Call to Order 1.1 Agenda Review: Controller Thayer asked that item 3.2 – Approval of 2014 Single Audit be removed from the agenda. He stated that the backup documentation for this item was not available by the time of this meeting; but that the information would be available by the Common Council meeting. 1.2 Review/Approval of Minutes: Alderperson McGonigal made a motion to approve the minutes from the November 18, 2015 meeting of the City Administration Committee. Seconded by Alderperson Smith. Motion carried unanimously. 1.3 Statements from the Public. None. 1.4 Statements from Employees. None. 1.5 Council Response. None. 2. City Administration, Human Resources, and Policy 2.1 DPW - Amendment to Personnel Roster Moved by Alderperson Clairborne. Seconded by Alderperson Fleming. WHEREAS, recent installation of automated parking equipment in the City’s parking garages has reduced the number of needed Parking Lot Attendant positions for garage operations, and WHEREAS, operations and maintenance of the newly opened Commons will require additional full time staff in order to provide evening and weekend coverage; now, therefore be it RESOLVED, That the Personnel Roster of the Department of Public Works be amended as follows: City Administration Committee Meeting December 16, 2015 Page 2 Add: Three (3) Building and Grounds Maintenance Workers (40 hours/week) Delete: Five (5) Parking Lot Attendants (40 hours/week) and be it further RESOLVED, That the funding for this change shall be derived from existing funds within the 2016 Department of Public Works budget. A vote on the resolution resulted as follows: Passed unanimously. 2.2 Police – Inter-municipal Agreement for SWAT Mutual Aid Moved by Alderperson Fleming. Seconded by Alderperson Clairborne. WHEREAS, the Ithaca Police Department and the Tompkins County Sherriff’s Office have long jointly staffed the Special Weapons and Tactics (“SWAT”) Team with officers from both agencies, and WHEREAS, this ongoing intermunicipal cooperation is authorized by New York General Municipal Law Section 209-m, and is most appropriately planned on an ongoing basis via intermunicipal agreement of the sort included herewith, and WHEREAS execution of an intermunicipal agreement for SWAT mutual aid will facilitate the receipt of grant funding in support of the SWAT Team’s work; now, therefore, be it RESOLVED, That the Mayor is hereby authorized to execute, on advice of the City Attorney, an agreement substantially similar to that included herewith, governing the provision of SWAT mutual aid between the Ithaca Police Department and the Tompkins County Sherriff’s Office. A vote on the resolution resulted as follows: Passed unanimously. 3. Finance, Budget and Appropriations 3.1 Finance – Approval of Bonds Moved by Alderperson Smith. Seconded by Alderperson Fleming. The Committee approved the first authorization for 2016 of the issuance of $4,953,940 Bonds of the City to pay the cost of certain capital improvements in and for the City of Ithaca. A vote on the resolution resulted as follows: Passed unanimously. 3.2 Finance – Approval of 2014 Single Audit This item was removed from the agenda. City Administration Committee Meeting December 16, 2015 Page 3 4. Performance Measures. Nothing Submitted 5. Common Council This is Alderperson Clairborne’s last meeting. His term of office will end on December 31, 2015. Alderperson Clairborne spoke about his time on Common Council and noted that the last budget process went well. He thanked all of Council for serving with him and he thanked staff for their dedication to their work and for the work they do behind the scenes. The Committee thanked Alderperson Clairborne for all the work he has done while being on Common Council. Alderperson McGonigal talked about the number of Advisory Committees/Boards and the interactions between Council and these Committees/Boards. He asked if some of these Committees/Boards could be combined. With less Committees/Boards, Alderperson McGonigal stated that Council could be better informed and it would be easier to find volunteers for these Committees/Boards. Chairperson Mohlenhoff stated that the small group that previously addressed this matter could be reconvened. Mayor Myrick stated that this was an excellent idea for 2016. Mayor Myrick and Chairperson Mohlenhoff will meet to get the process started. 6. Meeting Wrap-up 6.1 Announcements. None. 6.2 Next Meeting Date: January 20, 2016. 6.3 Review, Agenda Items for Next Meeting. None. 6.4 Adjourn: With no further business and on a motion by Alderperson Smith, the meeting was adjourned at 6:29 p.m.
