None. ` . r Human Resources Committee Meeting August 28, 2000 Page 2 D. Sub-Committee Report 1. City Administrator The Committee is benchmarking processes in other cities similar to Ithaca to analyze what they do and why, if they made a change when the change happened and what effect this change had on the municipalities' charter. The Committee's interest in the effect on the charter is due to the issue raised that if the City Administrator position is created, can it be done in a way that it does not involve a public vote on charter revision. It also goes to question whether the mayoral authority would be diminished in any way. If so, would this really be an administrative position or would it only be a chief of staff or administrative assistant position. The Committee will prepare a questionnaire to be distributed internally to determine what employees think about how the current process works, what the shortcomings and strengths are, and their experience. The Committee discussed who should complete this questionnaire (i.e. department heads, community leaders, business people and people who has dealings with the City) and getting assistance from Cornell University in administering it. The Committee is trying to complete the project by the end of this calendar year since there is no longer an October 1st deadline. E. Executive Session. None. F. Personnel Items 1. Youth Bureau a.
