Attornev'.s Office .1 Authorization of Additional bionics for Contractual Services, for Law Department WHEREAS, the City of IOana's Law Deportment Jim a regular staff consisting of two full -time Assistant City Attorneys, one half -time Assistant City Attorney (who works only on City Court minters) and the City Attorney, who is 4/5 time; and WE one of the full -time Assistant City Attorneys (who specialized in labor and employment law natters) left the office on leave on January 8, 2010, and resigned as of February 12, 1010; and WHEREAS, the City Attorney requested and the Vacancy Committee has approved the teiliing of the vacant Assistant City Attorney position; and WE IEREAS, that position was advertised, and it Search Committee as required by the City Code has been established and is reviewing applications; and WHEREAS, the earliest that ins appoinunent to that vacant position could be bought to Common Council for approval would he in June, and a new hire may not be available to start until July: and WHEREAS, Ole "savings' 1m the City as a result of the vacancy was approximately 51,3]0 per week during the period of the leave (4 weeks) and approximately 51,950 per week since then, which savings is expcctad to total approximately $41,480 through July 22nd (representing approximately 20 weeks in addition to the leave peria); and WHEREAS, the Vacancy Committee also approved the hiring of a temporary, part-time (16 -20 hour.dweek) Associate Attorney to ease due burden of other (non - employment) cases on the remaining attorneys, which temporary position (if it inns for 12 weeks) is expected 10 cost tile City approximately $6,000; and W HERF.AS, based on the afore- memirmi d projected savings, the City Attorney purposed trod the Mayor approved the retention of special, outside counsel with expertise in labor and employment law to mist he City Attomcy's office (and the Human Resources Department) in that field until the vacant Assistant City Attorney position can be filled, with the expectation that all or most of the cost thereof would be covered by said savings; and WE IEREAS, the actual cost of such special counsel has Men 537,400 through March 31, 2010, significantly higher than expected due to the number and complexity of unresolved labor and employment matters in which the City is currently engaged: and WHEREAS, the cost of said spacial counsel to date, coupled with the anticipated cost of the temporary, part -time Associate Attorney (through Lane), has already approximately equaled tlm projected, total savings train the vacant Assistant City Attorney position, with at least 12 weeks remaining Mf one that vacancy is filled. representing an estimated additional cost (for seasonal counsel) of $30- 35,000 for that remaining, 12 -week period; and J:NRN5k4MCiENI)APCiry Aamin C,,mn GlGa 29 CA APOILda. 408110 WHEREAS, in its 2010 budget, Common Council reduced the City Attorney's budget for contractual services (which includes outside counsel) from $27,000 (as requested for 2010. consistent with recent allocations) to $10,000, based on recent, actual experience, which budgeted amount however leaves little funding available beyond the cost of interns; now therefore be it RESOLVED, That Common Council hereby allocates the additional sum of 535,000 for contractual services in the Law Department budget for 2010 (Account A1420- 5435), and directs that said amount be transferred from Unrestricted Contingency (Account At 990). The proposed Henry Saint John Historic District includes seventy -seven contributing properties roughly bounded on the north by the south side of West Green Street from 115 to the southeast comer of Green and Fayette Streets; on the cost by the cast side of South Geneva Street between West Green Street and North Titus Avenue; on the south from 110 North Titus to the northwest comer of South Albany Street and Naas Titus Avenue; and on the wast by the west side of South Albany Street, excluding the Beech oat Center. The McGrew House and its associated buildings on South Geneva Street are included in the district as non -contributing buildings. (See attached map) The district is primarily residential widt buildings that display a range of architectural styles and modes dating from the 1830s through the 1920s, including Greek Revival, Holocene, Queen Anne, Colonial Revival, and bungalow. The majority of the buildings were committed in the 1870s and Highs, including the prominent Sprague House on the comer of South Albany Street and North Titus Avenue. Them is also a cluster of buildings constructed prior to 1850. In general, the buildings retain their architectural integrity and create a cohesive residential sucetsaope. The development of the neighborhood was related to important social and economic events locally and nationally, and many prominent Ithaca businessmen and civic leaders lived or owned property in the neighborhood. The district's initial period of growth occurred during the real estate boom of 1835 -36, following strong speculmion about the development of railroads and water transportation in Ithaca. The next phase of growth began &flat the Civil War, when the city's population grew rapidly and reclamation of marshland along Six Mile Crack added City and Administration co+mittee Preserve NY Grant additional building lots to the neighborhood. The final phase of development occurred during; the 1910s and 1920s.
