The Board of Public Works meets on the second, third and fourth Wednesdays of the month at 4:45 p.m. All meetings are voting meetings, which opens with a public comment period. Meeting agendas are created from prior public input, Department operating and planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Page 3 Notes for BPW Agenda, August 25, 2010 9.1A. Request for Easement for 611 West Buffalo Street Bill Goldsmith seemed to want a larger picture while he considered the request for 611 West Buffalo Street. I can provide an aerial photo overview of the block at the meeting. I can tell you the block, and all blocks between Route 13 South (Fulton Street) and Route 13 North (Meadow Street) are zoned WEDZ-1a (West End Design Zone) which is a fairly broad business zone with no off street parking requirement. The City is about to undertake a comprehensive plan, followed by area plans, so this is all subject to review. Because we are talking here about a one year renewable and revokable license, it does not appear that we will be committing the City to anything that will be a future problem. 9.2A Sidewalk Program – Current Status Report and Discussion I do not have any attachments here for your review concerning sidewalks. A combination of summer vacations and one death leave me unable to assemble or access the requested information. I will seek to distribute it electronically on Monday, August 23,, 2010. 9.3A Concepts for Intersection Improvements at Hector/State/Floral/Elm Streets - Discussion While Tim Logue will be on vacation next week, I believe his well written memo will allow us to discuss the item. Superintendent of Public Works August 20, 2010 Page 4 BUILDINGS, PROPERTIES, REFUSE, AND TRANSIT 8.1A Franklin Street Improvements Award of Bid - Resolution WHEREAS, as part of the Stormwater & Site Improvements Project (CP-515), the Department of Public Works Water & Sewer Division on August 4, 2010 solicited written proposals for Professional Engineering Services and Pre-cast Concrete Structure Sections for DPW Material Stockpiles to consolidate and contain granular material stockpiles, prevent wind-borne and water-born sediment migration and allow for more efficient material storage and handling practices, and WHEREAS, staff has reviewed the two proposals received from Zeiser Wilbert Vault, Inc. and Binghamton Pre-cast & Supply and made recommendations for award, now therefore be it RESOLVED, That the Board of Public Works hereby awards the contract to Zeiser Wilbert Vault, Inc. of Elmira, New York for a total contract amount of $119,000.00 to be paid for by funds previously authorized under capital project CP-515. Page 5 Material Stockpile Structures Proposal Summary August 20, 2010 As part of the Stormwater & Site Improvements Project (CP-515), the Water & Sewer Division solicited written proposals (see attached RFP) for professional engineering services, manufacturing and delivery of pre-cast concrete storage structures. The structures will be used to stockpile stone, gravel, excavation spoils, and other materials at the Water & Sewer Division yard at 600 First Street. Consolidating and containing the materials will help prevent both wind-borne and water-borne fines and sediment migration, control dust, allow better site maintenance practices, and promote more efficient material storage and handling practices. Two written proposals were received from local pre-cast concrete suppliers: Zeiser Wilbert Vault, Inc. of Elmira and Binghamton Pre-cast Concrete Supply of Binghamton. The firms were asked to provide a proposal for engineering design services, manufacturing, delivery, and on-site placement of the concrete wall sections. Zeiser Wilbert’s cost proposal of $119,000 includes design services, stamped engineering drawings, manufacturing, delivery, and on-site unloading, erection, and post-tensioning of the concrete sections. Binghamton Pre-cast’s cost proposal of $110,000 includes design services, stamped engineering drawings, manufacturing, delivery, and on-site technical assistance for one day. Not included in the cost proposal are unloading, erection, and concrete grouting between the individual wall sections. According to a sales representative, Binghamton Pre-cast does not provide or subcontract crane services for large structures (> 10 tons) of this type. The daily crane rental cost for the anticipated 10-day construction period as well as the additional staff time for coordination, placement, and grouting of the wall sections would more than make up for the difference in the two bids. Along with price, the targeted delivery date was a consideration in the selection process as the Water & Sewer Division desires to have the walls erected this fall. The two submitting firms were very close (1 week difference) in the scheduled production and delivery timeframe. Delivery of the wall sections is anticipated by late November. Based on a review of the two proposals, we believe that Zeiser Wilbert Vault, Inc. will provide the best value to the City in this project. Although their cost proposal is higher than that of Binghamton Pre-cast, their proposed scope of services is all-inclusive and will provide nearly a turn-key installation. In addition, our experience with Zeiser Wilbert, Inc. has been excellent and they have been extremely responsive to our needs in the past. At this time, Water & Sewer staff recommends that contract services be awarded to Zeiser Wilbert Vault, Inc. for the total contract amount of $119,000 to be paid from funds previously authorized under capital project CP-515. Gray, P.E., Superintendent of Public Works DATE: August 13, 2010 RE: New Earth Living Request for Single Water and Sewer Connection Susan Cosentini, as President (actually “president”) of New Earth Living LLC, a New York State housing cooperative, has requested that they be allowed to use a single water and sewer service in order to save money for the cooperative. The City’s experience with multiple buildings and multiple residences has not been good over time. The Board of Public Works rules for water and sewers, City Code Chapter 348, reflect that long history. A quick review of the Chapter (start with 348-2, -3, -8, -16, and -22) will show that rules have been set up so that the City can protect other users and the utility by dealing with individual users directly. The only way staff would recommend agreeing to this request is that we would have one service, one meter and one responsible party. WJG/kdg
