HomeMy WebLinkAboutMN-AAC-1981-05-21 1/4 - AFFIRMATIVE ACTION ADVISORY COMMITTEE `r H 93] '" OFFICIAL MINUTES OF MEETING May 21, 1981 i The regular monthly meeting of the Affirmative Action Advisory Committee was held at 2:05 p.m. May 21, 1981, in the Common Council Chambers, City Hall. In attendance were: Stephen Wapen, Co-chairman Dr. Donald Graham Marisue Bishop John Dougherty Royal Lipscomb Jasmine Lim Audrey Cooper Bernard Van Orman Joan Collins Robert Cutia, Dir. Youth Bureau Truman Powers, Chairman, Civil Service Commission Absent were: Argin Hutchins Michael Montgomery [excused] Steve Wapen discussed the recent Affirmative Action Sensitivity Seminar conducted on May 7th andl 8th 1981 at the Central Fire Station. He stated he had attended) and even tho e was unable to attend both days Um* he believed that) from what he had observed)he was encouraged by the meaningful topics and communications that Wire forthcoming. Jack Dougherty and Joan Collins also discussed their observations of the seminar. Discussions determined that a questionnaire should be sent to parti- cipants of the seminar to get their reaction to the seminar. This can be done immediately following attendance at the seminar) and perhaps a year later)to see if attitudes have changed or helped Affirmative Action. Mr. Truman Powers explained to the committee what the law stated concerning com- petitive [testable] positions. He also helped clarify the difference between the exempt, unclassified and non-competitive titles and how they are determined; if they are offered Civil Service protection and if a test is required. The members of the committee asked that they be furnished a list of all City job titles annotated to indicate whether exempt, unclassified, non-competitive etc. The Affirmative Action Officer will furnish that as soon as possible. The Affirmative Action Advisory Committee then discussed summer job vacancies, how they are filled, availability of minorities in such positions as Lifeguard etc 9 and Mr. Cutia expressed his views on having the school system prepare their students for jobs, and what he felt was lacking in being able to attract resident students to fill the positions. Test Preparation Program which will be in conjunction with the Testing Program since that same information is similar_to requirements for many entry level positions. A discussion was also had on the test preparation course/concentrating on two or three major position-titles rather than the SHOT GUN approach since we only hire 22 or 23 full-time persons a year. To spread it too widely could water down our approach. Steve discussed the necessity to consider what to do with the Annual Report, when it should be filed, and what it should contain. Discussio was held stating perhaps it M k) should contain a compiliation of minutes, statistics p/' `ummary of training and perhaps ;;�'° it should be filed with an annual year of July 1 to June 30 which would correspond j) ,,i it with the EEO+ Report year as well as just before the Budget process. This will be up for future discussions with a request of the members that a copy of the budget I filed for Affirmative Action last year to be given to all members. The discussion then went to possible Media coverage. The Ithaca Times had been called with the idea that they were supposed to talk to Mike or Steve this week for a story. It was suggested that we contact Barbara Mink for a story just before'the next meet- ing . Also to get the meeting date to the Journal and ask it be published in the Community Public Notices on Meetings. The meeting adjourned at 3:30 p.m. The next meeting is scheduled for June 18, 1981, at 2:00 p.m. in the Common Council Chambers. JMC/sp
