The Board did not have a quorum to take offical action on agenda
items.
Spence expressed her thanks for the Board's support during her
time as Commons Coordinator. Snence 's resignation Trill be effective
January 21, 19$5 and she will be available to help the new Coordinator
during the transition and orientation period. Spence will be Executive
Director for Center Ithaca, implementing their marketing, promotional
. and leasing program. Spence hones to continue - -orking effectively for
the Do,mto1•Tn community.
Thys VanCort has turned the Directory project over to Spence. Spence
has met T'Tith 4 Design groups, revie�ping their suggestions for a new
Directory on the Commons ' Tot-Ters. Spence indicated that there is
funding available and the project should be started by the end of
January. Formal proposals for redesign will be submitted to the CAB,
the Planning Department and the Design RevieT Board before a final choice
is made.
Underwood will act as interim Chairperson until the Board has a quorum
to hold an election.
Spence noted that the DIBA submitted dates for the 19$5 Craft Fairs
on July 6 and Seotember 21. The Board approved the dates.
The Board asked Spence to suggest the following names to the Mayor
as ne1'. Board appointments: Sally True, Nancy Schuler and a ne,f
liason from BPW. Spence will speak with the Personnel Department and
Bob Cutia at the Youth Bureau to advertise the Coordinator position
and confirm the time span necessary before interviews. Tom Hilton ,
Peggy Haine and John Miller will sit on a screening committee of appli-
cants with Bob Cutia.
Miller suggested talking to Mayor or Police Dent. regarding better
security in the parking garage. Underwood noted that individual dis-
cussions rather than Board action might deter negative publicity ,
that would escalate into a major issue. Haine suggested that
better lighting would be a real imorovement. Spence noted that in
previous contact with the Police Dent. , it was not possible to increase
police surveillence but perhaps their routes could be altered.
The meeting adjourned at 9:15. Next meeting will be at 8:3')am

The minutes of the January 14. meeting were approved.
Louis Cassaniti requested a permit for a hush cart to sell hot dogs
on the Commons, and has been working on the cart design to meet with
Health Dep^rtment and City regulations. Cassaniti showed the Board
-pictures of the cart and umbrella that already has Ne York State
Health Dent. approval. His menu would onclude hot dogs , sausage and
peppers and canned soda. Cassaniti asked if another location might be
considered. The Board recommended that he choose only from the six
designated locations. Haine asked if there would be collection of the
used soda cans. Cassaniti said the cart would not be equipped to handle
that and he may consider selling fresh lemonade in paper cups to
eliminate that problem. Cassaniti will also check with the BPW to see
if there is any storage space on the Seneca Street ramp to place his
cart overnight. He -Till also confer with the Design Revie— Board and
submit his formal proposal to the CAB before January 31. He plans to
one.n by April 1— September 3') , llam-5nm. On special occasions , he
may stay oven later and if business is good', may ask to extend into the
winter season.
The final date to accent applications for the Coordinator position is
January 21. The Screening Committee will gather the resumes from the
Personnel Dept. and begin to narrow down the prospects to 2 or 3 .
Those candidates will then be interviewed by the entire CAB and Mayor.
Spence offered to assist with the process and sit in on interviews.
Underwood noted that the jurisdiction of the Coordinator' s position
has moved from the Youth Bureau to the Mayor's Office. The Super-
intendent ' s Office on the 2nd floor and the Mayor' s Office will handle
Hermit requests in the interim.
S--ence asked for a permit for the Slush Festival o-? March 2, Saturday ,
Noon-5nm. The humorous activities -ill include a parade do n Buffalo
St. , a Bad Weather Fashion Show, Ice Sculpting, Rusty Car Contest
and a Slush Sale. For the Sale , the Downtown Merchants will set un
a table or rack of hard to sell items outside their store (a mini
sidewalk sale) . That activity will keen with the other colorful and
humorous events. The permit was approved and Crispin volunteered to

attend the planning session for the Slush Festival on January 2L ,
5 :3'?pm at the Greyhound Bus Station.
The Plantation on the Commons wants to extend their yearly permit to
set un tables and display flowers in front of their window. The permit
was approved.
Steve Grahling of Top of the Stairs (recently closed) would like to
show a film at the Center Pavilion at 8nm , Friday, Jan. 1$.
They have contracted a number of films which they will locate at
various sites until they find a permanent location. This will be
more of a promotion for them , to let people know they are still
presenting films in the community. The Hermit was approved.
Underwood hoped this would not be a precedent. Haine and Crispin
thought it might be an interesting summer treat on an occasional
basis.
Spence reported that she pill meet with the B&A Committee to request
funds for the Directory.
The meeting adjourned at 9:3')am.
The next meeting will be February 1 , 19$5 at $:3")am.
Please try to attend that meeting since a new Chairperson needs to be
elected. Peggy Underwood has graciously agreed to continue as interim
Chairperson. •

meeting.

MINUTES
February 15, 1985
Present: Miller, Hilton, Haine, Schlough, Underwood, Hayes,
Lounsbery, Osborn, Crispin •
Excused: Stone , Sheikh
Also present: Charles Barber
Minutes of meeting of February 1 were approved.
Charles Schlough was welcomed as a new member of the Board.
Permit request from Friends of Madre ' to sell buttons for fund raiser
to benefit Nigerian people , March 2 or March 9, was considered.
Approval was granted for permit to sell buttons (not to solicit funds
otherwise) for March 9 in Center Pavilion.
Permit was granted to American Cancer Society to sell daffodils on
March 22-23 to benefit Society. Request was for 8 solicitors--
approval was given for 4. Solicitors are to be cautioned against
"accosting" pedestrians--a complaint which was received in 1984.
A Mayor's permit was received concerning a rally to remember those
killed in Nicaragua and appealing to public to vote against resuming
military aid to Nicaragua--also requesting voters to influence elect-
ed officials to vote against resumption of such aid. Approval granted
for Saturday,March 9, from 11: 30 AM to 2: 30 PM in Bank Alley unless
inclement weather in which case Center Pavilion approved. No ampli-
fication is to be used .
John Miller presented the report of the Committee to consider applicants
for position of Commons Coordinator. After screening many applications
the following three candidates had been invited to appear before the
Board and were interviewed as follows:
Jean Deming
Robert Bodan
Flora Grosse
Peggy Haine asked to be excused from interview of Flora Grosse since
they are friends.
All three candidates presented good qualifications. Jean Deming was
chosen and this was partially in terms of her previous experience in
assisting others responsible for activities on the Commons--especially
the Apple Festival in 1983. Eight ballots were cast in her favor
with Haine abstaining.
The Board expressed appreciation to the Committee for a fine job.
Jonathan Meigs appeared to report that the Design Review Board has
approved the design for Mr. Cassiniti ' s cart. Mr. Cassiniti has
informed the Board that there will be no signs on the cart and no free
standing menu. Approval of Mr. Cassaniti ' s permited was granted.
Chairman Underwood will write a letter confirming this action to him
and spelling out conditions pertaining to permit approval.
Officers for the current year were elected as follows:
Peggy Underwood, Chairman
Jon Crispin, Vice Chairman.
The meeting was adjourned at 10: 15 AM.

The minutes of the February 15, 1985 meeting were approved.
Mayor's permits granted for February 16, 1985, were: Greenpeace and the Nuc-
lear Freeze for use of the West End Pavilion.
Commons permit granted for Adoptive Families Bake Sale, May 11, 1985, in the
Center Pavilion.
Slush Festival March 2, 1985 was well attended and very successful . It re-
ceived national publicity from press and television thanks to the efforts of
Maryrose Novick, Director of Tourism at the Chamber of Commerce. Mayor
Guttenberger would like to have the City co-sponsor it with the Chamber again
next year. The 1985 expenses were $272.96. Some additional funds will be
needed for 1986.
Ithaca Festival will need a great deal of cooperation and support this year
because Stewart Park will not be available due to construction projects.
Alternate sites and programs are being considered. Schlough suggested a bus
loop to sites, Deming to follow up by meeting with Mr. Carpenter. The Mayor
told Deming that "The City supports the Ithaca Festival as a celebration of
the Arts" and Lwould urge the City employees to help accommodate the
Festival 's needs.
The Directory Committee was formed; members are: Crispin, Meigs, Miller and
Schlough. Underwood discussed the Hour Agency' s proposed electronic interac-
tive design. It provides both alphabetical and categorical listings. The

Committee must first do an extensive study of all potential retail space so._.
that the directory can be updated as needed. A range of designs from simple
laminated posters to electronic devices will be considered. The maps will be
redesigned for correct orientation. The Board agreed the present directory
is outdated and so deteriorated that it should be removed. Sheikh suggested
a new brochure could be done in conjunction with the directory, and both
might be financed with funds from merchants. Underwood thought that the
display panels could be used more effeciently and she noted that only
non-profit posters should be displayed.
Refuse collection schedules on the Commons create a problem because the gar-
bage is left in front of stores during the Thursday evening shopping hours.
Stone volunteered to discuss this with Mr. Doughterty.
An Ar9endment Committee was formed to up-date the CAB operating manual ;
members are: Deming, Haine, Underwood.
April meeting dates are: 8:30 a.m. on Friday the 5th and 19th.

The minutes of the March 15, 1985 meeting were approved.
The Science Discovery Center of Tompkins County needs a permanent home.
Deborah Levin requested that the CAB assist the Center in finding 3 , 000
square feet of rental space in the downtown area. The Center is in
temporary quarters on Buffalo St . and would like to remain downtown so
that the children it serves would be able to get to it easily. The CAB
agreed to help by talking up the Center's needs and being on the look
out for space. Haine suggested Levin check on the Honda Science
Grant .
An encroachment permit for Center Ithaca was requested by Peter Levatich
of HOLT. Success of The Center renovation project depends on making The
Center visable by erecting a canopy over the new enterance. The proposed
canopy would encroach six feet into the fire lane at a height of nine
feet . The Fire Chief would be conducting a test by driving a truck
around a mock-up of the canopy. Consideration of the request would be
made by the CAB after the results of the test and the Fire Chief's de-
cision were received.
Commons permits granted: Salvation Army Auxilary ticket sale, Center
Pavilion, 4/25/$5 and 5/3/$5. Cornell Fraternity Bounce for Beats, if
approved by Chuck Hulbert, T.C. Heart Fund Chairman, 4/13/$5.
Commons permits denied: Jeffrey Edelstein, sale Of glass works, 5/3-4/$5.
Alex Jacobovitz, permit to play marimba, on going. Jacobovitz can play without
permit.

Mayor's permits approved: Church of Latter - Day Saints ' Easter Egg Sale, Green
peace info table, Nuclear Freeze info table, 4/6/85. Take Back the Night info
table, 4/18/85.
The request by The Take Back The Night for a rally to be held on 4/26/85 from
7:00 PM to 11 :00PM was challenged by the CAB. Deming to discuss with Mayor
to see if hours can be changed to 7:00 PM to 10:00 PM, due to complaints re-
ceived about last years rally.
The D.P.W. request to install a bird chaser at the West end of the Commons was
tabled until Jack Dougherty could come to the next meeting and discuss the issue
in further detail .
The Ithaca Festival Tentative schedule was handed out and the CAB requested that
food vendor chairperson Antonia Demas appear before them at the next meeting.
The Hotdog Cart owned by Louis Casseniti had a successful first week on the
Commons. Miller will kindly store cart in Iszards.
Directory Report Jon Meigs reported that old directory has been removed and a
temporary one will be designed soon.
The Bill Posting Procedure was discussed because of a complaint received re-
garding a poster from The Haunt. Deming sending out and posting notices about
correct procedure. Notices approved by City Attorney Stumbar.
The Mayor's Conference, held in Ithaca on May 3 and 4, will have a Spouse's
Activity on the Saturday that will focus on downtown Ithaca. Agda Osborn
graciously offered her home as a historical site for afternoon tea. The Mayor
requested that the CAB help to host the tea.
The Next Meeting is on April 19, 1985 at 8:30 AM.

The minutes of the April 5, 1985 meeting were approved.
The DPW request for a bird chaser , to be. located at the West End
of The Commons,was unanimously approved.;
Carol Spence, representing Center Ithaca Merchants, requested use
of Commons space for display of merchandise from stores located at
the rear of The Center during renovation. Rio de Lana and Badner
Galleries would like more visability during June, July, and August
when their store entrances will be located off of the parking lot.
Underwood stated that they would be limited to three requests for
display only. Sales transactions would not be allowed.
Old Business
The Directory Committee report was given by Schlough; he showed a
sample of a photographic process on acetate that would serve as a
temporary listing. The directory will include a " you are here "
notation. The photographic process is easy to update and reproduce
so it can be used in several locations. It will be placed in the
street side of the towers allowing room for a Commons event poster.
The Committee requested input and suggestions from the community on
the form of the permanent directory.
The Amendment Committee report was given by Underwood, who stated
that the review and update was in progress and would be completed
soon.
The Center Ithaca Marquee memo from Thys Van Cort was discussed.
His recommendation that a four foot encroachment was acceptable
was debated. Sheikh felt that, after seeing the Fire Chief's
demonstration, the marquee could be a hazard. The CAB will make
a decision after Peter Levatich presents the drawings for review.

The Take Back the Night Rally permit can not be limited to 10pm on
April 26, because Richard Stumbar, City Attorney, said it could
not be changed once issued. Underwood to talk to the Mayor about
limiting time and amplification on future permits.
New Business
The Number of foot patrolmen on The Commons was decreased by the
Police Department . Miller stated that they no longer patrol the
ramp and the back of Iszards is covered with graffiti. Underwood
and Miller to see Police Chief.
A Curfew for Men poster with an official City seal was glued up
all over the City. The Notice, issued by the fictitious Depart-
ment of Rape Prevention, was declared a hoax by City Attorney Paul
Bennett. The group responsible has not been identified.
Commons permits granted: Hillside Children 's Garden Center bake
sale, Center Pavilion, May 2. DIBA Sunshine Celebration, The
Commons, May 17,1$, 1985.
Mayor's permits announced: MADRE, literature table, May 4.
Secretaria de Solidad por Chile, display, petition, and vigil,
Center Pavilion, May 25, 1985. •
Discussion : Saturday rallies create large crowds that interfere
with pedestrian traffic on The Commons; Haine suggested that
rallies be held in Bank Alley after 1pm on Saturdays. CAB agreed
that this was a good solution, Deming to discuss with Mayor.
Memo from Paul Bennett regarding permits for The Commons was
distributed for review at the next meeting.
Underwood announced that Crispin would chair the next meeting during
her absence.
The next meeting is scheduled for May 3 , 19$5 at 8 :30am.

The minutes of the April 19, 1985 meeting were approved.
THE CENTER ITHACA MARQUEE, in its modified form, was approved after
a lengthy discussion. Hayes stated that it was going up anyway and
requested a vote. The CAB asked for fire Chief Reeve 's opinion and
he said it was a compromise that the Fire Department would have to
live with. Schlough made a motion that the CAB accept the modified
form. The vote was : in favor 6, against 2 ( Haine, Underwood ) ,
abstained (' Stone ) . Individual store signage was discussed, the
regulations governing all individual signage. must comply with
the city ordinance in general and the Center Ithaca rules included
in the tenant leases. Spence to send signage information to CAB.
Hoard commented that the City signage regulation is loose enough
that control is limited. Chief Reeves requested that the current
fire lane that runs up the south side of the Commons be legally
designated the official fire lane. Underwood to meet with City
attorney to look into the matter.
THE ITHACA FESTIVAL was granted a permit after Spence and Demas gave a
full report on the events and food vendors. This year all festival
participants will be Tompkins County residents. Seventeen Charitable
organizations will participate as food vendors. The rules are designed
to protect the Commons and surrounding areas and will be strongly
inforced. The CAB requested that the Festival Committee return the
Commons to them in the same condition that it was when given to them.
THE DIRECTORY COMMITTEE submitted a capital improvements program
project request for 1986-1991. The temporary directory will be
in place in 1985•
THE AMMENDMENTS COMMITTEE reported that the committee will be
meeting to complete their project soon. Official records will
be checked to make sure everything is properly recorded.

THE REFUSE COLLECTION SCHEDULE on Thursday/Friday was checked into by Stone.
Mr. Dougherty told Stone that there was no feasible way to change the refuse
collection schedule.
THE DEMOLITION PERMIT REQUEST for Clinton Hall was discussed, Stone said that
there was no way the current owners would restore the building. The CAB vote
taken on May 2, 1985 was: IN FAVOR of demolition 2, AGAINST 8, ABSTAINED 1.
NEW BUSINESS
PERMIT REQUESTS GRANTED: Police Activity Weekend, June 21&22 - 10AM to 6PM.
PERMITS DENIED: CORNELL Reunion Community Committee ( The Ithaca Journal )
The Journal needs to be notified that if they list The
Journal as the sponsoring organization and responsible for
insurance,a permit for Commons use on June 15, 1985 will be
granted.
DIBA REQUEST FOR SUNSHINE CELEBRATION SIGNAGE was granted on a one time use
of the display panel where the directory was. The three towers will be used
the week of May 13-19 1985.
A MEMO FROM RICH STUMBAR REGARDING RAFFLES stated that raffles with-in the
City are illegal .

The minutes of the May 10, 19$5 meeting were approved as written.
CENTER ITHACA SIGNAGE DESIGN CRITERIA of merchant tenants was reviewed
by Spence. Meigs noted that Section III (page 2 ) of the design criteria
did not meet the City ordinance because the horizontal signs above the
door and the locations indicated for logos and other signs exceeded the
limit of two per store front . Underwood suggested that Spence work with
the Building and the Planning Departments to meet regulations and to
work out regulations for Green Street signage that would avoid clutter
and coordinate the back signage with the front. Spence also requested
permission for a temporary mural—sign to be placed on the side of The
Center facing the alley. The sign would contain pastel colors, imagery,
and lettering; the size would be 16 inches in height and be one half
the length of the alley. Meigs stated that the size of the sign exceeded
City regulation and suggested that the mural section and the three store
names be done in such a way that the units would meet regulation. By
using a mural section and three individual signs, all placed very close
together,the one sign look can be achieved and the signage would comply
with regulations. Hilton moved to give approval to put up the temporary
signage. All voted in favor of the temporary signage request for the
months of July and August.
CLEVER HANS BAKERY REQUEST FOR TABLES AND CHAIRS ON THE COTTONS during
the summer renovation period was made by Spence. Temporary quarters
and the lack of air conditioning has made enjoyable dining an impossibi-
ity for Clever Hans customers. Due to the location of the bakery on
the South side of The Commons it is impossible to put tables directly
adjacent to the store front because they would be in the fire lane.
Spence ask the C.A.B. to permit the use of three small metal tables
and six chairs in the area of the planter wall directly opposite Clever
Hans Bakery. Underwood stated that to create this situation for just
one business, no matter the circumstance, would be unfair and lead to
complications and problems with other restaurants. The request was voted
down by a vote of 3 FOR and 4 AGAINST.

C.A.B. minutes of May 17,19$5 meeting continued
ITHACA CENTER SIGNAGE was discussed further by Meigs and Deitrick.
As The Center becomes a more conventional building design The
C.A.B. should establish its own standards and guidelines or consider
amending the City ordinance. Deitrick stated that the only control
we have at present is to put pressure on the owner or the architect.
Underwood suggested that C—DOT be reactivated.
NANCY SCHULER FROM THE SCIENCE CENTER requested permission to put
down several cloth tape arrows on The Commons on Saturday May 1$,
to guide the public to the Science Center for a special event.
Permission was granted to do so with Schuler and The Science Center
taking responsibility for clean up.
THE DEWITT MALL MERCHANTS REQUEST FOR SIGNAGE ON THE WEST TOWER was
turned down because it would create clutter. The Mall will be listed
in the temporary and permanent directory in all three towers. .
All signage or notions for businesses and business groups will be
in directory listings only.
OLD BUSINESS
COMMONS USEAGE POLICY AND PERMIT PROCEDURES are being reviewed by
the City attorney, Paul Bennett. He suggested that The C.A.B. work
out a system that would regulate the free flow of pedestrian traffic
and still provide the public the right to speak and the right to an
audience. He also requested that The C.A.B. develop new rules for
use of the Center Pavilion and work out a plan for the Bank Alley
speakers corner that Haine had suggested. A well out—lined discssion
will take place at the next meeting.
NEW BUSINESS
MAYOR'S PERMITS REVIEWED: Right to Life, Norbert Schickel III, the
West End Pavilion and The Center Pavilion for Saturday June 1, 1985.
JUNE MEETING SCHEDULE : Deming requested that the June 7, 19$5
meeting be changed because it was the first day of the Ithaca
Festival and her duties would not allow her to be present at the
meeting. The Meeting was scheduled for May 31, 1985.

THE COMMONS USEAGE POLICY AND PERMIT PROCEDURES were reviewed in
an effort to revise both the Commons permits and the Mayor's
permits. Frequent rallies and demonstrations, held during the Sat
urday business hours, at the Center pavilion and the CVS pavilion
have created pedestrian traffic jams that interfere with normal
activity. It was noted that groups with Mayor's permits are usually
the ones that create the problems. The following suggestions were
made : Have Tony Egner see if a multi-purpose podium could be designed
for Bank Alley so rallies etc. could be held after 1:00 pm, closer
regulation of amplification, limit time and number of uses of pavilion,
rely on noise ordinance for level of sound, adjust Mayor's permit
so it is similar to Commons permit regulations.Unrierwood to consult
with Mr. Egner. Deming to meet with Paul Bennett.
A SIGN ORDINANCE FOR NEW BUSINESSES was discussed because of the
problems that have occured with the Center Ithaca renovation.
Underwood to talk to Jon Meigs about incorporating a Commons sign
ordinance into the existing ordinance.
THE DIBA CRAFTFAIR was given a permit for July 6, 19$5 and also
given permission for space for 15 additional booths. This will
increase the number of exhibtors to 10 and the income to The ( 7c'.)
City to $490.00. Deming to assist Bard in the selection of the
additional spaces.
THE C.A.B. BUDGET PREPARATION will be done on June 25, 19$5 at gam
by Underwood, Schlough, and Deming.

The minutes of the May 31, 19$5 meeting were amended to read, THIS WILL
INCREASE THE NUMBER OF EXHIBITORS TO 22.
The minutes were then approved as amended.
THE ITHACA FESTIVAL '$5 REPORT was given by Deming; the three day
event went very well. The Commons was left in excellent condition,
the crowds were very orderly, the outdoor cafes were a success, the
entertainment was appropriate for site, the organization was excellent,
and people had a very enjoyable time. Miller and Hayes commented
that it was bad for their business, Schlough said his was not affected
and the event was a good and festive one. Sheikh said it was a fan-
tastic party for the people of Ithaca. It was agreed that the Festival
is an important community event and the C.A.B. should work with City
officials now to guarantee the Festival appropriate sites for the
various events. Downtown can not be the only Festival site; parks
must be available for Festival '$6 , especially for the Band Day.
A REQUEST TO HAVE THE SOUTH LANE OF THE COMMONS DESIGNATED THE
OFFICIAL FIRE LANE will be made by the C.A.B. to the Fire Depart-
ment and the D.P.W.
PARKING SIGNS FOR THE RAMP GARAGES were discussed by the merchant
members of the C.A.B. . It was noted that signage is needed to direct
people to the location of the ramps and to make them aware of the
one hour free parking. Stone to talk to the D.P. W. about signs for
parking ramps.
SUMMER ACTIVITIES ON THE COMMONS were reported by Deming. The
Ithaca Times featured a nice article by Mark Schultz highlighting
the SU1MER ACTIVITIES SCHEDULE. Diming to try and relocate garbage
drop points on Thursday evenings so the trash bags etc. do not
interfere with the Concert Series locations.

June 21, 19$5 C.A.B. minutes continued
CENTER ITHACA SIGNAGE REGULATIONS are being adjusted by Carol Spence,
with the help of Jon Meigs, so that they comply with the existing
City regulations.
D.I.B.A. REQUEST TO EXPAND THE SIDE WALK SALE to include Thursday was
given. The sale will be held on August 1,2,and 3 . Underwood asked that
merchandise on The Commons be limited to Side Walk Sales and not other
events. Sheikh said that D.I.B.A. marketing committee was re-evaluating
events to concentrate more on animated marketing/retailing and not
repeat the merchandise on The Commons as done for Sunshine Celebration.
The C.A.B. agreed to allow a three day sale.
PERMIT REQUESTS GRANTED
* Rio de Lana was given a permit to have a display cart on The
Commons on Saturdays during the Ithaca Center's renovation.
THIS SPECIAL PERMIT IS A REVOKABLE, PERMIT GRANTED DUE TO
AN EXTRAORDINARY SITUATION THAT HAS PLACED RIO DE LANA IN
A STATE OF EXTREME HARDSHIP. The cart will be located on
the South side of The Commons, out of the fire lane and
opposite the alley that runs between Center Ithaca and the
Home Dairy. The cart will be used for display purposes only
and will be set up between the hours of 10am and 4pm and be
attended to by a Rio de Lana employee.
* The American Cancer Society, Jail A Thon fund raising event
to be held on the Center Pavilion on July 30, 31, and August
1, 19$5 from l0am-4pm.
* Federation of Women 's Organizations, Inc. Flare Sales near
Charjan's on Sat. June 29 and Wednesday July 3 from loam to

Herbert F. Johnson Museum , Articipation, a free and open
three day event in which the public can create wearable art .
Use of Center Pavilion on July 11,12,13 from 12 noon to 3pm.
* Tompkins County Senior Citizen 's Council, Senior Celebration
on the Commons on Saturday September 14, from gam to 4pm, use
of most of the Commons.
THE JULY MEETING SCHEDULE was discussed; due to the July 4th holiday
and Board members vacation schedules it was decided that one meeting
in July would be held on the 12th and another called only if necessary.

The minutes of the June 21 , 1985 meeting were approved as written.
THE ENFORCEMENT OF COMMONS RULES AND REGULATIONS WAS DISCUSSED BY POLICE OFFICER
CARR. He stated that an overall relaxed attitude toward the rules on The Commons
makes enforcement very difficult. Areas of concern are: bicycle riding, bicycle
parking, children playing in the fountain, litter from weekly newspapers , trash
in open containers, loitering, and stray dogs. Carr suggested that bicycles be
banned from The Commons and all bike racks be moved to the perimeter and located
near the entrances to The Commons. Commons residents should be issued permits
that would allow them to walk their bikes across. Board members and Edsall and
Cosentini commented on the above problems. It was agreed that there were problems
and that action should be taken. Suggestions were made to: re-evaluate the
rules and regulations,request more police presence on The Commons , educate the
community, more actively enforce the rules and regulations , and develop a public
relations and information campaign that would inform students and new-comers at
the beginning of the academic year. A Commons Rules Committee was created by
Underwood and approved by the C.A.B. Underwood appointed: Crispin, Schlough,
and Sheikh.
USE OF TOWER SPACE WAS REQUESTED BY: COMMON COUNCIL for posting meeting notices
and agendas. A section of The Commons notice board was allocated to Common Council
for posting 3 inch by 5 inch notice cards that would be left in The Commons Coordin-
ator's mail box. THE PARKING, TRAFFIC, AND TRANSIT COMMITTEE will be given space
in both the Temporary and the Permanent directory for listing parking lots and
ramp garages located in The Downtown area. THE UNITED WAY was given permission
to put their sign above the Time/Temperature Clocks during their campaign from
Sept. 10 - Nov. 10, 1985.

STONE REPORTED THAT PROGRESS WAS BEING MADE WITH SIGNAGE FOR PARKING LOCATIONS
and that The Parking, Traffic and Transit Committee was looking into ways of
handling a discount for traffic tickets issued for parking meter violations
that were paid within 24 hours. This issue will be discussed further at the
P.T.& T. MEETING ion September 11, 1985. D.I.B.A. representatives to be notified
of meeting. .

COMMONS ADVISORY BOARD MEETING SEPTEMBER 6, 1985 continued. .
SIDE WALK SALE DAYS WERE REVIEWED,all agreed that the three day event went well and
added to the Summer event schedule on The Commons. It was recommended that the D.I.B.A.
request the use of electricity on next year's permit application and that the City
charge a fee of $10.00 total for the three day event.
THE 1986 BUDGET REQUEST WAS REVIEWED BRIEFLY WITH ALL BOARD MEMBERS RECEIVING AN EDITED
VERSION with the exception of Underwood and Schlough who,as Budget Committee members ,
reviewed and approved the request in August. Haine noted that the request for $5,000
for a Commons brochure should be well documented and defended to pass approval of the
Common Council 's Budget and Administration Committee.
CRISPIN REQUESTED THAT THE D.P.W. BE ASKED FOR MORE GARBAGE CANS ON THE COMMONS and
that the plastic barrels used for large events be removed more promptly.

The minutes of the September 6, 1985 meeting were approved as written.
THE AMENDMENT COMMITTEE REPORT was given by Underwood. She said that an extensive
review of The Commons Rules and Rules of Procedure was in progress and that upon
completion of the amending process the results would be brought to the C.A.B. for
approval .and then presented to Common Council .
THE PARKING REPORT was given by Stone who stated that the Parking, Traffic and
Transit Committee of the B.P.W. was considering a first time parking meter violation
forgiveness policy. Whatever action is taken it would have to be City-wide and not
just for Downtown. The P.T.T. Committee recommendation must go before the B.P.W.
for approval and then to Common Council .
THE COMMONS RULES COMMITTEE had not met yet but members Crispin and Schlough have
been talking to members of the community and gathering information. They reported
many calls and comments regarding the following: more bicycle racks on the perimeter
of The Commons , better signage listing rules , more police officers , better enforcement,
need for public information campaign, need to speak to Police Commissioners ; Stone
reported receiving many calls in favor of not allowing bicycles. A clarification
of the rules is necessary; there are questions about amplified sound and procedures
of rules enforcement.
THE REVISED DESIGN CRITERIA FOR SIGNAGE OF TENANTS IN CENTER ITHACA 5/15/85 was
reviewed by Jon Meigs. He reporter to Deming t at it was acceotaile But al potential
for misunderstandings by tenants. Meigs discussed these possibilities with SPENCE.
THE TOMPKINS COUNTY SENIOR CITIZENS CELEBRATION, held on 9/14/85 ,was very successful .
Agda Osborn was thanked for doing an outstanding, job of representing the City of Ithaca
and The Commons Advisory Board with her uplifting speech on senior citizens and their
contributions to the community as volunteers.

Commons Advisory Board Meeting, September 21, 1985 continued. . .
A MEETING ON TRASH COLLECTION ON THE COMMONS is scheduled for 9/23/85 in Mr. Dougherty's
office. The C.A.B. members suggested the following: trash should not be allowed on
The Commons until at least 4:30PM, find off Commons places to store trash ( back alleys ,
dumpsters , or storeage units ) , support a major change in the Monday/Thursday pick up
schedule. Deming to attend meeting and report on October 4, 1985.
THE DESIGNATION OF THE SOUTH LANE OF THE COMMONS AS THE OFFICIAL FIRE LANE was approved
by the C.A.B. and will be sent as a resolution to Common Council . The Fire Department
and The Department of Public Works will also send resolutions to Common Council as soon
as a few details are worked out.

on October 11,12,&13, during business hours , The Commons. APPROVED.

The minutes of the September 20, 1985 meeting were approved as written.
THE 1986-91 CAPITAL BUDGET REQUEST FOR $105,000 FOR A COMMONS REPAIR PROJECT was
discussed by Jack Dougherty. He would like to implement a plan that would allocate
an additional $20,000-$25,000 per year to the regular Commons maintenance budget
that would, over a period of 4-5 years, take care of the repairs listed in the capital
budget request. He stated that a " catch up and then maintain " program is the most
realistic approach to the repair project. The Commons Advisory Board will do a
walking tour on November 1, 1935 with Mr. Doughtery and Mr. Edsall and then prepare
a prioritized list of repairs needed. Many comments were made about the lighting
on The Commons no longer being adequate because the trees have grown creating
shadows and blocking the light. Dougherty suggested that a lighting study be done.
LOUIS CASSANITI , OWNER OF THE LOUIS'S GOURMET HOT DOG VENDING CART, reported that
he had a good Spring/Summer season on The Commons and that he will be applying for
a permit for the Spring/Summer season of 1986.
THE RULES COMMITTEE CHAIRMAN, CRISPIN , reported that the committee was meeting at
11:00 AM on October 4th. Individual members have been gathering information and
reported that the major concern was bicycling and lack of police presence on The
Commons.
THE AMENDMENT COMMITTEE CHAIRMAN, UNDERWOOD, reported that The Commons Operations
Manual/Rules of Procedure were adopted by Common Council and offically placed in
The Charter. The Commons Operations Manual is being retyped and placed on a disc
to make the revision process easier. Commons assembly permits for political and
religious purposes will return to the control of The Mayor's office.
THE PARKING, TRAFFIC, AND TRANSIT COMMITTEE REPRESENTATIVE, STONE, reported that the
quick fix is not possible because of the way traffic ticket records are kept. An
alternate plan will be developed by Stone who is not ready to give up on finding a
solution.

THE DIRECTORY COMMITTEE REPORTED that Jeanette Rausch, a senior Civitas worker from
Cornell University, is working with Meigs to prepare the up-dated directory listings.
Rausch will be with The Planning Department until May and will be available to assist
in several Commons projects.
THE TRASH COLLECTION ON THE COMMONS was discussed at the D.P.W. Streets and Facilities
Committee meeting on October 2. The Committee will present a plan to the B.P.W. that
will require cardboard boxes to be knocked down and bundled and then taken to drop
points on the perimeter of The Commons for pick up by Ithaca Recycles. Notices will
be sent to Commons merchants and residents requesting that garbage and trash be taken
out after 4:30PM.
THE DESIGNATION OF THE OFFICIAL FIRE LANE has been delayed until the reinforcement of
vaults under The Commons can be documented and the old maps corrected to show the proposed
revision.
AN AMENDMENT TO CAB REGULATIONS FOR PUSHCARTS that allowed up to a four month extention
of a six-month permit was discussed and sent to City Attorney Stumbar for review.
Underwood will report at the November 15, 1985 meeting and the Committee will continue
discussion at that time.
THE CENTER ITHACA RE-OPENNING was discussed and The Commons Adisory Board appointed
Weikh and Haine As CAB representatives to the re-openning event committee. The CAB
agreed that it was important that City events be scheduled in the Atrium so that The
City retains the right to use the Atrium space for public events.
PERMIT REQUESTS
THE LANSING APOSTOLICS requested use of The Commons from 11 :OOAM-2:OOPM every
Sunday to deliver their religious messages. Underwood to discuss with City
Attorney Bennett who is revising The Commons Assembly Permits.
THE T.C. CHAMBER OF COMMERCE TOURIST COUNCIL is looking for new members. Haine and
De nmDe g current-Ty representing TFie City. The CAB agreed that they were adequately
represented.

The minutes of the October 4, 1985 meeting were approved as written.
THE RULES COMMITTEE CHAIRMAN, CRISPIN, REPORTED that some rule changes were needed
and that education and enforcement were necessary to make the overall plan work.
Bicycles appeared to be the number one problem. It was suggested that no bicycles ,
skateboards and dogs symbols be placed on the new directory boards. To improve the
atmosphere of The Commons it was recommended that the lighting study be done and the
proposed purchase of the bird chaser be followed up on. The C.A.B. suggested that
a concise statement of The Rules Committee's findings and possible solutions be put
in agenda form for a November meeting of The Rules Committee and The Board of Police
Commissioners.
THE AMENDED TRASH COLLECTION REGULATIONS WERE APPROVED BY THE B.P.W. , see attached
sheet. Hayes , Schlough and Sheikh objected to the regulation requiring cardboard
boxes to be flattened, folded and tied and then placed at designated locations .
Deming expressed disappointment that objections were not raised in previous C.A.B.
discussions of the matter. She said that cardboard boxes are a major problem
because they are used for garbage by merchants and passers-by. Also closed boxes
filled with packing materials are frequently dumped by people leaving the bars and
restaurants late at night. Eliminating the boxes is the first step in improving
the atmosphere of The Commons and the beginning of what could eventually be a trash
free Commons. Deming will go on a trash collection with Jim Kelly on October 22 to
gain more information about the collection process. Schlough volunteered to gather
information to see if other solutions are possible. A special trash collection will
be made on October 31 ( Halloween ). All trash that is out by 2:30 PM will be picked
up by 5:00 PM. The rest of the trash must not be placed outside until after 8:30 PM
for regular pick up. There will be a Halloween parade and party on The Commons from
6:00 PM untill 8:00 PM.
THE REGULATIONS GOVERNING THE USE OF THE ATRIUM IN CENTER ITHACA WERE READ. A
committee made up of: G. Gesslein, S. Goldberg, E. Holman , T. Van Cort, and Sheikh
was appointed by Mayor Gutenberger on June 22, 1984. Sheikh remembers The Center
Ithaca Atrium Redesign Committee meeting but there is nothing in writing that can
be found and no evidence that the report that was requested by The Mayor was ever
done.

Crispin instructed Deming to write a letter to Stan Goldberg congratulating him
on the progress of the Ithaca Center renovation and requesting a meeting with him
in the atrium following the Commons maintenance inspection tour on November 1, 1985.

WHEREAS, staff, the Commons Coordinator and the Commons Advisory
Board are concerned with the appearance of the Commons , and
WHEREAS, the placement , type , and condition of material being
set out for collection vary drastically affects said appearance ;
now, therefore , be it
RESOLVED, That the following changes and additions be made
to the City of Ithaca Municipal Code :
• Chapter 272 GARBAGE, TRASH AND WEEDS
Section 272. 9 Collection Regulations
Subdivision A. Items accepted for collection
Change item f to read:

f. Pasteboard is cardboard shipping containers which have
been flattened, folded and tied.
Add Subdivision E.
E. Primary Commons
a. All flattened, folded and tied pasteboard generated
on the primary Commons shall be placed separately
at designated locations only. Such locations shall
be designated by the Superintendent of Public Works .
b. All other material as described shall be placed as
noted in Section 272. 9, A. ,'a . , 2 (in plastic bags
only) .
c. Material to be collected on the primary Commons shall
be placed out after 4: 30 p.m. on the day prior to
the collection day and before 4: 00 a.m. on the day
designated for collection.

NOVEMBER 1, 1985
PRESENT: CRISPIN, MILLER, OSBORN, SHEIKH, STONE, UNDERWOOD.

THE COMMONS MAINTENANCE WALKING TOUR WAS LED BY ADLEMAN, EGNER, AND DOUGHERTY.
The following were discussed:
LIGHTING trim trees, replace burned out light bulbs, have NYSEG check
foot candle levels , if necessary increase bulb wattage, add more light fixtures
to the existing lamp poles.
TREES trim, replace dead, treat diseased, use lower growing ornamental
trees , mulch, trim grates at bases where needed, some grates and skirts at bases
need replacing.
SHRUBS feather pruning instead of sculpting, mulch , replace where needed.
FLOWERS 1 ,500 tulip bulbs have been planted for Spring.
WOODEN BENCHES will be refinished for Spring
CONCRETE repair cracked patio blocks, smooth out ridge that runs from
Center Ithaca past Iszard's to the East End.
FOUNTAIN problems discussed,no solutions given.
A VISIT TO THE CENTER ATRIUM AND MEETING WITH STAN GOLDBERG AND CAROL SPENCE
FOLLOWED THE TOUR. The C.A.B. reviewed the resolutions stated in The Common
Council minutes of March 15, 1984 that pertain to the Atrium and open-space
agreement. Goldberg and Spence gave the C.A.B. an update on the renovation, a
tour and refreshments. Goldberg stated that brown bagging would be allowed in the
food court area. Underwood will reactivate the Atrium Re-design Committee
appointed by Mayor Gutenberger. A person must be appointed to represent the
C.A.B. in Elva Holman's place on the Atrium Re-design Committee.
THE MINUTES OF THE OCTOBER 18, 1985 MEETING WILL BE CONSIDERED FOR APPROVAL
AT THE NEXT MEETING.

The minutes of the November 15, 19$5 meeting were approved as written.
PUSH CART VENDOR, LOUIS CASSANITI, REQUESTED an extension of the six
month push cart vendor permit and a change in the location of one of
the designated push cart sites. The request was submitted in the form
of a resolution drafted by ROBERT HOLDSWORTH. CHAIRMAN UNDERWOOD had
been notified that the " Follow Your Nose Push Cart " suit against The
City of Ithaca had been dropped. This action allowed the C.A.B. to
consider the change in the push cart regulations. The Holdsworth
resolution was reviewed and discussed by the board. In fairness to
all future permit applicants, a motion was made to allow a six month
permit holder in good standing the opportunity to extend his/her
permit for an additional two months. The extension will be granted if
1. The permit holder submits a written request to The C.A.B. 30 days
before the six month permit expires. , 2 . No direct competitor applies
for a six month permit for the upcoming season. 3 . The permit holder
agrees to pay the two month rental fee at the time permit is extended.
The C.A.B. voted unanimously in favor of the motion ( 6-0 ) .
Location ( e ) was discussed by The Board; it was agreed that this
location next to The Norstar Bank and adjacent to planter # 13 was
congested and often affected by weather conditions. A motion was
made to change location ( e ) to a point directly in front of the
tree grove that is located opposite the Center Pavilion. This point
is located between the tree at the south-west corner of the grove and
the tree directly north of that corner. When this location, on occasion,
is needed for a performing space by The C.A.B. the permit holder will
be asked in advance to vacate this location and use the site on the
west side of the Norstar Bank Building adjacent to planter #13 .
The C. A. B. voted unanimously in favor of the motion ( 6-0 ) .

THE AMENDMENTS TC THE ITHACA COMMONS OPERATIONS MANUAL AND
ITHACA COMMONS RULES OF PROCEDURE were presented to The Board
By Committee Chairman Underwood for approval and referral to
the Charter and Ordinance Committee of Common Council. A motion
was made to approve and refer the amendments as presented.
The C.A.B. voted unanimously in favor of the motion ( 6-0 ) .
THE ATRIUM REDESIGN COMMITTEE MET ON NOVEMBER 1$, 19$5 in H. M. Van Cort 's
office. Underwood reported that it was decided that a City sponsored
event could be scheduled in The Atrium once a month with a 30 day
scheduling notice to The Center staff. An area will be designated
for permit holders to use for table set up to distribute information.
An outline of the topics discussed at the meeting will be prepared
and distributed by Van Cort.
THE 19$6 COMMONS ADVISORY BUDGET WAS APPROVED, AS SUBMITTED, BY
COMMON COUNCIL. Included in the request and not present in the
copy distributed to The C.A.B. was a salary increase for The
Commons Coordinator that was added by The Mayor.
COMMONS ADVISORY BOARD MEMBERS WHOSE TERMS EXPIRE ON DECEMBER 31, 19$5
are requested to continue to serve until The Mayor has an opportunity
to make the necessary appointments.
THE NEXT COMMONS ADVISORY BOARD MEETING WILL BE ON FRIDAY, JANUARY 17,
