At 7:30 p.m., Chairperson Barbara Clark called to order the Regular Meeting of the Town of Groton Planning Board. NEW BUSINESS Jeremy & Joslyn Bancroft, Applicants/Reputed Owners - 519 Old Stage Road - TM #s 20.-1- 36.3 & Part of 20.-1-36.2 - Boundary Line Change Chair Clark recognized Jeremy Bancroft who explained that he and his wife were seeking to combine the 20.7± acre parcel (indicated as Parcel B on the sketch accompanying the application) with their home parcel of 1.5± acres, TM #20.-1-36.3, making it one parcel of approximately 22 acres. It was noted by the Board members that the color-coded sketch/map was very easy to read and understand. Chair Clark then acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." A motion was then made by Member Mary Gloster to approve the Boundary Line Change as requested. The motion was seconded by Member Janice Haines, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #32 of 2007. Page 1 of 3 (T)Groton Planning Board Minutes of Regular Meeting 15 November 2007 Richard Tillotson, Applicant/Reputed Owner - Salt Road -TM #27.-1-28.2 - Minor Subdivision Chair Clark recognized the applicant who explained that he would like to take a 3± acre lot (which had 250± ft. of road frontage) out of his 212.68± acre parcel, as shown on the sketch and tax map which accompanied the application. CEO Gary Coats stated that this application was being considered only because of the requirement in the Town's zoning regulations that when anything was "done with a non-contiguous lot" the Planning Board must review it. The application form also was changed to reflect this. Chair Clark then acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." A motion was then made by Member Monica Carey to waive the Public Hearing and approve the Minor Subdivision of a non-contiguous lot, as requested. The motion was seconded by Member Haines, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #33 of 2007. Robert Eckert, Applicant/Reputed Owner - 213 Pleasant Valley Road - TM #s 35.-1-14.2, 13 & 19 - Boundary Line Change Chair Clark recognized the applicant who explained that he wanted to combine all three of his parcels into one parcel containing a total of 140.4± acres, as shown on a portion of the tax map accompanying the application. Chair Clark then acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." A motion was then made by Member Mark Baxendell to approve the Minor Subdivision of the Boundary Line Change, as requested. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #34 of 2007. Page 2 of 3 (T)Groton Planning Board Minutes of Regular Meeting 15 November 2007 APPROVAL OF MINUTES — 26 SEPTEMBER 2007 A motion was made by Member Haines to approve the Minutes of the 26 September 2007 Town of Groton Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #35 of 2007. OTHER BUSINESS Resignation of Board Member Brad Albro Chair Clark read aloud a letter of resignation received from Planning Board Member Brad Albro. A motion was made by Member Baxendell to accept the resignation of Planning Board Member Brad Albro with regret. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chair Clark Nays: None Member Baxendell Member Carey Member Gloster Member Haines Member Neuhauser Motion carried. This becomes Action #36 of 2007. Continuing Ed for Planning Board Members Chair Clark reported that there was a continuing ed workshop on 20 November 2007 in Ithaca—two sessions. Board Members Clark, Carey, Gloster, and Hainess will attend both sessions. Chair Clark stated she has already attended some workshops, as required. Report of CEO Gary Coats ✓ Tena, the Town's Deputy Clerk, has left her position. ✓ From now on, maps accompanying applications will be color-coded. ✓ Groton Business Association has a dinner meeting coming up; George Frantz (?) will be the speaker. ADJOURNMENT At 7:55 p.m., a motion was made by Member Carey to adjourn the meeting. The motion was seconded by Member Gloster, with all members present voting in favor. Joan E.
