RE: Public Art Commission Recommendation on Mural Proposal from Dennis and
Maria Bauser
In 2010, the City of Ithaca Public Art Commission (PAC) created a mural and street art program to
beautify blank walls within the City while providing local artists from all sections of the community
an opportunity to showcase their work. As part of this program, artists Dennis and Maria Bauser
submitted a proposal for a mural on the Columbia Street Bridge. This location was approved as a
site for future murals by the Board of Public Works at its meeting on May 18, 2015.
The PAC has sought public comment on the proposal through notification of adjacent property
owners, the Natural Areas Commission, and City staff. A public comment period was held at the
June 24th PAC meeting to gather input on the proposed design and location. The comments
received were mostly supportive of the project. After reviewing public comments, the PAC voted to
recommend the mural for selection by the Common Council.

Resolution to Select Artwork for a Mural Installation on the Columbia Street Bridge
WHEREAS, the City of Ithaca Public Art Commission (PAC) has been established to, among
other duties, review and advise the Common Council on proposals for the exhibition and display
of public art in the City’s public spaces, and
WHEREAS, in 2010, the PAC created a mural and street art program to beautify blank walls
within the city, while providing local artists from all sections of the community an opportunity to
showcase their work, and
WHEREAS, the Board of Public Works has approved several locations for future murals and
street art in 2010 and added the Columbia Street Bridge as an approved location on May 18,
2015, and
WHEREAS, Dennis and Maria Bauser submitted a proposal for a mural featuring a character
releasing butterflies and dragonflies for installation on the Columbia Street Bridge, as part of the
PAC’s Mural and Street Art Program, and
WHEREAS, at its meeting on May 27, 2015, the PAC agreed that the Columbia Street Bridge
would be an appropriate location for this project, and
WHEREAS, the PAC held a public comment period on the mural design and location at its
meeting on June 24, 2015 to gather input on the proposed installation, and the majority of the
responses to the proposal have been positive, and
WHEREAS, the artists will donate their time and materials to install the mural, and the
installation will be budget-neutral to the City, and
WHEREAS, at its meeting on June 24, 2015, the Public Art Commission voted to recommend
that the Common Council select Dennis and Maria Bauser’s mural to be installed on the
Columbia Street Bridge; now, therefore, be it
RESOLVED, that the City of Ithaca Common Council selects Dennis & Maria Bauser’s mural
featuring a character releasing butterflies and dragonflies, as recommended by the Public Art
Commission, to be installed on the Columbia Street Bridge and to be added to the City of
Ithaca’s public art collection; and be it further
RESOLVED, that the selected artists may proceed with the installation of the mural upon the
execution of an agreement with the City as reviewed by the City Attorney.

Description
The intention of this mural is to celebrate the city of Ithaca, a place that is home to many of our friends & family
and has been so warm and welcoming to me & my wife over the years. This piece reects the beauty and mystique
of nature, the character extends his arms, he’s open and inviting while butteries and dragonys are released
from his hands, reecting his relationship with nature. I want it to feel like you’ve found a treasure when you
come across it. Hopefully this will turn an empty wall into a place of inspiration and visual pleasure.
*All of the materials for this project would be donated by Ready Set Inc., New York Citys leading Set Building Company.

RE: Review of Draft Plan Ithaca
On June 15, 2015, the Comprehensive Plan Committee completed its work on Plan Ithaca, the draft
Phase I plan of the City’s new comprehensive plan, and recommended it for consideration by the
Planning and Development Board. The Planning and Development Board held public comment on
the draft plan at its meeting on June 23, 2015 and then held a special meeting to discuss the draft on
June 30, 2015. At this meeting, the Planning and Development Board made some revisions to the
document recommend by the Comprehensive Plan Committee and unanimously recommended this
revised draft for review and adoption by the Common Council.
The latest draft Plan Ithaca, dated June 30, 2015, can be found on the project website at
www.cityofithaca.org/165/City-Comprehensive-Plan. Staff will attend the July 8th Planning &
Economic Development Committee meeting to answer questions about the draft plan and seek

RE: Allowing Chickens in the City
On the agenda for the upcoming Planning Committee meeting is a discussion item to
allow chickens in the City. Currently, the City of Ithaca Code prohibits this. Common
Council has considered this in the past but no resolution could be reached and the idea
was set aside. In reality, given the localvore movement, the desire for organically
grown foods, and food security issues, we are seeing more and more people living in
the City raising chickens (in violation of the ordinance) or wanting to requesting
permission to raise chickens.
One suggestion brought forward was to allow up to four chickens per lot or tax parcel,
regardless of the number of units on the lot or tax parcel. This could be done as of
right. The revisions to the Code would be minimal as shown below by the insert
highlighted in yellow.
§ 164-2 Keeping of animals restricted.
A.
Prohibition. No person shall keep, pasture, breed, raise, harbor, stable or maintain any
bees, poultry, chickens (maximum 4 per lot or tax parcel allowed), turkeys, ducks,
geese or any other fowl or reptiles or any swine, horses, cows, mules, sheep, goats or
any other animals, except domesticated pets, within the City.
Please give this some thought and come ready to discuss this before the meeting on
Wednesday.
