HomeMy WebLinkAboutMN-AAC-1982-01-18 AFFIRMATIVE ACTION ADVISORY COMMITTEE OFFICIAL MINUTES OF MEETING JANUARY 18, 1982 The regular bi-monthly meeting of the Affirmative Action Advisory Committee was held January 14, 1982 at 2:00 p.m. in the Common Council Chambers, City Hall. In attendance were: Stephen Wapen-co-chairman Marisue Bishop John Dougherty Royal Lipscomb Melody Wooley Joan Collins Dr. Donald Graham Absent were Michael Montgomery (excused) appearing in Official capacity in the Martin L. King celebration, Atlanta, Ga. Marion Walker (excused) Audrey Cooper (not excused) Bernard Van Orman (not excused) Additionally attending were Mayor William R. Shaw and Mr. William Cross who is representing the Black Caucus of Ithaca. The meeting started at 2:10p.m. with a discussion on what we were going to discuss with the new Mayor, our invited guest as well as attending as Mayor. When Mayor Shaw arrived he was introduced to all the members and he was briefed by Mr. Stephen Wapen. 1. REVIEWING THE ACTIVITIES OF 1981 (A) Assisting in reviewing and advising on the City of Ithaca's Affirmative Action Plan. (B) Decided on bimonthly meetings in 1982 in lieu of 1981. (C) Overseeing Affirmative Action Seminars for Management, Mid Management and 1st Line Supervisors. (D) Submission of our Annual Report (E) Review our Mission, Guidelines and Purpose of the Affirmative Action Advisory Committee. 2. GOALS FOR 1982 (A) Continue Affirmative Action training for employees with a special short training for new Council members. (B) Invite all Department Heads and next echelon of departments to meet with the Committee to discuss our purpose and Affirmative Action problems they may have in their department. (C) Possible special meetings with selected Council Committees ie; Budget and Administrative Committee, Charter and Ordinance, etc. (D) Update Affirmative Action Plan with new goals and timetables under available work force rather than population. AAAC MEETING MINUTES CONTINUED JANUARY 1982 -2- Mayor Shaw was then introduced for advice, comments and suggestions. Mayor Shaw stated that he believed, unlike his predecessor, brought real experience in Affirmative Action to the City. He has served as an AAO/EE© Director with TC3 as well as the Administrative Conference in Washington DC for 2 1/2 to 3 years. He stated he volunteered for such assignments. He also brought hands-on experience in writing an Affirmative Action PLan, establish- ing goals and timetables. Title IX Coordinator, Section 504+ Coordinator, help with Self-evaluation which he considered necessary to repair following his employ with TC3. Hired consultant did an incompetent job in his view. He said he would like to believe concerned municipalities practice Affirmative Action not because it's required but because "we want to" . He also told the Committee he had no intentions of Chairing the Committee or coming regularly but would make him- self available to assist as needed (confessed his personality caused him to dominate and run things if he came often) . He expressed a vital concern that we continue Affirmative Action training as planned. Mayor Shaw says he believes he has a good rapport with the Human' Rights. investigator and is active with the Police Community Relations committee. He is willing to share his success with'us"on being able to attract more minorities/women by advertising list he's used to advertise in Minority Magazines etc. His final comments concerned his possible action to appoint an additional member (or one less member) to the Affirmative Action Advisory Committee. There will be a delay in such action since he has so many appointments to make. )04. Steve asked how:the -Mayor'saw our role in connection with possible external committee's in the Grievance/Complaint Procedures with both employee's and citizens. The Mayor expressed the importance of complaints or grievances being handled by an internal committee all ready in place first, then external if that is someone's desire. It was explained that by direction of the Affirmative Action Plan that the Affirmative Action Advisory Committee has been charged as the City vehicle to handle Citizen/ Employee Complaints/Grievances, and that liaison with the Human Rights Commission had been attempted to assist them 'in the past with their Police Community Relations Committee. Shortly thereafter the Committee was adjourned at approximately 3:30 p.m. Next meeting will be held on 11 March 1982 at 2:00 p.m. in the Common Council Chambers, 1 City Hall.
