Cohen (Mayor) Staff Present: Phyllis Radke (Acting Building Commissioner), Bill Gray (Superintendent of Public Works), Steve Thayer (Deputy Controller), Norma Schwab (City Attorney), Rick Ferrel (Asst Superintendent), Nancy Oltz (Mgr of Operations & Maintenance), Rick Basile (Police Chief), Denise Malone (Administrative Secretary) Others Present: Edith Rohrer, Bob Rohrer, Priscilla Edsall Chairperson Manos called the meeting to order at 7:12 pm. A. Agenda Review, Approval of Minutes &Announcements Chairperson Manos stated that the following items have been added or deleted on the agenda: delete Item E-5 (Information Technology) and add to Item K(Motion to Enter into Executive Session to Discuss Litigation). The Committee reviewed the minutes from the October meeting. Alderperson Vaughan made a motion to approve the minutes from the October 23, 2000 meeting. Seconded by Alderperson Hershey. Motion carried 4-0 (Alderperson Glasstetter was absent from vote). B. Employee Comments & Response Priscilla Edsall (spouse of retired employee Bob Edsall) addressed her concerns to the Committee regarding the increase in the prescription co-pay. Ms. Edsall spoke against the increase and asked why the retirees were not notified prior to the change. Ms. Edsall asked the Committee to please reconsider their decision to increase the prescription co-pay for retirees. Edith Rohrer(retiree) also spoke against the increase in the prescription co-pay for retirees. Ms. Rohrer explained how the changed would affect her personally and asked too that the Committee reconsider their decision to increase the prescription co-pay. Ms. Rohrer stated that she would appreciate anything the Committee could do. Human Resources Committee Meeting November 27, 2000 Page 2 The Committee recognized that the retirees do deserve to be consulted and heard and apologized for not notifying the retirees prior to the change in the co-pay. Alderperson Hershey asked if the City had a Retired Association. Alderperson Manos stated that further discussion would take place when Controller Cafferillo could be present with additional information. C. Chairperson's Report Chairperson Manos stated that she has received several calls from retirees and she feels that retirees should have been notified prior to implementing the increase in the prescription co-pay. D. Sub-Committee Reports. None. E. Personnel Items 1. Youth Bureau a. Request to Add Recreation Coordinator Position The Youth Bureau is requesting to amend the personnel roster by adding the position of Recreation Coordinator. After discussion, Alderperson Spielholz made the motion to approve the request. Seconded by Alderperson Vaughan. Motion carried 5-0. 2. Building Department a. Request to Decrease Hours of the Administrative Secretary Position The Building Department is requesting to amend the personnel roster by decreasing the hours of Administrative Secretary Kathleen Boyd from 40 hours/week to 35 hours/week effective January 1, 2001. After discussion, Alderperson Vaughan made the motion to approve the request. Seconded by Alderperson Spielholz. Motion carried 5-0. 3. Planning Department a. Appointment of Deputy Director of Planning & Development The Planning Department is requesting to provisionally appoint JoAnn Cornish as Deputy Director of Planning and Development effective November 6, 2000. After discussion, Alderperson Spielholz made the motion to approve the request. Seconded by Alderperson Hershey. Motion carried 5-0. 1 y�una�t Resources Committee Meeting November 27, 2000 Page 3 4. DPW—TCAT a. Request to Create Two (2) Full-Time Bus Driver Positions DPW is requesting to amend the personnel roster by creating two (2) full-time Bus Driver positions. After discussion, Alderperson Vaughan made the motion to approve the request. Seconded by Alderperson Spielholz. Motion carried 5-0. 5. DPW— S&F a. Request for Salary Adjustment for Golf Course Manager Asst Superintendent Ferrel is requesting a salary increase for the Golf Course Manager. Mr. Ferrel explained that the Golf Course Manager has not received a wage increase since January 1998. HR Director Michell-Nunn will take a look at this position and the contract. After discussion, Alderperson Vaughan made a motion to table this request until the Committee receives more information from the HR Director. Seconded by Alderperson Spielholz. Motion carried 5-0. Alderperson Manos asked Asst Superintendent Ferrel to assure the Golf Course Manager that the Human Resources Committee will respond to this request after more information has been received. F. Work Environment Task Force Alderperson Hershey stated that the Work Environment Task Force's presentation would consume most of the December's meeting. G. Director's Report. None. H Mayor's Report. None. I. Old Business. None. J. New Business 1. Flu Shots Mayor Cohen stated that this topic was discussed at the Senior Staff meeting. There are departments that pay for their employees to get flu shots. Mayor Cohen suggested looking into paying for flu shots for the remainder of the employees. After discussion, the Mayor will get additional information regarding the cost of flu shots and the dates of flu clinics. Human Resources Committee Meeting November 27, 2000 Page 4 2. E-mail Mayor Cohen stated that there is a need for an e-mail policy. He distributed information to the Committee and asked them to review the material. An E-mail Committee has been created consisting of IT Director Duane Twardokus, City Clerk Julie Holcomb, Alderperson Vaughan, Alderperson Manos and Mayor Cohen. The Committee will continue this discussion at next month's meeting. K. Motion to Enter into Executive Session to Discuss Collective Bargaining and Litigation At 7:40 p.m. Alderperson Vaughan made a motion to enter into Executive Session to discuss Collective Bargaining and Litigation. Seconded Alderperson Glasstetter. Motion carried 5-0. After Executive Session, Chairperson Manos reported that the full Common Council met but no action was taken. L. Adjournment On a motion by Alderperson Vaughan, the meeting was adjourned at 10:28 p.m.
