Cohen (Mayor) Members Excused: A lderperson Blumenthal Staff Present: Norma Schwab (City Attorney), Larry Fabbroni (Asst Supt), Debra Parsons (City Chamberlain), Steve Thayer (Deputy Controller), Schelley Michell-Nunn (HR Director), Denise Malone (Administrative Secretary) Chairperson Peterson called the meeting to order at 7:04 p.m. A. Agenda Review, Approval of Minutes & Announcements Chairperson Peterson stated that another item has been added to Item E.3 - Personnel Items - Department of Public Works (Water & Sewer). The Committee reviewed the minutes from the January meeting. Alderperson Mack made a motion to approve the minutes from the January 28, 2002 meeting. Seconded by Alderperson Hershey. Motion carried 4-0. Chairperson Peterson stated that the meeting to discuss the retreat between Department Heads and Common Council would be held tomorrow. B. Employee Comments & Response. None. C. City Administration Alderperson Hershey stated that a meeting involving himself, Mayor Cohen, Alderperson Manos, and HR Director Michell-Nunn was held. They are looking at other jurisdictions that have a City Administrator. Should the City Administrator position be approved and the Mayor's powers be diminished, there will be changes for the Charter if not a referendum. E Personnel Items 1. Attorney's Office a. Request to Create Part-Time Assistant City Attorney Positions The Attorney's Office requested to amend the Personnel Roster by deleting one (1) Full-Time Assistant City Attorney position and creating two (2) Part- Time Assistant City Attorney positions. After discussion, Alderperson Mack made a motion to approve the request. Seconded by Alderperson Cogan. Motion carried 4-0. 2. Chamberlain's Office a. Request to Extend Customer Service Representative Trainee's Hours The Chamberlain's Office requested to amend the Personnel Roster by extending the hours of the Customer Service Representative Trainee position from thirty-five (35) hours to forty (40) hours. After discussion, Alderperson Hershey made a motion to approve the request. Seconded by Alderperson Cogan. Motion carried 4-0. Human Resources Committee March 25, 2002 Page 3 3. Department of Public Works (Water & Sewer) a. Request to Create Wastewater Treatment Plant Operator Trainee Position The Department of Public Works (Water & Sewer) requested to amend the Personnel Roster by creating a Wastewater Treatment Plant Operator Trainee position. After discussion, Alderperson Cogan made a motion to approve the request. Seconded by Alderperson Mack. Motion carried 4-0. Alderperson Hershey left at 8:30 p.m. b. Request to Hire Environmental Engineer Above Salary Recommendations The Department of Public Works (Water & Sewer) requested approval to hire the Environmental Engineer above the salary recommended by the Human Resources Department. After discussion, the consensus of the Committee was to deny the request. F. Director's Reports. None. G. Mayor's Report. None. H. New Business 1. Fraternization The Committee was unable to determine why this item was on the agenda. Alderperson Peterson will discuss this item with Alderperson Blumenthal. 2. Employee Recognition This item will be discussed at next month's meeting. Human Resources Committee L' March 25, 2002 Page 4 I. Smoking Policy 1. Smoking Policy To be in compliance with the State, the Committee would need to pass the proposed Smoking Policy. The policy can already be found in the City Charter. To adopt a Smoking Policy other than what is in the City Code could require negotiations with the unions. After discussion, Alderperson Mack made a motion to adopt the Smoking Policy that is currently an ordinance in the City Charter. Seconded by Alderperson Cogan. Motion carried 4-0. J. Adjournment On a motion by Alderperson Cogan, the meeting was adjourned at 10:15 p.m.
