OFFICIAL MINUTES OF MEETING
May 12, 1983
The regular bi-monthly meeting of the Affirmative Action Advisory Committee
was held March 10, 1983 at 2:00 p.m. in the Common Council Chambers, City
Hall.
In attendance were: Stephen Wapen Co-Chairman Rev. R. D. McClain
Sally Carpenter Marisue Bishop
Bernie VanOrman Miriam Granger
Martha Smith Audrey Cooper
Frances Eastman J. M. Collins
Absent were: Roy Lipscomb
Additionally in attendance were Mr. Herman Sieverding of Planning and Devel-
opment and Ms. Karen Anderson of the Youth Bureau.
The meeting started at 2:10 p.m. with a reading of the minutes of the last
meeting. The Committee accepted the minutes as read.
The Co-Chairman then introduced Mr. Herman Sieverding to discuss the JTPA.
Mr. Sieverding stated thated that $4.6 Billion had been allocated by Congress
for the JTPA. $3.1 Billion of that amount is to be distributed through
existing programs to cities with Unemployment rates of 8.7% or greater.
The City of Ithaca has an Unemployment rate of 5.9% to 6.1% and is not
qualified for this grant.
$244 Million was apportioned for the Urban Development Action Grant. The
Community Development Agency is eligable to receive part of this grant, but
Community Development must have a project allready -established.
Of the $4.6 Billion, 25% will be distributed by the State according to the
Unemployment rates. New York will receive a relatively small amount ($1.1
Million). There appears to be a very slim chance that Ithaca will qualify
for any of these monies.
The Small Buisness Administration will be administrating $50 Million with
New York receiving approximately $3.8 Million. $775,000 will be distributed
without regard to Unemployment Rates.
Karen Anderson of the Youth Bureau was introduced to discuss the Summer Youth
Employment Program. She stated that there were , jobs available through
the JTPA, with the training being institued by the State Training Office.
In addition, she stated that the Youth Bureau had 80 jobs for City of Ithaca
youth. These jobs pay $2.00 per hour for 15 hours per week. Eligible youth
should be between the ages of 14 and 19, with only one child per family.
Applications will be accepted through 31 May 1983. This is not in conjunction
with the County's youth program.
Ms. Marisue Bishop then spoke about the updating of the Affirmative Action
Plan. Some questions brought up by Ms. Bishop were as follows:
AREA -- What geographical area should be reached and information from.
By Civil Service, the areas are Tompkins and the six contiguous
Counties. This however, would tend to lower the ratio of minor-
. . ities and women. Some choices raised were Ithaca Town, City of
Ithaca, Tompkins County.
TIME -- The length of time that this report should cover, one year, two
years, ten years, etc.
PEOPLE- What proportion to the population should be included in this
report. By using the general population data, the elderly, and
those under 16 years of age would be included. There is a
possibility that by using demographic data, personal data that
is included in the 1980 Census, an Affirmative Action Plan may
be developed that reflects the actual Labor Force.
Mr. Wapen thanked Ms. Bishop and asked that a special meeting of the subcommittee
be held to discuss the above topics. After consulting with the committee
members, it was decided to have the subcommittee meet on Thursday, June 2,1983
in the Common Council Chambers.
Mr. Wapen then asked that nominations be made for the Co-Chairman. Ms. Granger
nominated Rev. R. D. McClain, who declined. Rev. McClain then nominated Ms.
Bishop with Mrs. Eastman seconding. A vote was called and Ms. Bishop was
elected unanimously to the position of Co-Chair.
A brief discussion of Don Johnson's Affirmative Action Seminar for the City
then followed.
The Bi-Annual report of the Affirmative Action Advisory Committee was discussed.
The Bi-Annual Report will be due shortly and Mr. Wapen asked the Committee
members to review the previous reports.
It was decided to move the next meeting of the Affirmative Action Advisory
Committee to the DPW Garage, in an effort to aquaint the Committee members
with the other offices of the City. The meeting will be held on 11 July 1983
at the customary 2:00 p.m. .
Other sites were proposed for following meetings, and arrangements will be made.
The Committee adjourned at 3:24 p.m. .
