Chairperson Barbara Clark called the meeting to order at 7:30 p.m.
OLD BUSINESS
None.
NEW BUSINESS
Samuel C. Rose, Applicant/RO - Old Stage Road-TM #16.-1-32.4 - Rural Subdivision of Land
Chairperson Barbara Clark recognized the applicant who explained that he would like to sell a 7± acre
lot from his 135.76± acre parcel of land to Steve Holmes to be used for horse-riding trails. Mr. Rose
stated that there will be no building on the subdivided lot for at least five years. The lot would have
432± feet of road frontage, more than adequate.
Chair Clark acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State
Environmental Quality Review Law, the proposed action is a Type II action and is determined not to
have a significant impact on the environment, or is otherwise precluded from environmental review
under the Environmental Conservation Law, Article 8."
The applicant was advised to bring in the required survey maps for the Chair's signature, and that he
had 180 days to have the survey filed with the County.
With no further discussion, a motion was made by Member Mark Baxendell to accept the
application and approve the Rural Subdivision as requested. The motion was seconded by
Member Janice Haines, with the vote recorded as follows:

APPROVAL OF MINUTES — 15 FEBRUARY 2007
A motion was made by Member Mary Gloster to approve the Minutes of the 15 February 2007
Town of Groton Planning Board meeting, as submitted. The motion was seconded by Member
Ed Neuhauser, with the vote recorded as follows:
Ayes: Chair Clark Nays: None

Member Baxendell
Member Gloster
Member Haines
Member Neuhauser
Motion carried.
This becomes Action #11 of 2007.
McLean Fire District, Applicant/RO - 2 Stevens Road - TM #s 38.-8-8, 9, & 11 - Boundary Line
Change
Chairperson Barbara Clark stated that Bob Walpole, representing the applicant, was going to be
arriving late. However, the Board agreed that what was requested was simply a boundary line change,
incorporating all three parcels into one parcel as shown on the survey map accompanying the
application. The Planning Board members saw no problem with what was being proposed.
Chair Clark acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State

have a significant impact on the environment, or is otherwise precluded from environmental review
under the Environmental Conservation Law, Article 8."
With no further discussion, a motion was made by Member Haines to approve the Boundary Line
Change as requested, with the three subject parcels to be combined into one parcel by deed
description. The motion was seconded by Member Brad Albro, with the vote recorded as follows:

OTHER MATTER
Training
Chair Clark reported that Tom Tylutki, ZBA Member, will conduct the training required for Planning
Board and Zoning Board of Appeals members, as discussed at the February Planning Board meeting.
This will be done once Mr. Tylutki completes his training; a schedule will then be set up.
ADJOURNMENT
At 7:55 p.m., a motion was made by Member Albro to adjourn the meeting. The motion was seconded
by Member Mark Baxendell, with all members present voting in favor.
