The Board of Public Works meets on the second, third and fourth Wednesdays of the month at 4:45 p.m. All meetings are voting meetings, which opens with a public comment period. Meeting agendas are created from prior public input, Department operating and planning issues, and requests made to the Supenntendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Page 2 Notes for BPW Agenda. January 19. 2011 6.1 December 22.2010. Board of Public Works Meeting Minutes Enclosed is Page 2 of the meeting minutes for December 22, 2010. This is the only page with proposed changes. 7.1 BPW meetina for January 19, 2011 The Mayor has called a Special Meeting of Common Council for Wednesday January 19, 2011 at 6:45 pm so the BPW meeting will end at 6:30 to allow for the change over of meetings. 7.2 BPW meeting for February 9. 2011 The Mayor has called a Special Meeting of Common Council for Wednesday February 9, 2011 at 5:30 pm in Common Council Chambers. I have reserved the second floor conference room for the BPW meeting from 4:45 pm to 6:45pm that evening. 8.2 Award of Contract for Professional Services for Reconstruction of Stewart Avenue — Capital Project 728 — Resolution Attached is a modified resolution prepared by City Attorney Dan Hoffman following the Board's discussion on January 12th about the need to address the status of environmental review for the project. Dan has inserted a third Whereas to address this point. On the same topic, a conversation seems to be starting up about the use of brick paving on the street as required by Common Council in a resolution dated October 3, 1984. Kathy Gehring has located a substantial collection of historical notes on the topic which we can provide when the topic comes before the Board (or when requested). Since the scope of work for the design contract being authorized here includes a comparison of life cycle costs for various paving materials leg. clay brick, concrete brick, asphalt), we believe the report phase of the design work would be the appropriate time to discuss this topic and to make a recommendation to Common Council based on the economic and community factors raised during that discussion. The recommendation would go along with a recommendation to fund the paving project. At this time the project only authorizes funds for design work. 8.3 Requests for Reserved Parking for People with Disabilities from Kitchen Theater Company and St. Paul's Methodist Church — Resolution Attached are resolutions prepared by Tim Logue, based on the BPW discussion on January 19th. Because of the nature of the solutions being adopted in response to the requests, we have formulated these as two different resolutions. One fits into the current schedules as part of the Vehicle and Traffic Law in City Code. The other is an expansion of our juvenile meter bag program. 8.5 Appeal of Water Bill for 104-06 Homestead Road — Resolution An adjusted bill of $282.44 has been calculated for this property which takes into account the number of minimum bills paid by the property during the six year period in question and gives credit to the property for the unused portion of those minimum bills against the outstanding charge. Mr. Johnson indicated to the Board that he had paid a bill of Page 3 approximately $889 to cover this expense. The charge had been transferred to taxes during the dispute period. Between previous adjustments and penalties levied in the billing history, it will take the Chamberlain's office a little time to calculate the credit or refund due Mr. Johnson. The resolution has been written accordingly. 9.2 Widenina of Road at the Intersection of Aurora and Prospect Streets — Discussion In the public comments for this project, during various presentations, it was observed that the work did not resolve the issue of a dedicated turning lane for south bound Route 96B traffic which wanted to turn north (head down hill) on Aurora. Currently those turning left can backup a substantial amount of traffic that want to make the right hand turn and continue south (412 of 467 vehicles in the pm peak hour make the right hand turn, the other 55 turn left, 88% to 12 %). They sought to have this project resolve that problem. The designer provided drawings and we sent letters to the three impacted properties who would lose property if the city undertakes the design changes needed to respond to the comments. A sample copy of the letter is attached. I have been involved in many modifications to this intersection over the years, in attempts to improve the intersection for pedestrians, vehicles, trucks or buses. This proposal is the best balance of the pedestrian and vehicular needs that meets the goal the driving public who have been requesting a turning lane for more than twenty years. However, it requires the taking of private land to make this work better. While I believe that the impacts are modest and the improvements warranted, we have been nibbling away at the properties or tree lawns on all sides of the intersection for many years. It would be good to take a look at the intersection in the afternoon, and the properties anytime prior to our discussion. Superintendent of Public Works January 14, 2011 Page 4 8.2 Award of Contract for Professional Services for Reconstruction of Stewart Avenue — Capital Project 728 — Resolution (Original Proposed Resolution) WHEREAS, proposals were solicited for professional engineering and design services for of the Reconstruction of Stewart Avenue, and WHEREAS, staff recommends award of contract for professional services to Delta Engineers, Architects and Land Surveyors of Endwell, NY for a not -to- exceed fee of $224,960.00 now therefore be it RESOLVED, That the City of Ithaca Board of Public Works hereby awards the contract for Professional Services for Reconstruction of Stewart Avenue to Delta Engineers, Architects and Land Surveyors of Endwell, NY for their not -to- exceed fee for services of $224,960.00, and be it further RESOLVED, That the Mayor be and hereby is authorized to execute this contract, and that the Superintendent of Public Works be and hereby is authorized to administer the same. Not! or lfy udcTmall ficatis: SOCwndeO by Alderporson Hain, IiliSttl,ylilt, 'I'hnt 1'110 rev ul,rtien cone.. rn ing NYSCA Grant Award h,- bihlcd. 8.3 Requests for Reserved Parking for People with Disabilities from Kitchen Theater Company and St. Paul's Methodist Church A Resolution to Allow the Kitchen Theater to Use Meter Bags to Reserve Two On -Street Parking Spaces for People with Disabilities on West State/ Martin Luther King, Jr. Street on Performance Days WHEREAS, the Board of Public Works has received a petition from the Kitchen Theatre, 417 -419 West State /Martin Luther King, Jr. Street, asking for authorization to place two meter bags on two meters in front of the theater on performance days to reserve the spaces for people with disabilities, and WHEREAS, the Kitchen Theatre is in a B -2c Zoning District that does not require any off - street parking and the Kitchen Theatre does not have exclusive control over any off - street parking, and WHEREAS, most of the performance times at the theater are weekends or weekday evenings and are, therefore, outside the normal times of operation of the parking meters, and WHEREAS, temporary meter bags provide more flexibility than permanent signage and therefore should reduce the impacts of reserving on- street parking spaces for people with disabilities on the surrounding land uses, and WHEREAS, the City Transportation Engineer has recommended that the request be granted and the Board of Public Works is willing to try this arrangement as an experiment, now therefore be it RESOLVED, That the Board of Public Works hereby grants the request of the Kitchen Theater for the ability to use two (2) meter bags to reserve two on- street parking spaces for people with disabilities for theater performance days, and be it further RESOLVED, That the Kitchen Theater shall be responsible to purchase and maintain the meter bags at their expense, which meter bags shall be approved by the City Transportation Engineer to ensure that the bags have the appropriate wording and symbols and are made of a durable material. Page 6 To Amend the Vehicle and Traffic Schedules to Create Reserved Parking Spaces for People with Disabilities on North Aurora Street along St. Paul's Methodist Church WHEREAS, the Board of Public Works has received a petition from St. Paul's United Methodist Church, 402 North Aurora Street, to create one additional reserved parking space for people with disabilities (RPPD) on North Aurora Street, and two time limited, RPPD spaces (Sundays only, between 7a.m. and noon), and WHEREAS, the Board of Public Works is authorized by Section 346-4 of the City Code to adopt and to amend a system of Schedules in order to administer the Vehicle and Traffic Law, and WHEREAS, the City Transportation Engineer has recommended that the request be granted, and WHEREAS, the Board of Public Works is in agreement with the request and recommendation, now therefore be it RESOLVED, That Schedule XXV, Reserved Parking for People with Disabilities, be amended as follows: Name of Street Side Location Aurora Street West Three (3) spaces closest to the comer of E. Aurora St (between the abovementioned three spaces and Cascadilla Creek), which shall be time limited to Sundays Only from 7 a.m. to noon (otherwise not reserved spaces) Page 7 8.5 Appeal of Water Bill for 104-06 Homestead Road — Resolution WHEREAS, the change -out of water meters at 104 -106 Homestead Road uncovered a discrepancy in the outside register and the actual water meter which had accumulated over a period of ten years, and WHEREAS, an adjusted bill has been calculated by Water and Sewer following a detailed review of the billing history which takes into account the a maximum period of six years for recovering billings, the use pattern of the current property owner as demonstrated in current billings, the number and size of minimum use bills paid at the property during the correction period, produces an adjusted bill of $282.44, and WHEREAS, Mr. Johnson has indicated that he was billed for several figures in the last several years and is currently under the impression he has paid a sum of approximately $889 to cover this expense, now therefore be it RESOLVED, That the Board expunges any prior billings related to the adjustments billed against the Water and Sewer Account #1405516100, 104 -106 Homestead Road and adopts the calculated adjustment of $282.44 to cover the billable portion of water meter correction, and requests that the Chamberlain calculate the actual refund due the property owner based on a complete review of the billing history, as well as any charges transferred and recovered though the property taxes, and forward the refund to the owner as soon as possible. As part of this project and based on public inputs from a public information meeting which was hold on October 27,2010, the consultant proposed design alternatives at Prospect Street /South Aurora Street intersection in order to allow two lanes (a right and a left ) to exist Prospect street. Attached please find the proposed design alternatives and their associated Right of Way impacts. These materials are for your information about the proposed design alternatives at this particular intersection prior to a January 19, 2011 Board of Public Works meeting.
