Have lost youth member- presently are 6 members on Board and space for 2 more
adults and one youth. trying to fill these spaces, as several members have terms that
are ending this December.
No. of complaints rising again- By midNov. 2004 there were 16 investigated and 14
closed in the 11 months of 2004. Nine complaints were filed between June, 2003 and
Dec. 312003, making a total of 25 since the last report.

As is often the case, quite a few investigations are closed as unfounded. The reasons
for this are most often a difference in the report of the incidence between the officer
and the complainant and a lack of witnesses or evidence to corroborate the action
complained about. Occasionally, complaints appear to be aimed at deflecting
punishment.
Those that are listed as withdrawn are cases where the complaint is received and
carried forward to some extent, but at some point, the complainant is out of contact
with the investigator for several weeks and repeated attempts to locate him/her are
futile.
The form for complaints and compliments to Police has been altered to make it
simpler to file either one on one page now. These and the brochures are
distributed three or four times yearly to 23 different locations in the city for handy
pick up by citizens. And are available at the tablings mentioned below.
Tablings (publicity) at Apple Harvests, Cornell/ IC Days on Commons, February's
great chili contest, GIAC's fair, and various others as they arise. At this year's
Apple Harvest, reflective trick or treat bags for Hallowe'en were a hit with
parents.
Some of our usual activities were held in abeyance this year as the community
experienced two changes in the leadership of the Police Department with
accompanying shifts in direction. The result has been little time for Board
members to work on means of establishing effective liaisons.
