TOWN OF DANBY
TOWN BOARD MINUTES
June 12i 1972
The regular meeting otthe Denby Town Board was held in the
Denby Elementary School ,` June 12 , 1972 , at 8100 P . M .
Board members present : Supervisor Donald C . Makie
Councilman Ralph Wilbur
Councilman Gerald Cranes
Jnstioe Floyd Dorn
Justioe A . Francis Wright
Also presents Gordon Roberts , Randle Thayer ; and Ed Slights
The minutes of the regular meeting of May 8 , 1972 , were mailed
to board members for reading and correction .
The minutes were approved as oorreoted .
COMMUNICATIONS :
1 .. A letter from the New York State Electric & Gas
Corporation answering a request for service to the
Wilbur Lumber Yard ,
2 A letter from the Tompkins County Department of
Health to all supervisors in Tompkins County towns
concerning the sanitary code of Tompkins County .
3 . A letter from The Tompkins County Trust Company
in regards to interest due on a 1968 bond .
Lt . A letter from the United States Department of
Agriculture in reference to RC&D Assistance and
its possible use in West Danby . Perk idea ,
5 . A letter from Edward E. Hart protesting the
erection of the radio towers on Troy Road because
of the red lights .
6 . A letter from Thomas S . McGinnis concerning property
he owns in the Town of Denby which is made
inaccessible because of the disrepair of the bridge
crossing Miller Creek . Possibly the road and also
the bridge are a responsibility of the Town of Denby `
He would like the boards advise in this matter ,

a public hearing on a revised proposed amendment •

PRIVILEGE OF THE FLOOR :
Justice A . Francis Wright made the observation that the State
Highway Department has been cutting the grass along the roads
• in Denby .
Councilman Gerald Cranoe said that there were people trying to
get water easements . This is something that should have been
done a long time ago:
. Randle Thayer would like to build a multiple dwelling in the
town and has been refused a building permit . The board advised
him of the size lot that would be necessary for this purpose
and the procedure to follow in obtaining a building permit as
: they are refused in a R1 district automatioally.

• COMMITTER REPORTS :
•
A . Highway Department - Councilman Ralph Wilbur says the
washed out roads are almost all repaired and also a
new man has been hired. He has literature on a new
stone spreader that will be needed by the town if the
roads are to be black topped . After some discussion
Councilman Raip Wilbur made the motion that we let bids
for a spreader and that Dick Chaffe.e' .prepare the
specifications .• The motion was seconded by A. Francis
Wright and carried by a vote of five ayes and no noes.
The bids will be taken June 30th at 1 : 00 P . M . at the
. Town Highway Barn by Councilman Ralph Wilbur , Dick Chaffee
and Supervisor Donald Makie Mr: Ackerman is building
a house on comfort Road and would like a new road up
there. Another request was made by someone new in the
area who bought land in the same area and would also like
to see a new road built .
. . B; West Denby Water District - Councilman Gerald Cranes says
that he has been advised that the water tank should be
sand blasted on the inside and repainted on the outside.
The estimated cost would be $1 , 200 . 00 this year and if
we wait until next year the cost will be even higher .
After a lengthy discussion it was decided that this
should be but in the budget for next year as there is
not enough money to do it this year.
C: Insurance Bill Scott was in touoh with Supervisor
Donald Makie and assured him that we have a credit of $511. 00
and that this was not an additional bill as we were led
to believes The ton reoeived a bill for $1 ;50000 for
workmans compensation: Supervisor Makie discussed this
with Bill Scott also ; if it - turns out that this is more than
enough we. will get a credit at the end of the year.
D ; Refuse Collection & Disposal - No reports.
E ; Youth - Justice A'. Francis Wright says he has been
approached about swimming in the Denby Pond and vandals
putting the life guard chairs and tables and benches in.

will happen over again'. Perhaps some arrests would stop
this malicious mischief`: Supervisor Donald Makie thought
we might have less problem when people move in the new
houses: This is a problem every year and something the
board will have to work on.

. '. Committee Reports Continued :
F . Zoning and Planning - No report ,
- C . Fire . Counoilman Raip Wilbur Says that we had - one bid on
the' old fire house . Ten minutes before the bids were
opened he dame and withdrew his bid . He found that the well
and 'septic system weren ' t on the lot . Their are two parties
that are presently interested in the property .
H. Cemeteries -: - It was mentioned that the town is required
by law to take care of cemeteries that are not tken flare
. of by a oemetery association . Dick Chaffee will try to
put some of the monuments baok in place in the Bald Hill
Cemetary.
OLD BUSINESS :
A . Highway Superintendent - No report .
B . Zoning Officer a Zoning report was mailed and read by the
board . Councilman Ralph Wilbur made the motion that 100 .
oopies of the zoning ordinance be made up at the quoted
• price of $385o per 100 copies by Gnoman Coping Service .
Baoh copy , to be sold for $ . 50 . The motion Was seoonded by
Justice Floyd Dorn and seconded by : a vote of five ayes and .
no noes :
C'. -•Planning. Board a No report .
D '' Appeals Board - Counoilman Ralph Wilbur is looking for a
member to serve on the Appeals Board . Mb one has been found
- as yet . One person has been approaohed and may be
interested put needs time to make up his mind . Two appeals
have been approved . Ralph Wilbur has a trailer on his
lumber yard to be used as an office and Mr , Strobel has
moved a trailer on his land as a home for his hired man . •
F . Town Site Status. Supervisor Donald Makie says that Bob
• . Bartoff will visit him tomorrow night to discuss some
matter of interest to the town : Also Mr . Bartoff wants
the town to dig the holes and plant the trees to make the
hedge between his land and the land that may possibly be
purchased by the town . This will be left tb the
discretion of Dick Chaffee as this would mean taking
town equipment off town property . -

Old Business Continued :
F. Donovan Highway Improvement Program a Supervisor Donald Makie
has talked to Highway Superintendent Diok Chaffee and the
money needed for this plan will have to be raised by
taxes . We will have to take a tax anticipation note of
$4 ;624 . 21 . • This will have to be done by resolution:
Justioe A Francis Wright made the motion to secure the
resolution to be drawn up by Attorney Diok Thater . at the
request of Supervisor Makie . The motion was seconded by
Counoilman Ralph Wilbur and carried by a vote of five ayes
and no noes . Supervisor Donald Makie will bring this
resolution to our next meeting.
G . French Trailer Park - No report :
H West Denby Water District Clerk - Counoilman Gerald Crance
says that Mary Casterline needs a three drawer. file and
preferably one that is fire proof. After some discussion
. it was decided that the money for this file Should come
out of town funds ': Also the town clerk needs s new
adding machine as the one she now has is ' not large
enough; Supervisor Makie made the motion that Mary
Casterline by a filing oabinet and that the town clerk
investigate the purohase of a new adding machine : It
Was suggested that Ed Oltz see what N . C . R . would do for
. the town along these lines': When a new adding machine
is purohased the old adding machine that the clerk now
has will be given to Mary Casterline•. The motion was
seconded by Ralph Wilbur and carried by a vote of five
ayes and no noes .
I . Highway Vacation Polioy - This matter will be left to
the dfgcretion of the Highway Super.*ntendent now and
in the future'.
J . Review Zoning Officers duties a In the future it was
suggested that if a request is made for a building permit
for an unusual purpose such as the radio towers we
should look into ways to fight this -. Gordon Roberts
will send the assessment board a copy of the application
made for the Radio towers in excess of $100000 . 00 . •
The zoning map revision when it is done will be the •
responsibility of the zoning officer:

NEW BUSINESS :
TV Cable Franchise - Duth Countryman couldn ' t make the meeting
but would like to come to the meeting in July and talk to the
board .
Jim Calhoun may be of help in the West Danby Park . Councilman
Gerald Cranoe will fill out the card attached to Air . Calhoun ' s
letter and send it to him .
Councilman Ralph Wilbur made the motion to pay the merest bill
from 1968 due the Tompkins County Trust Company , The motion
was seconded by Floyd Dorn and carried by a vote of five ayes
and f i noes'."

July 15 , 1972 was the date set for the road tour . The town
board members and Dick Chaffee will meet at 1 : 00 P . M . at the
town barns .
Ralph Wilbur mentioned that a Highway Superintendents '
aonferenoe will be held at Cornell University . Diok Chaffee
should go and the town will pay -the expenses .
There was considerable discussion on the junk yard by Danby
Pond . Councilman Ralph Wilbur says that he sees junk oars
being hauled in there every day . Sometimes only one , other
times three or more . As this is in violation of the zoning
ordinance it was decided to have Gordon Roberts the zoning
officer approach the man in charge of this and the board will
get back to the matter in another month .
Supervisor Donald Makie will call Dr . Hart in reference . to his
letter concerning the radio towers .

Supervisor Donald Marie told the board that he met with the
state man to discuss the equilization rate: ve examples
increased 25 per cent for this next year .
