COMMONS ADVISORY BOARD
MINUTES
JANUARY 7, 2000
PRESENT:
Joe Wetmore, Gary Ferguson, Natan Huffman, Julie Holcomb,
Andy Gillis, Kris Lewis, Paulette Manos
OTHERS PRESENT:
Rick Ferrel, Asst. Superintendent of Sts & Fac.
Discussion was held regarding member attendance levels and
the frustration caused from the lack of quorums continually
experienced during the past two years. It was agreed that
critical components to the CAB' s success include: proper
staffing, regular distribution of agendas and minutes, and
the clarification of the CAB' s role vs. the role of the
Ithaca Downtown. Partnership.
APPOINTMENT OF CHAIR:
Andy Gillis and Joe Wetmore volunteered to serve as Co-
Chairs for 2000 . The remaining Board members approved the
appointments.
MEMBERSHIP APPOINTMENTS:
It was noted that half of the membership now has expired

terms. Members : Andy Gillis, Jerry Martins, Gary Ferguson,
Nancy Lieberman, and Julie Holcomb expressed interest in
being re-appointed. Kaitlin Addy' s term has expired and
she has never attended a meeting. Paulette Manos requested
that Board members bring forth names of people interested
in serving on the Board and she will forward these names to
the Mayor and Common Council for appointment.
LIAISON APPOINTMENTS:
Julie Holcomb suggested that the Board of Public Works
liaison position be changed to a Department of Public Works
liaison. She explained that the CAB often discusses issued
directly related to DPW crews and a representative of the
department should be present for the discussion; Board of
Public Works members are not always informed of work
schedules, costs, departmental policies and other factors
associated with Commons maintenance and improvement issues .
Common Council approval is required for this proposed
•
change. Julie volunteered to draft a resolution for
Council approval .
COMMONS REDESIGN PROJECT REPORT:
Extensive discussion followed regarding the Commons Capital
Project and the CAB' s prioritization of funding for Commons
improvements . Concern was raised that Environmental and
Landscape Planner JoAnn Cornish' s notes, taken from the
last CAB meeting, were given to Susan Blumenthal, Chair of
the Planning and Economic Development Committee and the
Mayor as the CAB' s recommendations.
The CAB decided to hold a special meeting on Thursday,
January 27, 2000 to formalize a recommendation to be
forwarded to the Mayor and Common Council. Prioritization
of projects was discussed as follows:

Co-Chair Wetmore would like to see these items discussed in
more detail at the Special Meeting, along with other issues
such as the removal of the fountain, before a final
recommendation is made to Common Council .

Present: Gary Ferguson, Julie Holcomb, Natan Huffman, Paulette Manos, Jeannie Lee, Joe
Wetmore.
Permit Issues:
\-/ Holcomb presented agenda items number 4, the waiver of electricity fee for Tompkins County
Country Dances and 5, the Orange Tree Theatre Festival's request for the usage of the whole
Commons. She also mentioned the Chili Cook Off and IDP's desire to have a hot tub on the
Commons as a promotional tool. No decisions were made due to the lack of a quorum.
CAB's Charge and Responsibilities:
Ferguson raised an issue, which was brought to his attention in the form of a complaint by
Thomas Associates, a tenant of the Commons. Thomas Associates expressed dissatisfaction with
a newly installed ventilation duct for Madeline's restaurant. Lee presented Madeline's intent for
the duct to the Board back in November 1999(?). There were neither drawings nor detailed plans
for the duct at the time. Lee indicated to the building department that the Board did not foresee
any issues with the duct but expressed interest in seeing the drawing as they were made
available. No drawings or plans were ever sent down to Lee for review. Lee did not initial off on
the plans as is usually done. The Board would like clarification on its role as related to the
Building Department's approval of projects on the Commons. Lee will discuss this with Phyllis
Radke, the Acting Building Commissioner, and invite her to a meeting of the CAB, if needed.
Commons Redesign:
The prioritization of the Common's improvements within the Commons Capital Project#386
was discussed for the remainder of the meeting. The exact amount of the capital project was
brought into question. Staff will confirm the exact amount of the capital project that is available
for improvements. The outcome of this lengthy discussion is presented in the form of a
resolution, attached here for the Board's review. The resolution is a draft and will be amended as

needed after the Board's review. The final resolution will be forwarded to the Planning &
'■.,../ Development Committee this month. Staff recommended that the resolution would be more
affective if presented to the Committee by the Chair of the Board.
Follow-up:
After the meeting, Lee spoke with Susan Blumenthal, chair of the Planning and Development
Committee, and indicated to her that a formal resolution from the Board on the matter of the
Commons improvements would be submitted and presented to the P&ED Committee this month.
The total amount in Capital Project#386 is $352,000.

Ferguson moved to approve the minutes for the January 27, 2000 special meeting. It was second
by Gillis. The minutes were approved unanimously.
Outdoor Sculpture Art Program:
Ferguson introduced the concept of the sculpture art program to the Board. A map of the
primary and secondary Commons was presented showing 50 different possible locations for the
sculptures. The program will help promote Downtown as a center for the arts. It will be a jury
competition. The program is still in the development stage. A committee consisting of Johnson
Art Museum representatives, City representatives and members of the community is working on
resolving and fine-tuning the different aspects of the program. The sculptures will range in size
and medium. The first exhibition is scheduled to go up this summer. The LDP is working with
the City on permitting, insurance, and fire and safety issues. Wetmore nominated Gillis as the
CAB representative on the jury committee. Gillis accepted the nomination and will be serving
on the jury team.
Vendor Legislation Review:
There was a discussion regarding the regulation under which vendors should be required to
operate. Such issues as vendor locations, fees, and term of the permit were discussed. It was
decided that a sub-committee consisting of Holcomb and Ferguson would work together to draft
a proposal for changes to the existing vendor legislation. They will have something to present to
the Board for discussion at next month's meeting.

CAB recommendations for the Commons Improvement Capital Project#386
WHEREAS, the Commons Advisory Board has reviewed the Commons Redesign Report and the
subsequent Ithaca Commons Preliminary Cost Estimate for the Report's recommended
improvements, and
WHEREAS, Common Council established Capital Project#386 for the sum of$352,000 for
implementation of the improvements on the Commons, and
WHEREAS, the Commons Advisory Board strongly recommends that the initial expenditures of
Capital Project#386 be concentrated on the primary and secondary Commons, respectively,
instead of on Green Street, and
WHEREAS, the use of funds on Green Street, at this time, would be premature and unwise due
to many unresolved issues, such as the possible location of the Transportation Center and the
uncertain relationship between the County Library short term parking/loading area and the bus
stacking activity, and
WHEREAS, the implementation of the improvements must be coordinated with the EDP and the
• businesses on the Commons to assure the least amount of disturbance to the operation of the
Commons, and
WHEREAS, the impacts of the changes below, which can be achieved in year 2000, will be
highly visible and will work to reinforce Common Council's commitment to furthering the
vitality of the Commons and Downtown Ithaca in the eye of the public and merchants of the area,
and
WHEREAS, the lighting scheme recommended below will work to promote the night life of the
Commons, increase perception of safety, and be aesthetically pleasing in both the day and night,
and
WHEREAS, the recommended improvements will further promote the Commons as a place to
shop, live, and recreate, and
WHEREAS, the recommendations below total $327,881; therefore be it
RESOLVED, the Commons Advisory Board recommends the following actions/improvements,
listed in the order of priority:
1) Hire engineering consultant to administer and prepare the bid documents for the
improvements. ($15,000 est.)
2) Lighting for the primary Commons:
a) Hire lighting design consultant to create a lighting plan for the primary and

Ithaca Downtown Partnership's 2000 work plan:
Ferguson presented the IDP's 2000 work plan to the Board. He explained that the work plan was
a more detailed portion of the IDP's 10-year Strategic Plan for Downtown. The overall goal of
the IDP's plan is to increase/improve people traffic downtown. This will be achieved through the
recruitment and retention of office, retail, entertainment and residential use on and around the
Commons. The lack of convenient, safe, and clean parking was raised as a major disincentive for
businesses to locate downtown. The Green Street garage was cited as an example.
Commons Redesign:
Lee handed out a draft resolution for the Commons Improvements Capital Project#386. The
Board reviewed it and suggested changes. The final resolution,with the Board's recommended
changes,will be mailed to the Common Council. Please see attached revised final resolution.
SPCA:
The SPCA has submitted a request to hold a monthly SPCA Day on the Commons. The event is
to promote dog adoption. There will be volunteers present to handle the dogs and assist
interested members of the public. All dogs will be kept on leashes at all times. The volunteers
will be responsible for cleaning up after the dogs. The Board suggested putting them on either of
the end pavilion of the Commons,preferably the Cayuga Street end. This will assist in the
delivery of the dogs to the pavilion and provide a Street for leashed interaction with perspective
adopters. The SPCA must have a sign at the event clearly stating that it is a special event with a
permit and that dogs are regularly prohibited on the Commons. The Board agreed to allow a trial
run of the program. Approved: six votes for the trial run. The SPCA must revisit the Board after
the one time trial run.
Follow-up:
Bill Gray, Superintendent of Public Works informed Lee that a contractor, Sear Brown,has been
working on the construction drawings and would be ready to go bid in approximately four weeks.
They expect construction to occur this spring and fall.

Alley. ($30,000) includes implementation
4)Apply new finish to wood ceilings in all pavilions. ($2,400)
5) Street Furniture/Public Amenities:
a)Provide new benches, trash and recycle receptacles,bike rakes, etc. ($7,200)
6) Complete deferred maintenance projects on the primary and secondary Commons.
($30,000) Example: repair drinking fountains, repair/replace broken tree grates. Past
capital projects allocated for Commons maintenance but not expended at the time should
be utilized, when applicable, instead of the Commons Capital Project#386. Maintenance
should continue to occur as part of DPW's regular work plan.
7) Public Art: Purchase of bases for the IDP Sculpture Program. ($20,000)
8)Dedicate at least$10,000 for signage on and around the primary and secondary
Commons.
9)Hire traffic consultant to conduct a feasibility study on the various vehicular and
pedestrian circulation proposals for Green, Seneca, Cayuga and Aurora Streets. ($12,000)
10)Hire design consultant to develop a design plan for the three main entrances of the
Commons. ($16,500), and be it
FURTHER RESOLVED, that the Commons Advisory Board urges Common Council to take
into account this resolution and its recommendations when planning and voting on an
implementation strategy for the Commons Capital Project#386.

I THACA COMMONS FAQ S
WHAT IS THE CURRENT DPW/COMMONS STAFFING?
The Commons is currently staffed by 2 full-time workers, and 2 seasonal
(1/2 year) workers.
WHO IS RESPONSIBLE FOR SNOW REMOVAL ON THE COMMONS?
The City of Ithaca Department of Public Works removes snow from the
pedestrian walkways on the Commons using a combination of tractor/plow,
and street sweeper. Snow is removed the morning following a snowfall
or during daytime accumulations.
WHO IS RESPONSIBLE FOR CLEANING AND SWEEPING STOREFRONTS?
The merchants are responsible for keeping their storefronts clean, and
swept. The Commons Crew sweeps the pedestrian walkways daily with the
street sweeper.
WHO IS RESPONSIBLE FOR CLEANING GRAFFITI?
The City of Ithaca Department of Public Works is responsible for
cleaning graffiti from public buildings and structures. Property
owners are responsible for cleaning graffiti from private property.
Commercial property owners will be notified that graffiti exists on
their building, and it must be removed within 20 days, or the City will
remove it at the owner's expense. The Graffiti Ordinance is available
at the City Clerk's Office.
WHAT IS THE TRASH AND RECYCLING REMOVAL PROCEDURE?
Trash and recycling materials are removed from the public barrels on
the Commons daily by the Dept. of Public Works. Trash is removed from
�./ the stores and apartments on the Commons on Tuesdays and Thursdays.
Recycling is removed from stores and apartments every-other Tuesday by
Superior Disposal Systems, unless special collections have been
arranged at cost to the business.
HOW CAN ELECTRICITY AND WATER BE ACCESSED FOR VENDORS, SPECIAL EVENTS,
PLANTER WATERING, ETC?
Access to these utilities should be coordinated through either the
Ithaca Downtown Partnership, City Clerk' s Office or the Department of
Public Works.

All non-emergency calls should be directed to the Ithaca Police
Department Dispatcher at 272-3245.
Please call 911 to report an emergency situation. An emergency is
defined as any situation that in order to preserve life or property
requires immediate response by police, fire or medical emergency
agencies. 911 calls can be placed free of charge on pay phones, are
given priority and a response will be provided for any police, fire or
medical emergency.

WHO SHOULD I CALL WITH ENVIRONMENTAL/QUALITY OF LIFE ISSUES (NOISE,
DOGS, PAN HANDLING, DISORDERLY CONDUCT, LOITERING)?
Calls can be directed to the Ithaca Police Department Dispatcher at
272-3245. Please keep in mind that Police Officers may not be able to
act upon some complaints if the offending behavior is not a violation
of law.
HOW DO I GET A PERMIT TO DRIVE ON THE COMMONS?
Permits to drive on the Commons are issued by the Ithaca City Clerk's
Office. Permits may only be used after 9:00 pm and before 9:00 am.
The permits give someone the ability to drive on the Commons and load
and/or unload, not to park your vehicle on the Commons.
WHAT IS THE DIFFERENCE BETWEEN TRUCK LOADING ZONES AND LOADING ZONES?
Truck Loading Zones are for large trucks - 10,000 lbs or more, while
loading and unloading.
Loading Zones are for anyone loading or unloading - you may not park
there.
WHAT ELSE SHOULD I KNOW ABOUT THE COMMONS?
The Commons is public property and as such certain activities cannot be
restricted, but can be regulated. Activities such as street preaching,
vending, and street musicians are permitted activities as long as;
slit, \fir 0 pedestrian walkways and fire lanes are not obstructed in any manner,
the sound from the activity is not unreasonable, and the activity does
not include hawking or harassing of passersby, nor the solicitation of
funds.
Bicycles must be walked through the Commons and skateboards must be

If you live or work on the Commons you can obtain a permit to walk your
dog to your apartment or work place on the Commons. Permits are issued
by the City Clerk' s Office after the submission of: proof of a current
dog license and rabies vaccinations; a copy of a lease, or letter of
permission from landlord or employer; payment of $20 permit fee.

The Commons Advisory Board meets the first Friday of every month at

The CAB has been appointed by the Planning and Economic Development Committee to handle
design issues for Commons improvements. We spent some time discussing the history and
problems associated with the Commons redesign process. There is a sense that a broader
vision has not been defined and that the plan has basically been the incrementalism that the
redesign process was supposed to correct. Despite itself, perhaps, the process is coming
around to a master plan and a prioritization of discrete projects. Mary will present drawings of
both the broader vision and the details (esp. of signage) for discussion at the next meeting.
There was general agreement that it is time to move forward and it was decided that the CAB,
as a whole, should serve as the client committee on design issues. There was also the sense
that approval or endorsement of the redesign plan by Common Council or the Planning and
Economic Development Committee would be very helpful, in so far as it would give a clear
sense of direction and pave the way for a more detailed schedule.
A couple of permit issues were raised, including vendors without permits (especially jewelry
free-lancers), street musicians selling CDs and tapes of their performances, and noise permits
for electrified bands or events. It seems that some vendors continue to sell their wares on the
Commons without a permit, but we did not pursue the discussion much further. Street
musicians were differentiated from other vendors because they are performing artists and thus
add an entertainment value to the street. Gary will be presenting, on behalf of the Ithaca
Downtown Partnership, some proposals on organized busking (street musicians) in the next
�./ month or two.
On the noise permit front, there have been a few incidents where bands or events had permits,
but were playing their music too loud. When police were called, they often declined to do
anything since the event was permitted. Questions were raised about who should be
responsible for talking to the bands or event organizers when things are too loud, where bands
should be able to point their speakers, and how exactly permits were granted by the Mayor's
office. Natan suggested purchasing an inexpensive decibel meter for use on the Commons that
could be kept in the satellite office or in a commanders car; there seemed to be general support
for this idea, though some details would need to be worked through about how measurements
would be made - distance, direction, etc. Tim agreed to circulate copies of the noise ordinance.
The other major issues discussed were vehicles and dogs on the Commons. Current ordinances
are not being enforced. Vehicles are allowed on the Commons between 9pm and 9am with a
permit. There have been instances, however, when vehicles have lingered beyond 9am and have
blocked storefronts. Bill said he would pass this on to the shift commanders. The Dog
Ordinance is not being enforced, either. The signage is not obvious and many people do not
know the rules. Some folks just don't agree with the rules despite problems with clean-up and
dog fights. The Leash Law is also not being enforced. Gary will be talking with Chief Basile
about officer training.
Though the place has not yet been set, the next meeting will be on November 9th at 8:30am.
Please note that this is not the usual first Friday time. The change was made to accommodate
people's schedules so that we can meet and discuss Mary's designs for the Commons (both the
broader vision and the details of signage). The other agenda item will be to discuss the noise
issues. It was decided that Chief Basile does not need to be at the next meeting.

Mary began the meeting with a discussion of Brian DeYoung's work on the pavilions. She
wanted to know if people wanted him to go ahead and finish the restoration work now, which
would take about 3 or 4 days and might be disruptive to holiday retailing, or wait until
January. Kristen said that the construction was not so disruptive as the parking of trucks on
the Commons. It was agreed that DeYoung should go ahead and finish the project, but that he
should park out of pedestrian walkways.
The bulk of the meeting was used to discuss planning for a new pedestrian signage program for
the Commons. Mary handed out drawings of some of her ideas for signage - ranging from
kiosks, to clock towers, to banners. She also had some pictures of the vehicular signs that have
gone up recently to direct traffic to the Commons and to other sites around Ithaca. We
discussed the goals and objectives of a signage program - questions of where to direct people to
and where to direct them from. Clinton House is currently operating as a tourist center for
downtown, but few people know about it and it is not located on the Commons.
We talked about the information that might be included on a kiosk, or set of kiosks:
1) maps of the Commons and downtown, like the directories currently on the Commons
2) maps of the City showing main roads into and out of downtown, perhaps with local and
regional destinations, such as wineries, restaurants (with example menus), art galleries,
B&B's, and ATMs all made the list of things people want to know about.
3) Lighting and architectural detailing (e.g. copper roof) were encouraged.
4) The following places were listed as kiosk spots: parking garage exits (Seneca St., Aurora St.,
Green St., and Home Dairy Alley), the Post Office, Dewitt Mall plaza, the three entrances to
the Commons, Clinton House, the library/City Hall area, and the Holiday Inn.
We also discussed the opportunities of getting brochures to retailers on the Commons, who
often act as de facto tourism directors. We wondered if the Chamber of Commerce would like to
do some outreach to retailers to inform and supply them with some tourism literature. of if
Challenge Industries might be interested in providing an employee with a cart of literature in
the warmer months.
Gary talked a little about the big, green vehicular signs that have gone up recently. He said
there were about 7 or 8 signs up now, mostly in the West End. Some money and momentum
were raised by the Ithaca Downtown Partnership, but things got slowed down in state and local
permitting processes. The state, in particular, did not approve of a sign design with color text,
so green signs went up with white type. Twenty or so signs will be going up in the near future
(on city streets), with 3 or 4 destinations listed on each.
Gary ended the meeting with two notes. First, he was interested in people's opinions about the
proposed increase in room taxes; everybody supported it. Second, he mentioned that he is in
discussions with the Farmer's Market about a possible Thursday evening market on the
Commons. There are still many issues to work out (vehicular traffic being the primary), but
people seemed interested in the possibilities.
The next meeting of the Commons Advisory Board will be January 5th, 2000 in the
conference room on the second floor of City Hall at 8:30am.
