EXCUSED: SHEIKH, STONE. OTHER: LOUIS CASSANITI The minutes of the October 17, and Dec 12, 1986 meetings were approved as written. Chairman Underwood thanked the CAB members for their service in 1986, reviewed the accomplishments of the past year, and stressed the importance of members involve- ment in committee work. Crispin, Hayes, Miller, Osborn, and Sheikh were reappointed by the Mayor to serve another two year term. Liaison appointments will be made soon. ELECTION OF OFFICERS FOR 1987 WAS HELD by the membership. Underwood and Schlough were re-elected as Chairman and Vice Chairman. COMMITTEEE REPORTS: AMENDMENTS COMMITTEE reported that all corrections had been made in the revised Commons Rules, Operations Manual, and Mobile Vending Cart Regulations. Copies of the Rules were handed out, completing the members updated file and the 1986 amendment project. FIRE LANE :after a great deal of consideration the committee and other members decided that the South lane of the Commons and the Center lane of Tioga St. (Bank Alley)would be recommended as the Official Fire Lane. With the existing Commons regulations, it would be impossible to support designating the north lane as a secondary fire lane with the restrictions proposed by the Fire Chief. OLD BUSINESS: THE FOLLOWING COMMONS MAINTENANCE PROJECTS WERE SUGGESTED: towers need to have the panels on the rules side removed, leaks repaired, thicker cork panels to replace the deteriorating ones; bird chasers need to be installed where necessary; better cleaning and removal of broken glass and litter in the Seneca and Green St. ramps and the block by The Pine Tavern. Eric Datz will present the D.P.W.'s 1987 Commons Maintenance Work Schedule at the Feb. 6, 1987 meeting. NEW BUSINESS : MOBILE VENDING CART PERMIT APPLICATIONS FROM: Louis Cassaniti for a hot dog cart at location e ( renewal ) and James Linton for a produce cart at location b were reviewed and accepted. Permits will be granted for the 1987 Spring/Summer season to Cassaniti and Linton upon completion of application requirements. AN ITHACA FESTIVAL R EPORT was given by Festival Board member, Louis Cassaniti. Ms. Jodi Laine has been hired as the festival coordinator. Cassaniti asked the CAB to comment on the possibility of closing off South Cayuga St. between State and Green Streets. If a majority of the business owners on South Cayuga St. agreed with the closing, the CAB would support the concept. It was also suggested that, if bus service could be rerouted, closing Cayuga from Seneca St to Green St would add additional space for the festival activities and events held in the downtown area. The Board of Public Works will make the final decision concerning this request. COMMONS ADVISORY BOARD MEETING, JANUARY 16, 1987 continued ITHACA FESTIVAL continued Cassaniti also requested permission to place festival advertising signs on the upper towers that are used for special Commons events, advertising. Underwood explained that this space was limited to Commons wide events sponsored by members of the tax benefit district. The number of events are also limited as is the time signs can be on display. It was suggested that posters be placed in the events display board section of the towers. Haine said that advertising regionally would be beneficial because a large portion of her audience comes from Elmira, Binghamton, and even Syracuse and seems to enjoy the events, entertainment, and dining in the Ithaca area. ABSENT: HAINE. EXCUSED: SCHLOUGH, SHEIKH, STONE. OTHER: ERIC DATZ, DPW. The minutes of the January 16, 1987 were approved as written. 1987 COMMONS MAINTENANCE WORK SCHEDULE was reviewed by Eric Datz. Projects and purchases scheduled are: replacement and repair of brick work and concrete pavement blocks on the primary and secondary Commons, repair of Towers and update of directory, flowers and replacement trees for the planters, a new pump for the fountain, new tractor, repair of walk sign by Simeons, two ultrasonic pest repellers for the tree groves where the birds roost. Datz mentioned that the low pitch used by the repellers can possibly be heard by humans. The CAB agreed to try the repellers and suggested that a timing device could be used so that the repellers were on only during the late afternoon and early evening when the birds roost. Repair of the planter in the Rothchild's plaza is on hold until the future of the proposed Comex cafe is determined. Datz reported that City crews recently secured the Stand Theatre Building and the structure was in terrible disrepair. Miller asked if the sweeper could be run more often in the Green St. ramp and Hayes requested that shopping carts in the downtown area be picked up and returned to their owners. The CAB thanked Datz and his crew for the fine job that was being done on The Commons. THE CLOSING OF SOUTH CAYUGA STREET FOR THE ITHACA FESTIVAL was discussed at The BPW meeting on February 4, 1987. Deming reported that Stuart Lewis spoke out against the closing and that neither Superintendent Dougherty nor Vice Chairman Nichols remembered reading the letter, dated Jan. 16, 1987, that contained the CAB's position on the Closing. Deming read the letter and confirmed that the letters were received by the B.P.W. Miller and Hayes volunteered to attend the next meeting of the BPW committee of the whole on Wed. Feb. 18, at 4:00 PM. to present the CAB's position. THE APPLICATION FOR A MOBILE VENDING CART PERMIT , submitted by Tammy Livengood to sell J.J.'s cookies, was approved pending the approval of The Design Review Board. Livengood's application was submitted past the Jan. 31 , 1987 deadline with permission of Common Council given at the Feb. 4, 87 meeting. Crispin voiced concern about the location of the cart and the reaction from the management of the Home Dairy. It was agreed that Livengood had the right to choose one of the four remaining locations. THE FINGER LAKES REGION ATTRACTIONS GUIDE FOR 1987 lists under Ithaca Area, Where to Shop : Ithaca Commons, a downtown marketplace with an international flair. Copies of the guide were distributed to CAB members. This listing is paid for by the Commons Advisory budget and DIBA. "An Equal Opportunity Employer with an Affirmative Action Program" COMMONS ADVISORY BOARD MEETING, FEBRUARY 6, 1987 continued THE SUNDAY MUSIC SERIES DOWNTOWN will begin on February 15, 1987 and continue for seven weeks. A wide range of music will be offered in The Center Ithaca Atrium at 1 :00 PM. Sponsors are: City of Ithaca, Center Ithaca, MPTF, Woolworth, Iszard's and House of Shalimar. It was noted that all business sponsors had representatives on the CAB. Their support is greatly appreciated. THE APPOINTMENT OF GENE IRA KATZ TO THE CAB WAS ANNOUNCED BY MAYOR GUTENBERGER AND APPROVED BY COMMONS COUNCIL. Mr. Katz, Director of Community Access for American Community Cablevision, will be joining us at our next meeting. CHARLOTTE STONE WILL be called by Deming so arrangements can be made for her transportation to and from CAB meetings. ABSENT: LOUNSBERY, MILLER, SHEIKH. GENE IRA KATZ was introduced to the CAB members and welcomed to the board as a member for 1987. HAINE requested that the minutes be changed to show her excused for the February 6, 1987 meeting. . The minutes were then approved as amended. THE EXCUSED CATEGORY was elimated by a unanimous vote of members. Haine said it was difficult to reach someone in City Hall early in the morning before the meetings to request to be excused. Deming asked members to continue to notify her if they could not attend so thatshe could make phone calls to members,when necessary,to assure that a quorum is present. COMMITTEE REPORTS : LONG RANGE PLANNING COMMITTEE representative, Schlough, reported that the next meeting is scheduled for March 4. Reports by 12-14 people will be given on various relevant topics. AMENDMENTS COMMITTEE chair, Underwood, reported that the Amplified Sound regulation,as recorded in the Charter, did not reflect what the committee had intended to remain in the regulation. "No amplified sound or public address systems are permitted except by special permit issued by the Commons Advisory Board ", was not included in the amendment adopted by Commons Council. Underwood and Haine will attend the next Charter and Ordinance meeting to see if this can be corrected. OLD BUSINESS : THE ITHACA FESTIVAL is still waiting for a decision by the BPW regarding the closing of South Cayuga St. Stone said that it was very helpful that CAB merchants came to the last BPW meeting to support the closing. She feels that if Fire Depts, Police Depts,etc. can do it in other communities, why not here. A resolution will be made at the BPW meeting on Feb. 25. THE FARMERS' MARKET is very busy with the site study and does not have time at present to put together proposals for the market's use of The Commons. The Farmers' Market Board would like to know what possibilities are available to them. The CAB recommended that the Market decide what it is that they can do within their rules and The Commons rules. It would be possible, if carefully worked out, that the Market could have three permits and be included in the Harvest Festival. NEW BUSINESS: CERTIFICATES OF MERIT that were designed some years ago and used to recognize outstanding contributions to the quality of The Commons and The City of Ithaca, were discovered by Jon Meigs in Planning Dept. files. Crispin volunteered to work on a committee to set up categories and criteria so that these certificates could be awarded at an annual ceremony on The Commons. Crispin will ask Lounsbery to assist him with this project. A TOURIST INFORMATION DISPLAY AREA is being planned for the Center Ithaca Atrium area. Katz volunteered to work with Deming on this committee. Eventually Arts and Cultural Organizations will be asked to submitt proposals to Arts and Culture Chairman, Tom Niederkorn. Deming wondered what the CAB might like to do for a Centennial project. Deming mentioned that Etta Gray from the Purchasing Dept. suggested shopping bags with views of Ithaca printed on them would be an interesting thing for downtown. Members liked Gray's idea and also thought that a dance could be planned in conjunction with The Thursday Evening Concert Series. THE DIBA ASKED IF THERE WAS A WAY MEMBER BUSINESSES COULD BE NOTED IN THE COMMONS DIRECTORY TOWERS either by a notation after their name or on a poster. The opportunity for such a membership notation is not available at present due to lack of space and the CAB's desire to keep listings strictly business related and without affiliations to organizations. COMMITTEE REPORTS: AMENDMENT COMMITTEE CHAIR, Underwood reported that the proposed Amplified Sound regulation that deals with speakers directed toward the Commons is being sent to Common Council by the C 8 0 committee. LONG RANGE PLANNING COMMITTEE REPRESENTATIVE , Schlough reported that the main concerns of the group are: parking, security,and marketing. TOURISM COMMITTEE MEMBER , Katz showed members a mock-up of a brochure holder that could be located at cash registers in stores. Information will be obtained about cost and distribution of holders. Ideas about video loops featuring tourist information and special Ithaca pages in The Grapevine quarterly magazine"Finger Lakes"were dis- cussed. Sheikh offered to help Deming select a site in Center Ithaca for an information rack. OLD BUSINESS : THREE MOBILE VENDING CART PERMITS were issued for the 1987 Spring/Summer season. Vendors are: L. Cassaniti, hot dogs; T. Livengood, cookies; and J. Linton, produce. THE SIGN ORDINANCE is being revised by Tom Hoard, Building Commissioner. Deming requested that CAB and Jon Meigs have some input on Commons and downtown area sign regulations. SIMEON'S RESTAURANT WILL BEGIN APPLICATION PROCESS FOR OUT-DOOR DINING. NEW BUSINESS : THE VENDOR SITES NEED TO BE REVIEWED because locations a, c, and d, are no longer appropriate. Changes over the past years have taken place in the general area of these locations and new locations should be selected as soon as possible. T. ABSENT: CRISPIN, HAINE, LOUNSBERY, STONE, UNDERWOOD. The minutes of the March 20, 1987 meeting were reviewed and approved as written. COMMITTEE REPORTS: AMENDMENT COMMITTEE REPORTED THAT THE PROPOSED AMPLIFIED SOUND REGULA- TION was refered back to the C&O committee. Richard Adams of Logos presented a proposed regulation to Common Council that gave merchants the same rights as persons operating a boom box, tape recorder etc. as in Section 70. 18 of Ithaca Commons Rules. LONG RANGE PLANNING COMMITTEE REP. SCHLOUGH , reported that some committee . members visited Corning and met with Jack Benjamen and Virginia Pancoe of Corning Intown Futures Inc. Corning is beginning their second five year plan which includes: $50 million Corning Glass Works Corporate Head Quarters, Festival Marketplace, an Arts & Conference Center, and commercial and private development. Some of the projects in the first plan include: hotel expansion, The Intown Square Plan ( multi-use parking garage, Centertown Park, Centerway Bridge, and transit mall ) , and retail anchors. Also Corning has a full-time marketing and promotions director. Presently the LRPC is de- termining the assesed value of the Central Business District, on completion of the value of the district and determination of user type the committee will prepare a time table of things to do. Date of next meeting has not been set yet. ENFORCEMENT COMMITTEE, POLICE CHIEF HERSON MET WITH THE DIBA at their re- quest to discuss various problems on the Commons and in Center Ithaca. Generally the teenagers were of most concern. Herson reported that the police were doing their best with the officers available. Due to frequent calls requiring"social work"type activities and counseling of depressed people, police officers aren't always available for street or Commons duty all during their shift. Everyone recognized that some officers do a fine job on The Commons while others seem less interested. DIBA and CAB members agreed that it may boil down to hiring our own security force. OLD BUSINESS : SIMEON'S RECEIVED PERMISSION FROM COMMON COUNCIL TO SERVE ALCOHOLIC BEVE RAGES on The Commons as part of their outdoor dining. All commented that the outdoor dining would add alot to the atmosphere of The Commons. AMERICAN COMMUNITY CABLEVISION is holding an open house and the PSA on The Commons will be available for viewing at that time, April 11 , 1987. NEW BUSINESS : A SHOPPING HABITS SURVEY HAS BEEN COMPLETED BY ITHACA COLLEGE STUDENTS and will be reviewed by Hayes and Schlough so that more information can be obtained. Results will be presented some time in May. THE CAB SUPPORTED DEMINGS REQUEST TO ATTEND A "Promoting Downtown" conference in Baltimore in May. ABSENT: HAYES, LOUNSBERY, STONE. COMMITTEE REPORTS: AMENDMENTS COMMITTEE Chairman, Underwood,reported that the noise ordinance will be dicussed again at the Charter and Ordinance Committee meeting on May 18. It:was called to the CAB's attention that on Saturday May 9, 1987, amplified sound on The Commons created an unpleasant atmosphere resulting in many complaints. The Iry Lewis and Parajays Beauty and the Beach promotional music was much too loud and repeated requests to turn down the volume were not effective because store personnel kept turning the volume back up again. In addition Logos and Alphabet Soup had music directed toward The Commons. It was reported that Plum's Restaurant has installed speakers under their marquee. It was agreed that the recent proliferation of amplified sound warranted an all out effort to convince C&O and Common Council to support no amplified sound directed toward the Commons without a special permit issued by the Commons Advisory Board. Board members were encouraged to attend the C&O meeting to address this issue. Members also noted that more police presence was needed on The Commons because the bike and skateboard regulations were not being enforced. The CAB directed Deming to request that the No Bicycles stencil on the curb cuts be done again as it has nearly worn off. LONG RANGE PLANNING COMMITTEE coordinator, Schlough, reported that a presentation and discussion of a proposed Central Business District Plan is scheduled for the next LRPC meeting, to be held on May 19, 87. TOURISM COMMITTEE representative, Deming, reported that she attended a travel fair held in Albany , that was cosigned to assist New York State government workers in planning their vacations. The Ithaca area had a high level of recognition with many positive comments about the city and the area's natural beauty and cultural activities. Many parents of incoming I.C. and Cornell students stopped to chat and collect brochures. Katz will call about CNN travel tips OLD BUSINESS: A MEETING BETWEEN SKATE BOARDING ENTHUSIASTS, THEIR PARENTS AND REPRESENT- ATIVES OF THE YOUTH BUREAU has been scheduled for May 21, 87 by Deming. Hopefully an interaction between skate boarders and youth recreation workers will result in a facility for skate boarders that is safe and supervised:. NEW BUSINESS : THE COMMONS VIDEO produced by Ithaca College students Jay Childs, Nancy Mickey and Renee Rockmaker was shown and received rave reviews. Katz showed a Commons PSA that he produced for cable TV at ACC. Board members thanked Katz for the excellent public relations tool. It was suggested that the PSAs that Barbara Mink did some years ago for radio be located and used again also. THE SUMMER MEETING SCHEDULE WAS DISCUSSED, if possible one meeting per month will be scheduled during June, July and August. OTHER: RICHARD ADAMS. ABSENT: HAINE, MILLER, SCHLOUGH. The minutes of the May 15, 1987 meeting were approved as written. COMMITTEE REPORTS: AMENDMENTS CHAIR, UNDERWOOD, REPORTED THAT COMMON COUNCIL PASSED THE "NO AMPLIFIED SOUND DIRECTED TOWARD THE COMMONS WITHOUT A PERMIT" ORDIN- ANCE. The vote was 6-3 in favor. LONG RANGE PLANNING reported that the next meeting is scheduled for June 24. Agenda items include: district boundaries,. information, resources, contacts, proposed goals and objectives, organization and funding, evaluation of tax benefit district structure and inventory of Central Business District property. OLD BUSINESS : THE COMMONS AWARDS WERE DISCUSSED WITH THE FOLLOWING CATEGORIES SUGGESTED: The Edward Conley Award, for outstanding contribution to the Ithaca Commons and/or the Downtown Community, Merchant Award, Design-Facade-Beautification Award, Visual or Performing Arts Award, and Media Award. Awards would be given out in a ceremony held before the Sept. 3, evening concert. Osborn, Sheikh, and Stone volunteered to work with Deming on criteria and other details at a June 25 meeting. NEW BUSINESS : RICHARD ADAMS OF LOGOS BOOKSTORE REQUESTED A PERMIT TO PLAY AMPLIFIED MUSIC DIRECTED TOWARD THE ITHACA COMMONS. He stated that only music that was available for sale in his store would be played. A lengthy discussion followed, members were concerned about granting a permit that allowed amplified sound on a daily basis yet wanted 'to be able to set the terms of such a permit rather than letting Common Council hear an appeal and set the terms. The conditions for the permit were reworded and voted on. "A temporary, revocable permit issued from June 25, 1987 through August 7, 1987 to play amplified music that is directed toward the Ithaca Commons. The music must be available for sale at Logos and the volume must be kept at a low level so that it can be heard only in the area directly in front of the store, not extending beyond 15 feet from the edge of the building. The volume of the music is subject to regulation by City officials and members of the Commons Advisory Board. Request for an additional permit will be considered at the August 7, 1987 CAB meeting after the conditions and effect of the temporary permit have been evaluated." The request for a permit was passed by a 6-2 vote. CITIZENS SAVINGS BANK REQUESTED A PERMIT TO SET UP AN AREA ON THE COMMONS IN WHICH TO OPEN ACCOUNTS FOR STUDENTS during orientation sessions. Section VI of the CAB Operations Manual state that "Sales of Merchandise by individuals who are not part of a larger organized group will not be permitted. It was suggested that the other downtown banks be involved in a group effort. CAB voted 7-1 in favor of granting the permit if the other banks were allowed the same opportunity. An Equal Opportunity Employer with an Affirmative Action Program" Commons Advisory Board minutes of June 19, 1987 continued THE SUMMER MEETING SCHEDULE IS AS FOLLOWS: July 17, 1987; August 7, 1987; August 21, 1987 if necessary and September 11, 1987. Meetingswill be held in the second floor conference room of City Hall. COMMITTEE REPORTS: LONG RANGE PLANNING CHAIR: SCHLOUGH, REPORTED HE ATTENDED A MEETING in Syracuse on June 19, 87 with officials of private downtown development organizations from across N. Y. State and Lieutenant Governor Lundine to discuss economic develop- ment issues affecting the State's downtowns and to work with the Lt. Governor on creating a partnership to address these issues. THE AWARDS COMMITTEE REPORTED THAT THE FIVE CATEGORIES are: The Edward Conley Award, given to a individual, group, organization or business for an outstand- - contribution to the Ithaca Commons/downtown community; Merchant Award, for leadership in retailing, service to the community and contribution to the spirit of the Ithaca Commons; Design Award; Arts Award; and Media Award. All C.A.B. members were asked to be present and to contribute goods or services to The Commons Awards Ceremony, to be held in the evening of Sept. 3, 87 at the Center Pavilion. Haine will perform; Underwood to present last four awards; Lounsbery,refreshments; Hayes,paper goods;Sheikh, balloons;Katz, video tape and media; Deming, certificates and invitations; others to be assigned. Edward Conley will present the Conley Award. The board will vote for the recipients at the August 7 meeting. OLD BUSINESS: THE NEED FOR DIRECTIONAL SIGNS TO GUIDE MOTORISTS TO MUNICIPAL PARKING LOTS AND RAMPS was discussed again. It was pointed out that unless one is very familiar with Ithaca, the one-way streets and the locations of municipal parking,the ramps are invisible until it is too late to change lanes or make the necessary turn. The members requested that the DPW look into directional signage to be placed on on Green, Aurora, State, Cayuga and Tioga Streets. The City of Canandaigua has a good example of small but effective signs for this purpose. NEW BUSINESS: THE DIBA WAS GRANTED PERMISSION FOR A THREE DAY PERMIT (7/30, 7/31, & 8/1, 87 ) FOR SIDE WALK SALES providing that all primary and secondary Commons merchants were allowed to participate. SIMEON'S RESTAURANT REQUEST FOR AN EXTENSION OF THEIR OUTDOOR DINING PERMIT was approved by a 6-0 vote to extend the lease until October 15, 1987 with a credit for the 23 days that were paid for prior to the actual opening. COMMITTEE REPORTS: AWARDS COMMITTEE presented the nominations for recipients. The CAB selected the the following: Conley Award--Joe Ciaschi, Merchant Award--Earl Hayes, Design Award-- Robert Dein, Arts Award--George Carvell, Media Award--Mark Schultz. Members were given assignments for the ceremony and updated on the schedule for the September 3 event by Deming. OLD BUSINESS : RICHARD ADAMS OF LOGOS REQUESTED THAT HIS PERMIT TO PLAY AMPLIFIED MUSIC be extended. Adams had followed the regulations of his permit during the last two months and was therefore granted a second permit from August 7, 1987 to February 15, 1988. It was noted that Plantations should apply for a permit on the same time schedule so that renewal dates would all be on February 15. Deming will speak to Alan Buchberg about Plantation's permit to place flowers out in front of the store. THE COMMONS MAINTENANCE ITEMS TO BE DISCUSSED WITH ERIC DATZ are: graffitti removal, stains on concrete, cleaning and sweeping schedule and effectiveness, gutter cleaning, parking garage cleaning ( piles of trash and broken bottles ) repair on concrete on garages, lighting in garages, lighting on Commons ( NYSEG study ) , more trash receptacles, more bike racks, new cork and repairs on towers, stencils on curb cuts and resolving the many problems with the main fountain. Also it was noted that planter walls and plantings need repair or replacement. Eric Datz will be invited to attend a CAB meeting as soon as it is convenient for him. Members would also like to discuss the 1988 Commons maintenance budget and work schedule. MILLER, SCHLOUGH AND SHEIKH ARE WORKING WITH DIBA ON a joint CAB/DIBA parking committee that will be presenting ideas to the DPW with the hope that a parking committee made up all concerned can be established. SIMEONS WAS GIVEN PERMISSION BY COMMON COUNCIL TO EXTEND OUTDOOR DINING until October 15, 1987. Deming and Alan Cohen, manager of Simeons, will closely monitor the student activities in the evenings to make sure that there are no problems. If for some reason proper control can not be maintained, Cohen said he would discontinue the outdoor dining for the remainder of the season. The minutes of the August 7, 1987 meeting were approved as written. The October 2, 1987 meeting agenda was devoted to the discussion of: REQUEST BY LOUIS CASSANITI TO CHANGE THE MOBILE VENDING CART REGULATIONS to allow him to " set up a griddle and accessories " so that he could add sausage and coney hot dogs to his regular menu on a trial basis during the month of October, 1987. Cassaniti's request was refered to the CAB by Alderman Schlather, Chair of the Charter and Ordinance Committee. During a very lengthy discussion of the request it was determined that Cassaniti was interested in also changing the regulation IV-24 limiting the number of permits to one per season per person/organization. The CAB agreed to discuss Reg. IV-24. In response to the table and griddle, the CAB cited VI-A-8 of the Operations Manual and agreed that spaces on The Commons can not be rented out for private use unless a " part of a larger organized group " presenting an event. It was determined that Mobile Vending Cart Regulations 1-4 " No items shall be stored or placed upon any public space adjacent to the cart " and 1-10 " Smoke and/or odors produced by cooking of foods on a mobile vending cart must be vented, filtered or disposed of in a comparable manner so as to reasonably prevent the release of odor or particular matter into the surrounding environment " were regulations that should not be changed. It was suggested that Cassaniti look into modifying his existing cart or purchase a cart that would meet regulations cited above. Discussion of Reg. IV-24 will be placed on the October 23 CAB agenda. THE COMMONS MAINTENANCE DISCUSSION WITH ERIC DATZ AND JACK DOUGHERTY was cut short due to the time spent on the Cassaniti request. Attached is the discussion outline with comments. Two major items were:the need for city employees to adjust their working hours to accommodate the changing use patterns/times of the public in regard to The Commons and the parking garages, and what an acceptable level of maintenance is. Datz felt that, after three years of a team in charge of the buildings and structures in The Commons area, maintenance and staff were at a level acceptable to him. CAB members disagreed and sought suggestions on how to supplement the existing level. GUESTS: UNITED WAY DIRECTOR, MELISSA SEIGEL, REQUESTED AN ON COMMONS LOCATION for a thermometer sign to mark the progress of the United Way Campaign. The Norstar Bank Building was the choice of the CAB, noting that the sign must be down the week- end after Thanksgiving. Seigel will request permission from Norstar Bank for the use of their building. COMMITTEE REPORTS: AMENDMENTS will be ready for distribution at a November meeting. LONG RANGE PLANNING announced a meeting with several members of the Downtown community would take place in November. OLD BUSINESS: THE PROPOSED DESIGN FOR THE CAFE AT ISZARD'S is in violation of the Official NYS Uniform Fire Prevention and Building Code. The proposed encroachment onto The Commons interferes with a required 50 foot right of way. The encroachment onto the Rothchild's Plaza is not in violation of the code but must be taken to Common Council because a proposal involving 240 sq. feet is not a mere encroachment but requires the sale or lease of City property. An appeal process for the NYS O.U.F.P. 6B. Code is available through a NYS district office. APPLE HARVEST WEEKEND was a success, new events and themes were introduced adding more variety and excitement to the weekend. A special thank you was given to the I.C. dancers and mask maker Barbara Cranfield. Generally,stores reported that sales were good. THE PERMANENT TELEPHONE BOOTHS ARE IN PLACE ON THE COMMONS ; members agreed that the new booths were acceptable and hoped that eventually all booths would be replaced with this design. NEW BUSINESS: THE HOLIDAY SCHEDULE was reviewed. Dates are as follows: Halloween Parade, Oct 31 ; Santa Parade, Nov. 22; Tree Lighting, Dec 5; Children's Day,Dec 6. Volunteers are needed for the Halloween Parade. Iszard's offered to host small performing groups during holidays. THE FARMERS' MARKET is interested in having an outlet on The Commons. The produce vendors were very well received during Apple Harvest Weekend and added a great deal of color. CAB suggested reviewing proposals submitted by The Farmers' Market. COMMITTEE REPORTS: PARKING COMMITTEE MEMBER,Schlough reported that it was agreed that the rate structure should be improved to increase revenue where appropriate and parking ramp/ lot hours of collection and enforcement needed to be expanded. LONG RANGE PLANNING is presently involved in working with two Civitas students from Cornell, Planning Dept, and Community Development on a project to increase ' the number of living units in vacant or under used space in the upper floors of the Commons. OLD BUSINESS: MOBILE VENDING CART REGULATION IV-24 ( # of permits held by an individual etc. ) was discussed as per request of C & O. At present there is no formal request by a citizen to change it therefore the board Voted 6-0 in favor of leaving it as is. THE FOLLOWING NAMES WERE SUGGESTED AS POSSIBLE REPLACEMENTS FOR J.CRISPIN : Sally True, Pat Pullman, Jean Cookingham, Tom Miller, Joe Gentili, and Ken Vineberg. NEW BUSINESS: DAVID RADIN'S REQUEST FOR LATE APPLICATION FOR A MOBILE VENDING CART PERMIT, AS REFERED BY COMMON COUNCIL, was granted. A SIGNAGE SYSTEM FOR THE GREEN ST. PARKING RAMP was reviewed, all-agreed that it was a great start on a city-wide system that was long overdue. It was suggested that the counter clock wise loop around the downtown could be better communicated to the local motorists and traveling public through advertising,brochures, and signage. Kathe Evans to be congratulated for her work on this project. THE PROPOSED PARKING TICKET FINE INCREASE was discussed; CAB voted 6-0 in favor of endorsing the DI BA's position not to increase the two dollar fine, but find a way to penalize the meter feeder and persons that sit all day under a two dollar parking ticket. All agreed that the increase in cost will not solve the problem of meter priviledge abuse. VOLUNTEERS ARE NEEDED FOR THE HALLOWEEN PARADE, Schlough and Sheikh volun- teered. Hayes will supply the candy. SANTA CLAUS WILL NOT BE LOCATED AT WOOLWORTH DEPARTMENT STORE THIS YEAR. It was suggested that Santa should be located on the main level of the Center Atrium near the Christmas Tree.
