PLEDGE OF ALLEGIANCE:
Mayor Myrick led all present in the Pledge of Allegiance to the American Flag.
SPECIAL ORDER OF BUSINESS:
1.1 Appointment of the Chief of Staff
By Alderperson Murtagh: Seconded by Alderperson Smith
Whereas, the Mayor has appointed Daniel Cogan as Chief of Staff; now, therefore, be it
RESOLVED, That Common Council hereby authorizes the Chief of Staff salary at
$96,000.
Mayor Myrick explained that a Search Committee composed of Human Resources
Director Michell-Nunn, City Attorney Lavine, City Controller Thayer, and Alderpersons
Murtagh and Mohlenhoff interviewed a number of applicants; however, Dan Cogan
quickly rose to the top of the list due to his experience with local government,
knowledge of the area, and management experience both with people and complex
projects.
Discussion followed on the floor regarding the proposed salary and the amount of
money budgeted for this position. City Controller Thayer explained that $75,000 was
budgeted for 2016; however, the position has been vacant since late 2015 so the
necessary funding is available in the current budget.
Further discussion followed regarding Mr. Cogan’s affiliation as a share-holder of
Taitem Engineering and the potential conflicts of interest. Mayor Myrick responded that
the Chief of Staff would be recused from discussions and e-mail pertaining to the City’s
use of Taitem Engineering on projects and noted that Mr. Cogan is familiar with this
process as he had a similar situation when he was a Common Council member and
was working for Taitem.
A vote on the Resolution resulted as follows:
Carried Unanimously (8-0)

On a motion the meeting adjourned at 6:20 p.m.
