HomeMy WebLinkAbout1971-02-08 TOWN OF DANBY BOARD MEETING HELD ON February 8 , 1971 PRESENT : Donald Makie Gerald Crance Floyd Dorn Ralph Wilbur Francis Wright Erie J . Miller , Jr . - County Representative Roy and Mary Casterline Rick Dobson Gordon Roberts Alex Brooks - Member of the Buffalongo Band The meeting was called to order at 8 : 30 P . M . The minutes of the last regular meeting were read . COMMUNICATIONS : A memorandum relative to Section 3 . 05 ( b ) Tompkins County Charter and Code was read , and the Board appointed Fred Thayer to fill the Town ' s place on the Local Assessment Review Board . The Clerk was directed to send Fred Thayer a letter informing him of his appoint - ment and asking him if he would accept the appointment . A notification has been received to the effect that all voting machines bearing serial numbers below 50 , 000 are outdated . There is no factory service or replacement parts available . P RIVILEDGE OF THE FLOOR : Floyd Dorn has talked to Richard Olsen regarding the Planning Board Chairmanship . Richard Olsen expects to return to the job . Ralph Wilbur stated that he felt there was a need for a telephone credit card for use by the Highway Superintendent . There was some d iscussion on the heater for the grader and repairs to the Town shovel . Francis Wright stated that the custodial services at the Justice Court could be improved . The lighting in the entry court is out of order . The Zoning officer brought up the fact that • ; there is a renumbering system - State -wide system which is on a Town or County basis . L iterature will be available . Assessed valuation can be read as needed through a computor system . Erie J0 Miller , Jr . reported on the status of Sheriff , Dog , S . P . C . A . problem . Cost of S . P . C . A . plan would be $ 39 , 000 . 00 per year . Donald Makie felt that there should be more publicity on the S . P . C . A . plan to make the public aware of the great cost to the taxpayer of the S . P . C . A . plan . Increases in the County payroll , as well as fringe benefits were also reported on and discussed . Ralph Wilbur talked with the Highway Department relative to the Sandbank Road and what could be done about the maintenance of the road . Also , the difficulty that plows have on working on the road in snow . COMMITTEE REPORTS : • Ralph Wilbur brought up the pressing need for Town Highway Barns for housing the quarter of a million plus dollars of equipment owned by the Town . Erie J . -, Miller , Jr . was to have brought up deeds from the County Attorney , but he forgot them and will bring them the next meeting . West Danby Water_ _ District - Erie J . Miller , Jr . was approached by Frances Todd as to whether something could be done about the valuation problems , assessment and the cost of water . They feel that they need help . The Engineering expenses to the Town of Danby were well above what had been expected . Since the Blatchley development did not materialize there are less users than were anticipated . Water District did not have a budget or funds the first year . of operation , therefore , problems have arisen . Francis Wright reported that as the the Employee insurance - Joe Sady has now cleared a brochure which will be available to the employees . They will have soon , they hope , the materials on hand which will enable employees to gain admission to the hsopital when needed under the insurance plan . Refuse Collection and Disposal was reported on by , Gerald Crance . The hours are from 7 A . M . to 3 : 30 P . M . every day , including Saturday , and the Dump is closed on Holidays . When the snow melts it is ex- pected to have the usual problem with trash along the highway . Youth - Francis Wright did not have a report . The Sixth Grade is raising money for a trip . No Danby youth at the present are using the Youth Center . The Community Council will have a report at the next meeting . There was no report from the Fire Committee . Cemetary Committee - No Report . All quiet . OLD BUSINESS : No report from the Highway Superintendent . He was absent . Zoning Officer - reported that Richard Thaler was to present the plans of Eckert ' s Sportland . No activity with snowmobiles that is known . Will have to check to see what they are doing . Gordon Roberts reported on the activities of Rick Dobson with his trailer park . Rick Dobson felt that he was " getting it in the back " . Rick Dobson is going by the 1968 Zoning Plans , and it was pointed out that he must go by plans after 1969 , and rules thereof . Rick Dobson feels that his business is making money for the Town in the line of taxes , and he feels that he has beem complying with the rules . A somewhat heated discussion ensued . Ralph Wilbur asked Rick Dobson if he would listen to an attorney and Dobson said that he certainly would . Ralph Wilbur halted the discussion with the suggestion for an attorney ' s opinion at the next Town Meeting . On motion made by Francis Wright and seconded by Floyd Dorn , a written opinion will be required from an attorney as to Dobson ' s compliance and the opinion will be presented at the March Meeting . A Motion was made by Francis Wright to ask the Highway Commissioners ;Ralph Wilbur and, Floyd Dorn to call a special meeting for recommenda - tions for the .housing of the Highway equipment . Motion seconded by Gerald Crance . Motion was passed with five ayes and no noes . Professional help may be called upon if needed . NEW BUSINESS : ' Ralph Wilbur made a - motion to discontinue the heating and custodial services to the Old Fire House . The electricity will be kept and the firemen are to drain the water pipes . Motion seconded by Francis Wright . Motion passed with five ayes and no noes . Ralph Wilbur mentioned that there is now a TV cable in the Town of Danby , but it does not seem to have a franchise . He wonders .how it is operating and why . Donald Makie to call Cerrache and find out about the cable . Motion was made to pay bills from the General Fund . Warrant # 2 , in the amount of $ 535 . 87 . Motion made by Francis Wright and Seconded by Floyd Dorn . Motion carried with five ayes and no noes . Motion by Ralph Wilbur and seconded by Gerald Crance for payment from Highway Fund . Warrant # 2 , of bills in the amount of $ 34 , 532 . 01 . Five ayes and no noes . Motion made by Gerald Crance and seconded by Francis Wright for the Water District Bills .
