof of the pavilions, tie banners that say ITHACA FESTIVAL CELEBRATION OF THE CENTURY, wrap ribbons around cement supports of pavilions and attach balloons to the clock towers. The C.A. B. voted 9-0 in favor of granting a waiver of 70.7 Posting to the Ithaca Festival if approved by the BPW. Lo Pinto to appear at next BPW meeting. A PARKING INFORMATION SESSION LED BY THYS VAN CORT and Paul Mazzarella of The Planning Department revealed the following facts: parking availability should be judged on the busiest days; all spaces filled on some days during Christmas holiday season; Mayor, Planning and DPW want more parking but Common Council decides; if Mental Health Dept. comes downtown it may stimulate to build immediately, 100 spaces each for Mental Health and Social Services are needed, 400 spaces may be built; parking under Green St. ramp will be wiped out with development in future; three prime sites are being considered for new garage ( 200 block of West State St. opposite Family Med- icine. . . must buy alot of buildings to tear down; Woolworth lot. . . .problems with agree- ment with Mr. Abbott; behind Post Office winged off of Seneca Garage. . . . would add 180 spaces. It was noted that a traffic light should be added to Cayuga St. near exit of the Woolworth lot. Also noted was the need for political awareness of the parking management and space needs. It was suggested that a resolution for a garage pro- posal be made for the capital budget review and be presented in a statement at the public portion of Common Council. A REQUEST TO HANG A BANNER ON THE COMMONS TO CELEBRATE THE BICENTENN- IAL of the radification of the constitution was granted contingent on approval of the Board of Public Works ( approved 6-0 ) . Coordinator, Neil Schwartzbach will work with the DPW on the installation of the banner that will hang during the Ithaca Festival ( Common Council waiver of 70.7 Posting ) . COMMITTEE REPORTS: A REPORT ON THE PARKING COMMITTEE MEETING OF MAY 13, 88 was given by Underwood. She stated that members agreed that because various departments and boards were involved and duties and responsibilities were intertwined and overlapping a joint ad hoc committee should be formed. This concept will be presented to the appropriate Planning and DPW boards and committees for endorsement and then to Common Council in the form of a resolution. Presently,parking management will be the short term solution and a new facility or facilities the long term solution. A CAB member will speak daring the public portion of the June meeting of Council to introduce the ad hoc committee concept and request that a resolution be forthcoming. THE COMMONS MAINTENANCE TOUR NOTES WERE REVIEWED by Underwood and are attached to the minutes. OLD BUSINESS: PRESENTLY NOTHING CAN BE DONE ABOUT THE NEWSBOXES ON THE COMMONS. The City Attorney's office stated that printed matter can not be judged on content alone and until further research is done there is nothing that can be done about the real estate advertisement booklets which appeared recently. There is a chance that a specific space can be created,through legislation, that will confine this type of dispenser to a designated location on or near The Commons or allow for a rack of our choice in a designated location. IT WAS NOTED THAT NOTHING HAS BEEN DONE TO CORRECT THE SKATE BOARD- ING PROBLEM DOWNTOWN. Reeves suggested that Deming speak with Mike Cannon, BPW liaison to The Youth Bureau Board. ABSENT: HAYES, KATZ, LOUNSBERY, WERBIZKY. ( OTHER: BORDEN, NAB'ORS. The minutes of the May 20, 1988 meeting. were approved as written. A REQUEST FOR AN OUTDOOR DINING PERMIT FOR T.J. TUESDAY'S was made by Barbara Nabors and Richard Borden. A request for a permit to serve alcoholic bever- ages will be made to Common Council and the A. B.C. Board. The members of the C.A. B. recommended that the hours of food and beverage service be from 10am-10pm and the T. I.P.S. training program be made available to the wait staff. The request was granted pending approval of: Design Review Committee,Common Council, A. B.C. Board ( 7-0 ) . The request will be forwarded to the B&A Committee for the June 23, 88 meeting and the Design Review Committee. COMMITTEE REPORTS: THE PARKING COMMITTEE HAS PREPARED A REQUEST FOR AN AD HOC COMMITTEE to study the parking problems in the Central Business District. Underwood presented this request to Common Council at the June 8, 1988 meeting. The Planning and Develop- ment Committee will prepare the resolution which will be supported by the C.A.B. and B.P.W. Miller will discuss the July 7-29 closing of the Seneca St. Garage with the Mayor. THE LONG RANGE PLANNING COMMITTEE FOR THE C. B.D. is continuing to work on various projects including: parking, upper story development, and a Downtown Promotion Council. THE COMMONS MAINTENANCE COMMITTEE WILL BE MEETING WITH D.P.W. REPRESENT- ATIVES to decide on the maintenance projects for the 1989 budget. Bicycles and skate boards continue to be a problem. Bicycle racks are needed, no bicycle stencils need to be redone and skate boarders are chipping the edges of the concrete surfaces. As always, bicycle and skate board rules need better enforcement. OLD BUSINESS : THE ITHACA FESTIVAL AND THE MUSEUM ON THE COMMONS WERE VERY SUCCESSFUL. Festival coordinators, Lo Pinto and Gould,are to be congratulated for a job well done. Deming thanked board members that volunteered to act as hosts during the opening of the museum. It was noted that the Grapevine did an outstanding two page spread on the artists and their work. All agreed that the Thursday evening Festival activity on The Commons was a great public relations event. NEW BUSINESS : THE DOWNTOWN ITHACA BUSINESS ASSOCIATION HAS REQUESTED THAT THE FALL CRAFT FAIR BE HELD ON SUNDAY. Deming expressed concern that the policy of scheduling cultural events was being changed. The Commons is the only public facility where many traditional events can be held and event planners feel that activities and performers deserve participants and audiences. After a long discussion it was agreed that the craft fair should continue on a Saturday. Cummings suggested that the craft fair be a juried show of skilled regional craftsmen, include some craft demonstrations and be limited to a reasonable number of participants in all categories. ABSENT: HAYES, KATZ, MILLER. The minutes of the June 17, 1988 meeting were approved as written. COMMITTEE REPORTS: THE COMMONS MAINTENANCE COMMITTEE MET WITI-F-ERIC• DATZ on June 29th. Reeves reported that repair and replacement of the brickwork and the planters will be done in 1988. Major projects proposed for 1989 are concrete replacement and an upgrade of the Commons electrical system. Datz does not support additional funds for graffiti removal but suggested the C.A. B. write a memo requesting such and he will submit it with the 1989 budget request. Members agreed that the memo should be sent. ( See attached ) PARKING COMMITTEE MEMBERS UNDERWOOD AND SCHLOUGH attended the inform- ation gathering sessions on July 12 with parking expert Larry Hahn, Executive V.P. of Travers Associates. City officials and members of the public discussed various points of view about parking problems, real and perceived, in the Downtown and surrounding residential neighborhood. The sessions were held so Mr. Hahn could get a clearer perception of the situation before submitting a proposal for a parking study to the Planning Department. OLD BUSINESS: COMMON COUNCIL HAS GIVEN THE C.A. B. THE AUTHORITY TO ACT on late applications for Mobile Vending Carts on The Commons. Paul Poggi will be oper- ating a mobile ice cream cart from mid July through October. A REQUEST FOR THE PARTIAL FUNDING OF A DEMOGRAPHIC STUDY of the greater Ithaca area was suggested for the 1989 budget. Deming said that current demographic information does not give a true picture of the potential buying power of the commun- ity because of the way students are figured into the data. This information would provide accurate figures that could be packaged and presented for use by local businesses and potential new businesses being recruited to the area. A clear picture of this market would be a valuable tool in determing the needs of the community when developing the space under the Green St. Garage and recuiting business to occupy existing or anticipated vacancies. Present businesses would find this information valuable in assessing how their goods or services match the needs of the consumers. David Sher Associates, Inc. will be submitting a proposal for the preparation and packaging of the demographic study. The board agreed to include the study in the 1989 budget request. NEW BUSINESS: AN UPDATE OF THE COMMONS DIRECTORY AND LISTINGS OF ALL DOWNTOWN BUSINESSES are being done by Deming and student staff to assist the Planning Department in completing this project. "An Equal Opportunity Employer with an Affirmative Action Program' COMMONS ADVISORY BOARD MEETING OF JULY 15, 1988 continued A PERMIT REQUEST BY THE FINGER LAKES FOOD AND WINE ASSOCIATION to hold a day long food and wine festival on The Commons in conjunction with Center Ithaca was granted to organization representative Denny Hayes. Food will be displayed and available for tasting and sale on The Commons, wine will be in Center Ithaca. The day long event will be a part of a one week area festival and will be held on Wednesday August 10, 1988. Organizers hope to make this an annual event that will celebrate the locally grown and produced foods and beverages of the region. DEMING, COMMONS COORDINATOR COMMONS ADVISORY BOARD RE: GRAFFITI REMOVAL, 1989 COMMONS MAINTENANCE BUDGET DATE: JULY 20, 1988 As discussed in the 1989 Commons Maintenance Budget Meetings with you and Larry Fabbroni, the proliferation of graffiti in the Downtown area is of great concern to the Commons Advisory Board. As you know the C.A. B. has been exploring ways to control this form of visual pollution; many of us have act- ually been out trying,somewhat unsuccessfully,to remove graffiti that remains for months at a time. Information available on controlling graffiti states that " immediate removal and prosecution are the way to discourage the graffiti artist : . . .". The C.A. B. realizes that you do not have enough staff time available to remove graffiti more often than a few times a year; we are also aware that to be effective in reducing the amount of graffiti a cooperative effort with the Police Department will be necessary. Would you please ask for additional money in your 1989 Commons Maintenance Budget request to provide a staff member or contractual service that will remove graffiti promptly? The graffiti,unfortunately, projects a negative image of The City of Ithaca; lack of immediate action is a signal to offenders that they can continue to deface city property without risk of penality or removal of their message. The C.A. B. would appreciate your help in solving this problem, not only Downtown but throughout the city. PERMIT REQUESTS: MARK CARROLL OF ITHACA COMPACT DISC, INC. was granted a permit to direct amplified sound toward the Ithaca Commons. The music played will be available for sale within the store, will be played during normal business hours at a very low sound level ( 65 decibels ) that can only be heard within 25 feet of the store, and will not be played before 10 am or after 9 pm. The revocable permit was granted through February 15, 1989 ( 8-0 ) . LOUIS CASSANITI'S REQUEST TO USE CARD TABLES TO EXPAND HIS PRODUCT LINE OFFERED at his mobile vending cart was denied. Board members suggested that Cassaniti modify his mobile vending cart to accommodate lemon and tea drinks ( 8-0 ) . COMMITTEE REPORTS : COMMONS MAINTENANCE requests for 1989 are being prepared for the B. P.W. review. Underwood asked Reeves if it would be possible to have the concrete cleaning process done again as the concrete was stained and dirty. Reeves explained that presently the Commons is receiving the maxium amount of maintenance that the D.P.W. feels is necessary and all B. P.W. members and D.P.W. administrators are very busy trying to prepare the 1989 budget. OLD BUSINESS: THE 1989 COMMONS ADVISORY BUDGET was reviewed by Deming. Hayes and Sheikh felt that the City should not fund any demographic study and such studies should be done by individual businesses or organizations. Members decided that the $5,000 requested for the demographic study should be used for additional advertising and image building for Ithaca in 1989 to take advantage of the attention Ithaca will receive during the " I love New York Spring Festival in the Finger Lakes Region " and the Empire State Games in August. It is time to redesign the generic " Discover Ithaca's Secrets " ad, so the additional advertising money could be used in many other cooperative ways to gain a lot of exposure for the community and its activities and events. The rest of the budget was approved as presented. The mobile vending carts, as a source of Commons income, were discussed at length. It was decided that the current fee and application procedure would remain as it is. Commons income for 1988 has not met projections due to fewer vendors and changes in the location and sponsorship of the craft fairs. COMMITTEE REPORTS: THE MAINTENANCE COMMITTEE REPORTED THAT THE NO BICYCLE STENCILS AND THE BICYCLE RACKS had not been replaced yet. It was hoped that the D.P.W. would have restenciled and replaced the racks in Bank Alley by the time the college students returned. Bicycles are chained to the towers making it very difficult to open poster display board doors. Reeves said she would call this to the attention of the B.P.W. It was also mentioned that the work on the towers still needed to be done as a part of the 1988 maintenance request. THE LONG RANGE PLANNING COMMITTEE REPORTED THAT the D. I . B.A. was in the process of reviewing applications for the promotions director position. Cornell students will continue to work with the committee and Commons Coordinator to gather information on CBD occupants and users. OLD BUSINESS : MEMBERS CONTINUED THE DISCUSSION THAT STARTED AT THE LAST MEETING ABOUT MOBILE VENDING CARTS and how to encourage more vendors to apply. Sheihk reported on his trip to The Church Street Marketplace in Burlington, Vt. He said that outdoor dining and mobile vending are so successful that it is almost a problem with crowded walkways and pedestrian traffic flow. Burlington provides use of electrical outlets and other conveniences for vendors. Sheihk added that food vending is most popular, others added that we should not limit vending to just food. Katz volunteered to do an article on promoting vending for the Grapevine and also help with a cart promotions programs. NEW BUSINESS: THE FOLLOWING ACTIVITIES ARE SCHEDULED FOR THE COMMONS:in. October: Apple Harvest Weekend 7,8, & 9 Fall Craft Fair 8 & 9, Disability Awareness Day 15, Halloween Parade 31 . Copies of the Fall Finger Lakes Magazine were distributed with a mention about the Commons activities featured in the Four Seasons Ithaca advertorial, Experience The Harvest, and the display ad on pages 8 & 9. THE FUTURE OF DOWNTOWN ITHACA, what we want the downtown to be like in 10-20 years,will be discussed at the next meeting. Schlough handed out a guide for the discussion and asked members to be prepared to discuss their concerns and ideas at the October 21, 1988 meeting. Also think about the CAB's role in shaping the future; should our role be permanent or temporary until another public/private group can be established? OLD BUSINESS : THE FUTURE OF DOWNTOWN ITHACA discussion from last meeting was continued but the focus remained on parking related issues. Members responded to a question from a merchant survey ranking the types of development they would like to see in downtown. The question will be sent to absent members for their response. Schlough reported that the parking study would be taking place over the next 4-5 months. The Planning Department anticipates recommendations on additional parking needs, site, man- agement of existing facilities, and future needs. THE COMMONS' 1989 BUDGET will be reviewed by the B&A committee on November 21 . The Mayor cut the advertising line from $5,000 to $3,000, the rest remains the same. Anyone wishing to attend this meeting is welcome and can assist in defending our requests. THE $20,000 FIVE YEAR MAINTENANCE PLAN for major Commons repairs was cut from the D.P.W. budget, Reeves also reported that she was uncertain what would happen to the plan for future years. It was suggested that any money left in this line for 1988 be encumbered so that it would not be lost again as in the past year. Deming agreed to ask E. Datz to encumber remaining funds. Deming reported that it was unclear what money was available to replace trees on the Commons and that the replacement schedule was vague at best, due to conflicts and lack of attendance on the Shade Tree Commission. Deming was asked to get a list of Shade Tree Commission duties for Underwood. Werbizky suggested we discuss tree replacement problems with Cummings because she understands the Shade Tree Commission. NEW BUSINESS : PLANS FOR THE PROPOSED CENTER ITHACA EXPANSION were handed out and dis- cussed. Members were concerned over the loss of 96 parking spaces and the need for 100 spaces that the development would create. Many stressed that timing was the most important issue and wondered if the project could wait until the results of the parking study were in, also if the contract between Center Ithaca Associates and the City would allow an extension of the starting date. Concerns about the structural integrity of the Green St. Garage were brought up and what temporary parking would be available until a new parking structure was completed. Members requested a meeting be scheduled with B. Grey, T. Van Cort and R. Nash. Meeting to be held at their convenience. THE LONG RANGE PLANNING COMMITTEE & CORNELL DEPT. OF REGIONAL PLANNING students are preparing a downtown merchants and users study. The survey has been designed and will be conducted spring semester '89. Support and cooperation will be important in gathering this valuable information.
