The minutes of the December 13 , 1985 meeting were approved as written. COMMITTEE REPORTS THE AMENDMENT COMMITTEE REPORT was given by Underwood who stated that amendments to the Ithaca Commons Rules, Ithaca Commons Advisory Board Operations Manual, Mobile Vending Cart Regulations, Application for Ithaca Commons Use Permit, and Mayor's Commons Use Permit Application were completed and on the way to The Charter and Ordinance Committee for the January Meeting. Deming read a memo from City Attorney R. Stumbar stating that the resolutions amending the Mobile Vending Cart Regulations done in response to the Holdsworth resolution of October L , 1985 were sent to The Charter and Ordinance Committee by Common Council on January 8, 1986. The flower cart/chestnut cart being operated under the Iszards overhang was discussed in response to an inquiry by Sheikh. Miller explained that the vendor was operating in cooperation with an arrangement between Iszards and Louis Cassaniti. THE DIRECTORY COMMITTEE UPDATE was given in response to Schlough 's request for information. Deming reported that the directory panels were at Cayuga Sign having some unexpected modifications and comple- tion of the project would be delayed for a few weeks. OLD BUSINESS CENTER ITHACA STORE ENTRANCES LOCATED AT THE EAST AND WEST END OF THE BUILDING have been remodeled to eliminate doors that swing directly onto The Commons. Sheikh reported that this action was taken in response to requests made by the C.A.B. to Stan Goldberg and Peter Levatich. The board members voted unanimously to send a memo to the Building Commissioner, Thomas Hoard, informing him of The Center's action and calling his attention to the fact that Rite Aid Pharmacy has the only doors that still swing out directly onto The Commons. Also his assistance in drafting a proposed ordinance that would correct and prevent this type of hazzard is requested. r,nal .. '- PSI m fI n Artinn Prnn,a.,. COMMONS ADVISORY BOARD MEETING; JANUARY 17, 19$6 continued THE FOLLOWING COMMONS ADVISORY BOARD REAPPOINTMENTS have been made: "• by Mayor Gutenberger: Lounsbery, Schlough, Underwood; by B.P.W. : Stone; by Common Council : Haine. One appointment by Mayor Gutenberger is still to be named and Jon Crispin was granted a three month leave of absence while he works on a special project in Europe. The C.A.B. voted unani- mously to re-elect Underwood as Chairman and elect Schlough as Vice Chairman. AN ATRIUM USE COMMITTEE MEMO from H. M. Van Cort was noted. The memo summarized the notes from the first meeting; discussion centered on: defining the space and use, notice time needed for permits, designating areas for displays and distribution of information, a co-operative effort by Center Ithaca and City of Ithaca staff. The next meeting is scheduled . for January 23 , . 19$6. NEW BUSINESS LOUIS CASSANITI OF LOU'S GOURMET HOTS was given a permit to operate a mobile vending cart on The Commons for the Spring/Summer 19$6 season. He was assigned to location ( e ) as per his request. THE CONTRA DANCERS UNDER THE DIRECTION OF TED CRANE will be considered a part of The Commons Summer Entertainment Program. A permit for the use of the Center Pavilion on Monday evenings June - September will be granted. THE CHAMBER OF COMMERCE TOURIST COUNCIL'S 19$6 PLANS AND PROGRAMS were reviewed by Deming. The hew map was discussed; suggestions were made regarding the price of the map, it was some members. opinions that the map should be supported by advertising only and given to advertisers at no charge so they could give it to the public free of charge. The Spring. /Summer calendar of events was discussed and awarded $100.00 in financial support, if successful Fall/Winter will be supported with the same funding. Deming will represent The City of Ithaca on the Special Projects Committee of The Finger Lakes Association. She will serve on the Hospitality Seminar and the FAM Tour sub committees. COMMONS ADVISORY BOARD 19$6 PROJECTS will include the development of an information booth on The Commons. The C.A.B. directed Deming to speak to Carol Spence about the possibility of space in Center Ithaca. THE FEBRUARY MEETING SCHEDULE WILL RETURN TO THE TRADITIONAL 1ST AND 3RD FRIDAYS OF THE MONTH. UNIVERSITY PIZZA REPRESENTATIVE, EARL GRANT, PRESENTED APPLICATION information for a Mobile Vending Cart Permit. The vending unit, a motorized vehicle, did not meet vending cart or Commons regulations. The Board suggested that Grant keep his application active while looking into other possibilities for a vending cart and return for the February 21 , 1986 meeting. THE LEARNING WEB REPRESENTATIVES, SARAH HESS AND BETSY RICE PRESENTED APPLICATION information for a mobile vending dip cart that serves Ben and Jerry's Homemade premium ice cream. The application and design information was reviewed and approved by a 6-0 vote infavor of continuing The Learning Web's application process. All application material was given to Jon Meigs to take before The Design Review Committee. COMMITTEE REPORTS : AMENDMENT COMMITTEE: Deming reported that amendments regarding rules for bicycles and amplified sound were held up in Charter and Ordinance Committee debate. About half of the amendments have been reviewed with the rest scheduled for the next C8O meeting to be held on February 18, 1986. Schlough read a MEMO FROM DAN HOFFMAN, COMMON COUNCIL MEMBER , that suggested that a public meeting be called for " the express purpose of collecting opinions and suggestions on the subject " of the proposed bicycle use amendment and loud noise regulation. The C.A. B. voted 6-0 infavor of a public meeting, at the Charter and Ordinance Committee level,that would address this issue. DIRECTORY COMMITTEE : Deming reported that the directory panels are finished and will be installed as soon as electrical parts for the back lighting units are received by Eric Datz, D.P.W. NEW BUSINESS : THE YOUTH BUREAU'S PLANS FOR THE WORLD'S LARGEST PIZZA PARTY, A KICK-OFF EVENT FOR A FUND RAISING CAMPAIGN, was reviewed. The C.A. B. supported the idea of this event, tentatively planned for March 15, 1986 on The Commons. Details will be worked out with: Fire Dept. , Police Dept. , Merchants, D.P.W., and Commons Coordinator before permit applicaton is presented. THE FILING OF A COPY OF VENDOR'S SALES TAX CERTIFICATE upon receipt of a Mobile Vending Cart Permit was suggested by Sheikh. It was agreed that this is an excellent idea. The City Clerk's office will be consulted as to the proper procedures of requiring and recording the sales tax certificate. To make the filing of a tax certificate a requirement for obtaining a vending permit will mean amending the Mobile Vending Cart Regulations. COMMITTEE REPORTS : AMENDMENT COMMITTEE: Underwood reviewed the changes that the Charter and Ordinance Committee suggested during their review of the proposed amendments. C & 0 would not allow, Sec. II A 2 a ( one representative from the Downtown Business Women ) because the D. B.W. is a sexist organization. The C.A. B. voted 6-0 to change the amendment to one member at large. The other key amendments in question: Sec. 70.6 Bicycles, Sec. 70.18 Amplified Sound, Use permits # 11 & 12 Leafleting and Other Solicitaions, Mayor's Use Permit . . frequency and duration are discussed in attached memo. OLD BUSINESS : THE LEARNING WEB MOBILE VENDING CART PERMIT APPLICATION was approved by the Design Review Board. Rice submitted a copy of proof of insurance and the C.A. B. granted the permit pending approval of the Health Department and evidence of a sales tax certificate issued by the State of New York. The exact location of location c of the Mobile Vending Cart Regulations must be varified before the permit can be issued. Meigs will assist Deming in finding proper location for site c. NEW BUSINESS : A PUBLIC HEARING REGARDING THE AMENDMENT CHANGES IN QUESTION WILL BE HELD BY THE CHARTER AND ORDINANCE COMMITTEE AND THE COMMONS ADVISORY BOARD ON MARCH 3, 1986 AT 7:30 PM IN COMMON COUNCIL CHAMBERS. Underwood urged all C.A. B. members to attend or prepare a statement to be read that supports the proposed amendments. Underwood will speak to the D. I . B.A. on Thursday Feb 27, 1986, Schlough will prepare a letter for the Ithaca Journal and Lounsbery will write to Charter and Ordinance regarding her position. Your presence and input is very important. Over the past few months the Commons Advisory Board has been faced with several problems on the Commons and has proposed changes in Commons Rules and Regulations to correct these problems. The Charter and Ordinance Committee of Common Council and the Commons Advisory Board need to know how you would want to have these problems corrected. BICYCLES: Problem: Many bicycles are ridden on the Commons, creating a safety problem for the elderly, handicapped, children and visually impaired. Many bicycles are chained to trees, benches, etc. , creating hazardous conditions for visually impaired people walking the Commons. Currently, bicycles are to be walked to the nearest storage racks. The CAB Proposal: Ban bicycles and similar devices (skates, skateboards) from the Pedestrian (Primary) section of the Commons. B. NOISE: Problem: Many individual radio and amplified sound devices, played at a loud, annoying or offensive manner are interfering with conversation, comfort, repose, health or safety of others. The CAB Proposal: No amplified sound on public address systems are permitted except by special permit issued by the CAB. Individual electronic sound amplification shall not be operated in a manner so that the noise from the device interferes with the conversation or comfort of others within any building or at a distance of 25 feet or greater. C. LEAFLETING OR OTHER SOLICITATIONS: Problem: Keep this as it is now regulated, allowing "passive solicitation" Do not change to allow "active solicitation". The CAB Proposal: Permits issued for fundraising, soliciting and information shall be restricted to "passive solicitation". Active solicitation such as hawking, approaching passers-by and otherwise disrupting the natural flow of pedestrian traffic shall be prohibited. No person shall post, throw, scatter, or hand to persons passing on the Commons, advertising matter of any kind. D. NUMBER AND DURATION OF USE PERMITS: Problem: Some groups (demonstration, protest and petition) have been obtaining a use permit, legally, for up to 21 Saturdays. This can tie up space on the Commons for over 5 months, making it difficult for other groups to have a fair chance to use space on the Commons. The CAB Proposal: No user will be permitted to use the Commons for more than three events in any calander year. A single event is generally defined as being limited to three consecutive days duration. A minimum of three days elapsed time between events will be required. COMMITTEE REPORTS: AMENDMENT COMMITTEE : Underwood reviewed the CHARTER AND ORDINANCE COMMITTEE public hearing held on March 3, 1986. The hearing was well attended and many people addressed the proposed Bicycle and Mayor's Commons Use Permit amendments. Underwood proposed that the Bicycle and Noise amendments be resubmitted as written and the Mayor's Permit amendment be adjusted to allow for an alternative for opportunities to speak when a group or individual has used up their three permits. Underwood's proposal was made into a motion, the vote was 6-0 in favor. Underwood and Deming will work with Bennett to prepare for the C&O meeting on March 17, 1986. NEW BUSINESS : THE POSSIBILITY OF A SPEAKERS CORNER WAS INTRODUCED BY HAINE. It was discussed briefly due to time limitations; Haine requested that it be put on the March 21 , 1986 agenda. The Charter and Ordinance Committee of Common Council and the Commons Advisory Board are interested in the opinions of the citizens concerned about this issue. A. BICYCLES: EXISTING RULE: Sec. 70.6 Bicycles, etc. Riding of bicycles, roller skates, skate boards and similar wheeled devices is prohibited on the Ithaca Commons. Bicycles may be walked to storage racks provided for that purpose. Wheelchairs, baby carriages, and similar devices intended for the convenience and comfort of handicapped persons or infants are permitted. PROBLEM: Many bicycles are ridden on the Commons, creating a safety problem for the elderly, handicapped, children and visually impaired. Many bicycles are chained to trees, benches, etc. , creating hazardous conditions. The existing rule is difficult for police officers to enforce. C.A.B. PROPOSAL: Ban bicycles and siminlar devices on the primary Commons. ALL bicycles must be in racks to be located on the periphery of the Commons. Commons residents will be issued permits to walk bicycles to their residences. B. NOISE: EXISTING RULE: Sec. VI Guidelines D. Sound, Light, and Electrical Equipment 1 . Amplified sound of any nature should generally be discouraged but if used, sound levels should be kept low and subject to immediate volume reduction when requested by any city official. No person shall throw or scatter, or hand to persons passing upon the streets and public places within the City, advertising matter of any kind. Ithaca Commons Rules Chapter 70, Sec. 70.17 Existing Ordinances, All existing ordinances of the City of Ithaca shall apply to the Ithaca Commons unless superseded by one of the before mentioned provisions of this Ithaca Commons Ordinance. PROBLEM: The Charter and Ordinance Committee would like to change and or eliminate these rules. C.A.B. PROPOSAL: Keep the existing rules. Do not change rules to allow active solicitation. D. NUMBER AND DURATION OF MAYOR'S COMMONS USE PERMITS: EXISTING RULE: From Religious or Political Mayor's Commons Use Permit Application, Each permit will be limited to (7) seven days or less. Any individual or organization will be allowed a maximum of (3) three permits per calendar year. PROBLEM: Some groups have interpreted this to mean that a (7) seven day permit means seven Saturdays. This interpretation would allow groups to reserve up to 21 Saturdays during one year, making it difficult for other groups to have a fair chance to use space on the Commons. C.A. B. PROPOSAL: No user will be permitted to use the Commons for more than three events in any calander year. A single event is generally defined as being limited to three consecutive days duration. EXCUSED: MILLER, STONE. OTHERS: BURAK, GRUBB, LERHMAN, LINTON, MOON, PARSHALL, VAN LUKEN, WIKSTROM. Minutes from the meeting on March 21 , 1986 are not official because a quorum was not present and no official action could be taken. A WRITTEN PROPOSAL FOR A STREET PERFORMER'S FAIR was presented by Erik Wikstrom. Wikstrom requested permission to confirm plans for a two day Street Performer's Fair to be held on the Commons on June 20 and 21 , 1986. This fair would be co-sponsored by the City of Ithaca as part of the summer entertainment program. The fair would included a mask making workshop, fire juggling, parade, and various performances by area street performers. Sheikh was concerned about crowds blocking store entrances. Deming said that locations for performances had been designated throughout the Commons and performances would be rotated so crowds would gather and disperse and not block store entrances for long periods of time. It was noted that the fire juggling event scheduled for Friday night be cleared with Fire Chief Olmstead. Sheikh suggested that Wikstrom request permission from the D. I . B.A. also; Hayes said that a request would not be necessary, informing D. I . B.A. would be appropriate if the C.A. B. approved a permit application for the event. The C.A. B. VOTED 8-0 IN FAVOR of granting The Street Performer's Fair a permit to use the Commons on June 20 and 21 , 1986. JAMES LINTON REQUESTED THE NECESSARY PROCEDURE FOR MAKING AN APPEAL TO COMMON COUNCIL TO OBTAIN A MOBILE VENDING CART PERMIT FOR THE SPRING/SUMMER SEASON OF 1986. Linton's request for a permit was made after the January 30 deadline and had to be refered to Common Council for appeal. The C.A. B. voted 8-0 to support and refere Linton's appeal. Linton also requested that the C.A. B. consider amending the Mobile Vending Cart Regulations to allow for a June-October seasonal permit for farmers to sell locally grown produce. The area produce season generally is mid June through late October. The C.A. B. will try to formulate an appropriate solution or amendment. THE ITHACA FESTIVAL STAFF: GRUBB, PARSHALL, VAN LUKEN, AND BURAK PRESENTED PLANS FOR JUNE 7 AND 8. The 1986 Festival will feature a small scale street fair on the Commons on Saturday. Performances will be at a variety of sites with many wandering musicians and rotating performances. Food vendors will conform to all City regulations and be carefully supervised. April 11 , 1986 meeting minutes continued } TEEN CELEBRATION DAY, SPONSORED BY THE CITY OF ITHACA AND THE YOUTH BUREAU, was reviewed by Lerhman and Moon. The one day event to recognize the community's teenagers is scheduled for May 10, 1986. Plans included a proclamation by Mayor Gutenberger, booths and displays, art show, entertainment and a party at The Chapter House. A fundraising pizza sale will be held to help furnish the new Youth Bureau building. The C.A. B. voted 8-0 in favor of granting a permit for Teen Celebration and thanked Lerhman and Moon for their efforts. FESTIVE FLAGS FOR THE COMMONS, A D. I . B.A. IDEA TO PROMOTE SPECIAL COMMONS EVENTS, was presented by Sheikh who substituted for Carol Spence. The D. I. B.A. would like permission to have individual merchants design and purchase a banner type flag that would be placed in brackets above each store. These banners would be used in conjunction with Commons wide special events and promotions. It was requested that the City install the brackets for the Merchants and D. I. B.A. would pay for the service. The C.A. B. asked that a complete proposal, including: design, height, storage, period of time hanging, color and material, be presented by Spence at the April 18, 1986 meeting. The following must be consulted: Fire Department, D.P.W., Building Department, Planning Department and Design Review Board. COMMITTEE REPORTS AMENDMENTS: Underwood reported that the Common Council passed all amendments as written in the last proposal. REFUSE: Deming reported that the new trash regulations and program began on schedule and that most merchants are cooperating. It will take time to have everyone in compliance but there is hope for a cleaner Commons by Summer. OLD BUSINESS A COMMONS RULES ENFORCEMENT COMMITTEE WAS APPOINTED BY UNDERWOOD. Members are: Haine, Hayes, and Underwood. The committee will meet with members of the Police Department, the Mayor and other involved parties. NEW BUSINESS: THE D. I . B.A. REQUEST FOR SIGNAGE ON THE THREE TOWERS WAS PRESENTED BY SHEIKH. THE D. I . B.A. would like to use the space that the United Way uses on the towers. Special signs would be designed for Commons wide events and placed on the towers for the week preceeding the event. The C.A. B. voted 4-2-1 in favor of giving the D. I . B.A. a permit for the Summer Craft Fair only. Underwood asked Schlough to gather information about banners and temporary signs and work with her and Deming on the use of the banners/flags on buildings and temporary signs on the towers. MEETING SCHEDULE for April will be next Friday April 18. May will return to the first and third Friday of the month unless the work load determines otherwise. JON CRISPIN WAS WELCOMED BACK TO ITHACA AND THE C.A. B. and will report on his adventure at the next meeeting. THE PROPOSAL FOR FESTIVE FLAGS/BANNERS FOR THE COMMONS was presented by Carol Spence who represented the D. I . B.A. and is in charge of this promotional project. Wood poles would be placed in brackets mounted on building fronts at a height of 18+ft above the ground. Poles would be parallel to the ground with banners dropping to 13ift. above the ground. Spence reported that Fire Chief Olmstead said this would meet the fire code. Banners will be available to merchants on the Commons, Aurora St. , and Cayuga St, will be coordinated by use of color and the same rip stop nylon fabric, and will be put up and taken down at the same time. Spence said that banners would be up for one week at a time during special events and promotions that were Commons wide. Underwood stated that no symbols, letters or anything pictorial could be used and requested a schedule of events and promtions when banners would be used. Underwood said that the proposal needed to be reviewed by Tony Egner and the Design Review Board and then Spence should return with the requested information and a follow-up report of the reviews. MR. JAMES LINTON'S REQUEST FOR A SPECIAL LOCALLY GROWN PRODUCE SEASON VENDING PERMIT was discussed by the C.A. B. Underwood presented the following ways to accomodate this request: have a June to October season that correspondes with the existing DeWitt Park Farmers Market and City of Ithaca agreement, have Charter and Ordinance create a special section in The Mobile Vending Cart Regulations that would deal with only locally grown produce. The C.A. B. voted 6-0 in favor of changing the season to accomodated the locally grown farm produce. A DELEGATION OF OFFICALS FROM THE CITY OF POUGHKEEPSIE WILL BE VISITING THE ITHACA COMMONS ON APRIL 25 and 26 . Mayor Gutenberger would like to extend an invitation to all C.A. B. members to join City Hall officals at meetings on the 25th and 26th to discuss the history and operations of The Commons. A MOCK-UP LOCK-UP FUNDRAISING EVENT THAT WILL BENEFIT THE AMERICAN CANCER SOCIETY was reviewed by Jay True. Telephone lines will be strung by the telephone company to the Center Pavilion. True submitted a Commons permit application for July 15, 16, & 17. The C.A. B. voted 6-0 in favor of granting the permit. MR. LINTON'S MOBILE VENDING CART WAS APPROVED BY THE DESIGN REVIEW BOARD SUBJECT TO REVISIONS AGREED TO BY LINTON. The C.A. B. approved the Seneca & Tioga corner location for a 5 month period, June 1 - October 31, 1986. Linton will appear before Common Council on May 7 to appeal the application deadline date. He goes with the support of the C.A. B. THE FESTIVE BANNERS ON THE COMMONS WERE DISCUSSED at great length by the C.A. B. , Spence, and Meigs. The Design Review Board report was given by Meigs. At present concerns over the uniformity of height and distance between banners and a schedule of timely displaying of the banners seemed to be the main issues. All felt that banners should be distributed uniformly so that a spotty effect was not created. The idea of banners for the three towers was mentioned but Spence said the cost would be about $1 ,000 and would not really include the side streets in the visual message of activity. Members of the Design Review Board are willing to work with Spence to come up with the right scheme. Spence asked to be allowed to go ahead on a trial basis; the C.A. B. asked her to,instead, come back with the following information: number of banners, where they would be placed, specific events when they would be used and for how long. CHURCH STREET MARKET PLACE, BURLINGTON VT. was visited by Schlough who returned with photographs and the following observations: 4 block long pedestrian mall, supported by taxes, advisory board of City employees and merchants, marketing done by coordinator who is paid by City through tax and assesment, lighting is more and better, nice bench work but few trees, out door dining . that is removeable at night, the location, economics, and demographics more important than the design, vending carts operated from within the cart, use of glass canopy on some stores that protected shoppers from weather but hid store's sign, many people using and enjoying the out door dining. The consensus was that the basic concept and design, for a 'homemade' cart, was acceptable. The design was approved subject to the following revisions: . Substitution of smoother, more finished wood, in a paneled design; the rustic barnboard proposed initially for the body was felt to be too rough--in both appearance and tactile senses--for the Commons precincts. . If separate sets of wheels are to be used for travel and stationary conditions, the travel wheels should not be visible while the cart is on site for vending. . An appropriate umbrella should be used; this, the DRB feels, is an important element that helps to relate the otherwise dissimilar carts to each other and add a further note of color and interest to the Commons ambiance. Regarding the umbrella, the Board noted that the rules for carts appear to restrict it to the same horizontal dimensions-- 4 x 6 --as the maximum for carts. It would seem acceptable in design terms for a standard round umbrella of 6' diamater to be used in a case such as this, where the cart is to be the maximum dimension, and its contents require protection from hot sun. However, the Board does not feel that the proposed banners and display scheme satisfy the objectives that should apply to such elements : quality and durability of materials, a design theme compatible with or complementing the Commons as a whole, integration with existing design features and structures, and sufficient strength or presence as to make a positive contribution to the ambience of the Commons, adding to its perception as a special place. The pro- posal as presented left unanswered significant questions about the relationship of the banners to the Commons, its architecture and design. The Board recommends that the CAB explore and give further consideration to alternative possibilities that might more fully satisfy the above objectives, including but not limited to a more thoroughly thought-out and comprehensive version of the scheme proposed that better responds to the questions and objectives stated above. It was suggested that the red dots that once marked the fire lanes be repainted onto the concrete surface again. Deming requested that Olmstead inspect the set up for Festival, Craft Fair and Side Walk Sale and help her set up guidelines for these events in the future. Once more specific guidlines can be developed a modified proposal will be sent to Common Council for official action. Lewis reviewed the design, menu, and location of out-door dining. It was noted that there would be fees for encroaching onto the Commons and for the use of the out--door dining space. CAB voted 9-0 in favor of the concept of the cafe and refered it to the Design Review Board. HANDWORK REQUESTED A PERMIT TO ALLOW THE BEN & JERRY'S ICE CREAM VENDING CART to be located near their store as part of their Tenth Anniversary Celebration on Sept 23, 1986. CAB voted 8-1 in favor of granting the permit. Meigs noted that the recent change in the Night and Day store front was not called to the attention of the Planning Dept. and the design and balance of the store front could have been better executed. The Building Dept. will be asked to refer facade and sign changes on The Commons to Jon Meigs in the Planning Dept. It was suggested that the Commons Design Advisory Team be reactivated to handle design problems. Deming and Sheikh will work with Meigs to reactivate CDAT. The plywood boards used to cover the windows of the recently closed Ground Round look very bad and have caused several complaints. Deming was asked to talk to the Building Depart- ment to see if there are any regulations concerning boarding up store fronts and to write a letter to the the Marriot Corporation to see if something can be done to improve the way the front looks. COMMITTEE REPORTS ENFORCEMENT OF THE COMMONS RULES VARIES WITH THE PARTICULAR OFFICERS that happen to be on duty that day. Also it has been observed that there are long periods of time when no officers are present. Sheikh reported that Schooley's window had been broken and emptied during the night. Crispin added that things over the past year seemed to be getting worse with several windows being broken. The Board recognized the fact that the Police Department is short handed and instructed Deming to document the most recent incidences of crime and vandalism and incorporate them into a letter of support for more police officers to be hired. It is also necessary to have more police presence on The Commons , especially in the late afternoon, evening and during the late night and early AM hours when windows are being broken. OLD BUSINESS THE OFFICIAL FIRE LANE RULES WILL BE WORKED ON BY: Crispin, Miller and Sheikh so that workable proposals for the North lane can be suggested to Chief Olmstead. PROGRESS ON THE PROPOSED CAFE AT ISZARD'S was given by Deming who stated that the question of encroachment or lease was being researched by the City Attorney and that a second vote would be necessary by the Board of Public Works because there were not enough members present to pass the request with the correct number of affirmative votes. NEW BUSINESS : THE LONG RANGE PLANNING COMMITTEE FOR DOWNTOWN is being selected and will meet in October to discuss the following issues: DEVELOPMENT, BUILDING OWNERSHIP, HOUSING, PARKING, SIGNAGE, TAXI STANDS, DELIVERY AREA, PUBLIC FACILITIES, SECOND STORY BUSINESSES, ARTERIAL ACCESS TO COMMONS, ROUTE 96, MANAGE- MENT AND PROMOTION OF THE TAX BENEFIT DISTRICT, TOURISM, MUSEUMS AND OTHER ATTRACTIONS DOWNTOWN. Jon Meigs was told by phone company officals that temporary booths will be put up until permanent ones can be shipped here. An official is sending Meigs a photo of the permanent booth. A contractor hired to remove the booths got a permit from Chuck Barber but CAB was not notified. At present no permit from the phone company is on file. CAB would like to reveiw the photos when they come in and have some say in the selection. Osborn, Underwood and Deming will make an appointment with Fane to inquire about his plans for the building and express the CAB's interest in the possibility of restoring this valuable part of Downtown's history and fine example of Greek Revival architecture. THE LIGHTING IN THE GREEN STREET RAMP GARAGE is not adequate nor is the noting of the exit to helix. Sheikh requested that the lighting throughout the garage be at least equal to that near the Iszard's side of the ramp. Schlough mentioned that a yellow line should be painted on the third floor directing cars to the helix. Jack Dougherty will be made aware of these concerns. MORE TRASH CANS ARE NEEDED IN THE FOLLOWING AREAS: one at Cayuga and Green St. and one at Cayuga and the Commons. A concern over the general cleanliness of the Commons was expressed and the problem seems to be due to the maintenance problems with the sweeper and not Commons personnel. It was noted that the maintenance crew on the Commons has done a fine job with compliments to Howard and staff. THE DSS MOVE WAS DISCUSSED, it was noted that businesses in food .service had noted loss of business and lunch time traffic. An inguiry was made about the use of the space that the DSS had occupied. Deming reported that City Hall would take over the fourth floor of their building and that no plans have been announced for the adjoining building. THE LONG RANGE PLANNING COMMITTEE NOTES were reviewed by Schlough (see attached). Main topics of the discussion group at the Nov. 12., 86 meeting were parking and an organization or board that could direct and promote the Central Business District. A complete inventory of occupancy and assesment of property in the designated area would be needed. An article about the Church St. Marketplace was distributed to the CAB. OLD BUSINESS : THE GREEN STREET PARKING RAMP LIGHTING continues to be the source of complaints. Level 2 is too dark between the hours of 8am and 10 am and on frequent sunless days. The following suggestions were made: use an electric eye to turn on lights, signage directing motorists to turn on car lights upon entering garage, painting all interior walls and pillars white, finding other control of light switch than attendant who comes on duty at 10 am. A letter will be sent to Jack Dougherty, the Board of Public Works, and Doug Dylla of The Energy Commission stating the problem and requesting a meeting to discuss the problem. AS A RESULT OF THE CULTURAL TOURISM SEMINAR, a cooperative effort among the participants, Chamber of Commerce, City of Ithaca and the Ramada Inn created a new information distribution center in the lobby of The Ramada. _ NEW BUSINESS : VIOLATIONS OF THE SIGN ORDINANCE involving Nomadix of Center Ithaca and The Outfitters have been called to the attention of the Commons Coordinator. Complaints were referred to the Building Department but no action has been taken because of the ambiguities in the ordinance. The City Attorney, Building Commissioner, and Commons Coordinator have requested the help of the Charter and Ordinance Committee. LONG RANGE PLANNING DISCUSSION GROUP FROM: CHARLES SCHLOUGH & JEAN DEMING RE: NOTES FROM PLANNING DISCUSSION HELD ON 11/12/86 DATE: DECEMBER 10, 1986 The discussion centered on problems and opportunities for developing the City's Central Business District beyond its present state. Some topics discussed were: Need for increased parking space. Need for improved direction signage to and around the Central Business District. How to encourage a balance of residential, retail, commercial and cultural components in the CBD. Need to consider the requirements and benefits of increased tourism. Defining the role of the CBD vis-a-vis other retail/commercial areas in the Greater Ithaca Area. Benefits of city improvement district to guide and support development of the CBD. The concept of a city improvement ( tax ) district and an organization or board • to direct it seemed important to most of the group. Any discussion must begin with specific benefits that would come to the many interest groups that live and work in the CBD. Interest groups include: Retail Residential Cultural Civic Municipal Positive consensus on these topics was evident. No decisions were made, except to continue such discussions with the goal of creating an agenda and priorities. Another meeting will be planned and announced for January 1987. Please continue to give thought to these topics. Also, suggest names of others who may have an interest in this and can contribute experience and judgement.
