APPROVAL OF MINUTES Commissioner Eastman made a motion to approve the minutes of the February 23, 2005 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS Request to Amend Firefighter Job Description The Commission reviewed and discussed a request from Fire Chief Brian Wilbur to remove the special requirement for a Class B Commercial Drivers License from the Firefighter job description. The requirement is not mandated by statute, and the City and Firefighters Union mutually requested that the requirement be removed. Commissioner Richardson made a motion to amend the Firefighter job description by eliminating the special requirement of a Class B CDL. Seconded by Commissioner Eastman. Motion carried 2-0. Request to Amend Ithaca Housing Authority Job Descriptions The Commission reviewed and discussed a request from Ithaca Housing Authority Executive Director Brenda Westfall to add a drivers license requirement to the following IHA positions: Building Maintenance Mechanic, Confidential Secretary to the Executive Director, Data Entry Specialist, Executive Director - Ithaca Housing Authority, Public Housing Manager, Receptionist, Senior Account Clerk, Senior Account Clerk-Typist, Tenant Relations Assistant. After discussion, Commissioner Richardson made a motion to add a NYS Class D drivers license requirement to the following positions with responsibilities that include field work: Building Maintenance Mechanic, Executive Director - Ithaca Housing Authority, Public Housing Manager, and Tenant Relations Assistant, and to deny the request to add a NYS Class D drivers license requirement to the following positions that are primarily office positions: Confidential Secretary to the Executive Director, Data Entry Specialist, Receptionist, Senior Account Clerk, and Senior Account Clerk-Typist. Seconded by Commissioner Eastman. Motion carried 2-0. Civil Service Commission April 6, 2005 Page 2 Resolution For Adoption of CSEA and Confidential Classification Plan Commissioner Richardson made the following motion: WHEREAS, a survey of CSEA and Confidential positions in the classified service of the City of Ithaca was conducted and a classification plan for those positions was prepared on the basis of such survey; NOW, THEREFORE, BE IT RESOLVED, that the classification plan attached hereto, including class specifications and allocation lists containing the names of present incumbents, the present class titles, the present jurisdictional assignments, the proposed class titles, and the proposed jurisdictional assignments, be and the same hereby is approved, and that the proposed class titles and the proposed jurisdictional assignments contained in the allocation lists be and the same hereby are adopted. (The classification plan is available in the City of Ithaca Department of Human Resources/Civil Service.) Seconded by Commissioner Eastman. Motion carried 2-0. Resolution B: Resolution Confirming the Continuation of Or Vesting of Status of Employees Appointed In Accordance With Civil Service Law and Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission has, by resolution duly adopted on April 6, 2005, approved a classification plan for CSEA and Confidential positions in the classified service of the City of Ithaca following a survey of positions, and WHEREAS, the titles and jurisdictional classification of certain positions have been changed by such classification survey and by appropriate Commission action, and WHEREAS, the titles of certain positions have not been changed, and WHEREAS, the employees in the foregoing categories have already qualified for their positions in accordance with the provisions of the Civil Service Law; NOW, THEREFORE, BE IT RESOLVED, that the following named incumbents are either vested with or continued under their civil service status in the titles and jurisdictional classification which are in each case indicated and that they be granted, or as the case may be, that they retain all the rights and privileges of the title and jurisdictional classification to which their positions are allocated. (The spreadsheet containing the list of the incumbents is available in the City of Ithaca Department of Human Resources/Civil Service.) Seconded by Commissioner Eastman. Motion Civil Service Commission April 6, 2005 Page 3 carried 2-0. Resolution C: Resolution Indicating Employees Entitled To Provisional or Other Non- Permanent Status Only Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission has, by resolution duly adopted on April 6, 2005, approved a classification plan for CSEA and Confidential positions in the classified service of the City of Ithaca following a survey of positions, and WHEREAS, the titles and/or jurisdictional classification of certain positions have been changed by such classification plan, and WHEREAS, incumbents of certain positions have not been permanently appointed to and employed in their position in accordance with Civil Service Law and Rules; and WHEREAS, incumbents of other positions while properly qualified for their former titles, are not qualified for their new titles because different or higher skills are required; NOW, THEREFORE, BE IT RESOLVED, that the records of the City of Ithaca Civil Service Commission be made to show the following named incumbents as having provisional or other non-permanent status only pending the conduct of appropriate competitive or non- competitive examinations for such titles. (The spreadsheet containing the list of the incumbents is available in the City of Ithaca Department of Human Resources/Civil Service.) Seconded by Commissioner Eastman. Motion carried 2-0. Authorization to Direct Public Hearing Commissioner Richardson made a motion to direct a public hearing for Wednesday, May 4, 2005 at 10:30 am for the purpose of amending the appendices of the Civil Service Rules by adding the newly adopted titles from the Classification Study. Seconded by Commissioner Eastman. Motion carried 2-0. New Position Duties Statement: Ithaca City School District - Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District for a new position at Beverly J. Martin Elementary School. Commissioner Richardson made a motion to classify the position as Typist. Seconded by Commissioner Eastman. Motion carried 2-0. Civil Service Commission April 6, 2005 Page 4 Request to Revise Director of School Facilities and Operations III Job Description The Commission reviewed and discussed a request from the Ithaca City School District to amend the Director of School Facilities and Operations III job description by updating the Distinguishing Features of the Class and Typical Work Activities sections, and amending the Minimum Qualifications to read as follows: MINIMUM QUALIFICATIONS: A. Graduation from a NYS registered or regionally accredited college or university with a Bachelor's Degree in Civil Engineering or a related field with similar course curriculum and two (2) years of full-time paid experience, or its part-time paid equivalent, in the design or inspection, construction or renovation, maintenance or repair, or daily operation of buildings and grounds, at least one (1) year of which must have been in a supervisory or administrative capacity overseeing a staff of at least thirty (30); or B. Graduation from a NYS registered or regionally accredited college with an Associate's Degree in Construction Technology, Engineering Science or a related field with similar course curriculum and four (4) years of full-time paid experience, or its part-time paid equivalent, in the design or inspection, construction or renovation, maintenance or repair, or daily operation of buildings and grounds, at least two (2) years of which must have been in a supervisory or administrative capacity overseeing a staff of at least thirty (30); or C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid experience, or its part-time paid equivalent, in the design or inspection, construction or renovation, maintenance or repair, or daily operation of buildings and grounds,at least two (2)years of which must have been in a supervisory or administrative capacity overseeing a staff of at least thirty (30); or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above. Commissioner Richardson made a motion to approve the requested changes to the Director of School Facilities and Operations III job description. Seconded by Commissioner Eastman. Motion carried 2-0. Request to Accept Late Application The Commission reviewed and discussed a request from a candidate for Fire Lieutenant Exam Civil Service Commission April 6, 2005 Page 5 No. 77-549 to accept his late application. Commissioner Richardson made a motion to deny the request. Seconded by Commissioner Eastman. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to enter into executive session to discuss civil service examination matters. Seconded by Commissioner Eastman. Motion carried 2-0.
