HomeMy WebLinkAboutMN-CAB-2003-2004 Page 1 01/04/02 Commons Advisory Board Minutes, January 4, 2002 --DRAFT Attendees: Andy Gillis, Chair; Gary Ferguson; Julie Holcomb; Natan Huffman; Kristen Lewis; Pat Pryor, Council Liaison; Joe Wetmore; Tim Logue, Economic Development Planner On a motion by Holcomb, seconded by Wetmore, Andy Gillis was elected chair of the Commons Advisory Board for the year 2002. The CAB next discussed the current roster of members. There should be 11 voting members: 4 from the Business Improvement District, 5 at-large outside the district, 1 member of Common Council, and 1 member of the Board of Public Works. As it stands, only Lewis, Huffman, and Pryor are "valid" members of the CAB because other people's terms have expired. All others present seemed interested in being reappointed. Members agreed to come up with other names to recommend to the Mayor to fill vacancies. There was some discussion of counting Gary Ferguson as a member at-large in order to get another person from within the BID on the board. The CAB also talked about ways to get youth involved; a high school student's term just expired, but she was not able to make regularly scheduled meetings. There was agreement that this is the best time for merchants and some others to meet. Some ideas were raised about contacting counselors at ACS or IHS to find students, but the CAB seemed to think it was a better idea to get someone on the CAB who is involved with youth, but who might not necessarily be a youth, for example, someone from a teencenter, the Youth Bureau, GIAC, or Southside. Pryor offered to talk with someone from Southside. Holcomb gave a brief update on some future permit requests. The Downtown Partnership is planning an August event for a NASCAR day. A reading program event may be scheduled for May. A gentleman is interested in setting up a shoeshine stand on the Commons this winter. Holcomb also mentioned that the sign shop is still working on the signs for the Commons. Discussion then turned to an Ithaca Journal newspaper box that a few people have noticed on a bikerack in Bank Alley. After some discussion on how to proceed, it was decided that Holcomb will ask the Superintendent of Public Works, Bill Gray, to call the Circulation desk at the Journal and ask that it be removed. If the Journal still wants to place a box on the Commons, they can approach the CAB to do so. In the meantime, Ferguson will talk with Public Works staff about other places to put one. The CAB then talked about revisions to Commons legislation. Though conversation touched on a number of points, the underlying issues related to two things: the permitting process and the difficulties of enforcement. It was generally decided that enforcement issues are a significant problem, but that the CAB will first focus on the Page 2 01/04/02 existing legislation and how to delegate permitting authority to the City Clerk's office for efficiency's sake. The CAB is still interested in having the power to review permits if it wishes and in being an appeal board for Clerk's decisions. It was decided to move the penciled-in language on page 5, in regard to approval of public art, to Section B, Indirect Responsibilities of the CAB. Otherwise, it was agreed that members would review the document over the coming month and that the revisions would be on the February agenda for approval. The next meeting of the CAB will be Friday, February 1, 2002 in Common Council chambers on the third floor of City Hall, 108 E.
