The Board of Public Works meets on the second, third and fourth Wednesdays of the months at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Notes for BPW Agenda, September 9, 2013 8.1A Recommendation to Divest Unused City Property- Parcel 31. -2 -6: 617 Five Mile Drive — Resolution In response to the Board's discussion on August 26, 2013, about the proposal submitted by New Earth Living, the enclosed resolution has been prepared and reflects the Board's decision to determine that the property is not necessary for public works use. 8.113 Resolution to Authorize Budget Allocation for Green Garage Structural Repairs This is a recommendation to authorize funding for structural repairs to the Green Garage caused by automobile accidents in the structure. The funding shall cover design expenditures as well as the cost of repairs. 8.2A Approval of South Albany Street Bridge for the Public Art Commission's Mural and Street Art Program — Resolution A new proposal has been submitted for the Board's approval for a mural on the walls of the South Albany Street Bridge over Six Mile Creek. This particular location was not among the list of locations approved by the Board on May 19, 2010 (resolution enclosed). Since the sites were approved in 2010, other locations have been added to the approve list, including the stairwell and walls of the Green Street Garage, several walls of the Seneca Street Garage, and South Spencer Street Retaining Wall. 8.3A Request to Standardize Parking Garage Equipment — Resolution This request is to standardize the equipment for use in city -owned parking garages to Federal APD equipment and dealers exclusively. Both the Seneca Street and Dryden Road Garages already have this equipment. 8.4A Approval of License Agreement with Greenstar Natural Food Markets for a New Cass Park Rink Scoreboard — Resolution Greenstar Natural Food Markets has offered to replace the scoreboard at the Cass Park Rink. Please see the memo from Assistant City Attorney Krin Flaherty. Page 2 9.1 Request for Encroachment Agreement for 119 Thurston Avenue An application for the Use of City Property has been submitted by Coughlin & Gerhart, LLP, as representatives of the property owner of 119 Thurston Avenue. The existing stone wall was built within the City's right of way. The actual footprint of the wall is 38 sq. ft.; the area contained by the wall is approximately 259 sq. ft. 9.2 Proposed Trash and Recycling Service Area and East Service Alley Modifications from Harold's Square A proposal was submitted in May 2013 for modifications to the surface lot under Green Street Garage to adjust the number of available parking spots and move the trash and recycling room to the East Service Alley next to the entrance to the parking garage. Scott Whitham will present the formal proposal for the trash service modifications and answer any questions the Board has. 9.3 Trash and Recycling Cans in Collegetown Mayor Myrick recently visited Collegetown and found it to be littered with trash. He gathered a group of residents to collect the trash and filled about 30 bags. FOR YOUR INFORMATION: 10.1 Letter about Traffic on West Spencer Street A new resident of the City of Ithaca dropped off the enclosed letter about dangerous traffic concerns he and his family is facing on a daily basis on West Spencer Street. Staff is looking into traffic patterns and discussing possible options for that area of the city. This letter is for your information. K.athu cehr�vug, Executive ASSIStnv�t for ROU gewLjavA.i , Aat�no superLntewdevut of PvWc, Wor{2s septevi&ber 4, 2o2s Page 3 8.1A Recommendation to Divest Unused City Property- Parcel 31. -2 -6: 617 Five Mile Drive — Resolution WHEREAS, the City of Ithaca owns parcel 31. -2 -6 located at 617 Five Mile Drive along Route 13A in the Town of Ithaca, and WHEREAS, the Superintendent of Public Works has indicated that this parcel is not currently used in any way for City public works functions or purposes, and that he does not anticipate a need to use this parcel for any such purpose in the foreseeable future, WHEREAS, continued City ownership of this parcel requires that the City incur expense for maintenance, without the generation of revenue (e.g. in the form of property taxes) from it, now therefore be it RESOLVED, That the Board of Public Works hereby determines that the aforementioned property is not needed for City of Ithaca public works purposes, and be it further RESOLVED, That the Board of Public Works hereby recommends that Common Council consider the sale of parcel 31. -2 -6. This land- locked parcel is located west of Buttermilk Creek and the railway tracks (see attached image). There are no municipal facilities located on the parcel and there are no plans by the Department of Public Works to use this parcel. It is my opinion that there is no reasonable, foreseeable Public Works use for this parcel. I recommend that Common Council consider sale of parcel 31. -2 -6. "An Equa] Employer with a commitment to wGritforve diversification." 8.1 13 Resolution to Authorize Budget Allocation for Green Garage Structural Repairs WHEREAS, the structural elements of the Green Garage have been structurally compromised due to automobile crashes and WHEREAS, a portion of the Green Garage has been unavailable for parking due to the structural damage, and WHEREAS, Stantec Consulting Services, Inc. has developed design details and specifications for repair of the damaged structural elements, and WHEREAS, Public Works staff has requested and received proposals for undertaking repairs to the structural elements of the Green Garage, and WHEREAS, engineering staff estimates that the cost of such design and repairs will not exceed $70,000, now therefore, be it RESOLVED, That the Board of Public works recommends that Common Council allocate an amount not to exceed $70,000 for design and construction services necessary for the repair of the damaged structural elements of the Green Garage. The funding shall cover design expenditures as well as the cost of repairs. The total amount requested is $70,000. On January 18, 2013 a motorist crashed into a column on the westerly end of the Green Parking Garage. This crash severely compromised the structural integrity of the column and damaged the anchoring system for the barrier strands. The area around the column has been closed to parking and vehicular movement since the crash. Similar damage was done to a column on the south fagade of the garage at an unknown time due to an unreported crash. Gary Garwig, PE of Stantec Consulting Services, Inc was requested to prepare an analysis of the damaged columns and detailed drawings and outline specifications for repair. The fee for professional services is $15,794. Several construction firms specializing in structural concrete repairs were asked to submit proposals for making repairs. The lowest proposal was from Crane -Hogan Structural Systems of Weedsport, NY. Crane -Hogan is currently working on the Priority 2 Repairs at the Seneca Garage. The total budget request, including contingency of 10 %, is $70,000. It is anticipated that some compensation will be received from the motorist who damaged the westerly column. Green Street Ithaca, New York 14850 Attention: Tom West Dear Tom: Reference: Green Street Parking Garage Proposal for Barrier Cable Repairs We are pleased to submit our proposal for Engineering Services for Construction Documents, Bidding and Construction Observation for Barrier Cable Repairs for the two (2) failed locations at the Green Street Parking Garage. BACKGROUND: Two lengths of Barrier Cable had failed at two different times. The first occurred in 2009 at the north side of the west end of the garage at the second level. It was related to a vehicle impact incident and reported by Elwyn & Palmer in a letter dated October 18, 2009. The second incident occurred in 2011 and was located at the south side of the eastern third of the garage at Level 2 and was reported by a Site Observation Report by Elwyn & Palmer dated February 13, 2011. A Warranty Report by Walker Parking dated February 3, 2010 indicated reported on site observations on damaged barrier cable anchorage. The letter report stated that the installed barrier cables were not consistent with the contract design documents. It recommended two repair details, one to address the failed condition occurring in 2009 at grid E1 -C Levels 2 and 3 and the second to address column cracks at grid W7 /C, W7 /A and E1 /A on Levels 2 and 3. PRELIMINARY STANTEC EVALUATION: Stantec performed preliminary structural analysis of the various field conditions and the documents provided and have arrived at the following conclusions: 1. All pre - stressed cable barrier not placed on column centerline overstresses the column and fails to meet ACI- 318- 11 -6 -1. a. This situation also occurs at many locations which have not failed. 2. Failed columns used for the barrier rail attachment were overstressed by 1200% in torsion Two preliminary Options to be considered include the following: January 4, 2012 Tom West Page 2 of 3 Reference: Green Street Parking Garage 1. Option 1: Install post based guardrail system at failed locations avoiding adding prestress forces to column slabs. 2. Option 2: Install a cable barrier stand system independent of the columns. We do not consider a column attachment a reasonable approach consideration the torsion overstress. Many of the columns have already been compromised the torsion forces. The most likely solution would be similar to the proposed system by Walker Parking where a post support system is attached to the slab via a plate of sufficient size and anchorage. . Another option would be to reinforce the existing barrier wall but this direction would have been more attractive during reconstruction. SCOPE OF SERVICES: Contract Documents We are prepared to develop Contract Documents to repair the two (2) failed barrier strands evaluating the options discussed above. It is likely that the repair includes both Option 1 and Option 2 for each of the two conditions along with repairs to the existing damage columns. The proposed work is as follows: • Analysis and Options Recommendation • Prepare 60% design drawings and specifications for review • Prepare Final Design Drawings and specifications for bidding purposes. It is assumed that the City of Ithaca will prepare the Front End documents. Our deliverable was drawing files and technical specifications sent electronically and sealed drawings for Permit. Bidding We will evaluate a bid tab prepared by the City and provide commentary on the bid results. Construction Phase We will collaborate with the City of Ithaca and propose providing select Construction Phase Services. Construction phase services include: • Shop Drawing and Submittal review • Stantec site visits (Based on 2) • Closeout ASSUMPTIONS: 1. Design and Contract Documents to address repairs will only address the two failed loctions. The repair details may be applicable to other locations but each will need to be studied in detail to address all conditions. 2. Design drawings by Carl Walker are available for our review 3. CAD files of exiting floor plans are available to use. FEE: All work will be performed for a fee equal to payroll costs times a factor of 3.0 to provide for overhead, other costs and profit with an upset as noted. Approved reimbursable expenses and outside services would be billed at 1.0 times our direct costs. We assume that the work will be performed under the new contract. Sincerely, g..4 Mark Pullyblank Project Manager CC: Dan Hogan Files 8.2A Approval of South Albany Street Bridge for the Public Art Commission's Mural and Street Art Prouram — Resolution WHEREAS, the City of Ithaca Public Art Commission (PAC) has been established to, among other duties, review and advise Common Council on proposals for the exhibition and display of public art in City spaces — buildings, facilities, and infrastructure — and to review development proposals for decorative elements in the city's public spaces, and WHEREAS, in 2010, the PAC created a mural and street art program to beautify blank walls within the city while providing local artists from all sections of the community an opportunity to showcase their work, and WHEREAS, the Board of Public Works approved the following City -owned sites for inclusion on the list of potential sites in City of Ithaca Public Art Commission's Mural and Street Art Program by resolution on May 19, 2010: • Walls in the City Garages on Green St. and Seneca St. • Retaining Wall along Ithaca Hotel Site (for temporary image) • DPW facilities next to the Sciencenter and across the street from Sciencenter • Municipal Electrical boxes throughout the City • Retaining walls on West Spencer Street and downstream from the George Johnson Bridge (Plain Street over Six Mile Creek) WHEREAS, as a result of this approval, the PAC has worked with nearly 30 artists to install murals on City -owned property throughout the city, and the response to the new murals has been overwhelmingly positive, and WHEREAS, local artist Kellie Cox -Brady recently submitted a proposal for a mural titled "Asparagus" as part of the PAC's Mural and Street Art Program to be installed on the South Albany Street Bridge and the sidewalk on the bridge, and WHEREAS, the South Albany Street Bridge was not included among the sites pre- approved for future murals by the Board of Public Works in 2010, and WHEREAS, the PAC discussed Ms. Cox - Brady's mural proposal at its meeting on August 28, 2013, and agreed that the South Albany Street Bridge would be an appropriate location for the proposed mural, pending approval of the location by the Board of Public Works, and WHEREAS, the PAC held a public comment period on the proposed mural design and recommended location at its meeting on September 4, 2013 to gather input on the proposed installation, and WHEREAS, at its meeting on September 4, 2013, the Public Art Commission unanimously voted to recommend that the Common Council select the "Asparagus" mural proposal submitted by Kellie Cox -Brady to be installed on the South Albany Street Bridge, pending approval of the proposed location by the Board of Public Works; now, therefore, be it Page 6 RESOLVED, That the Board of Public Works approves the City -owned South Albany Street Bridge for inclusion on the list of potential sites for the PAC's Mural and Street Art Program; and be it further RESOLVED, That the PAC will continue to work with Planning Department staff to conduct a mutually acceptable public input procedure for engaging nearby businesses, residences, and/or business and neighborhood associations for each specific project, and be it further RESOLVED, That the PAC will work with the City Attorney to ensure that any art mural RFP or contract with a participating artist reflects and accommodates the needs and constraints of the City. The first mural, Bloodroot, is proposed for installation on north wall of the Seneca Street Parking Garage. The second mural, Asparagus, is proposed for installation on the South Albany Street bridge over Six Mile Creek (pending approval of this location by the Board of Public Works). Both proposals are attached for your review. The Public Art Commission will hold public comment on these two proposals at a special meeting on Wednesday, September 4th at 5:00 p.m. in the 2nd Floor Conference Room of City Hall. This standardization will allow us to take advantage of cost savings by continuing to use our Federal APD equipment although it will limit us to only two dealers in the region — Ber- National of Rochester and Ber - National of Syracuse. Standardization requires a determination by the Common Council. Currently we are using Federal APD equipment in our Seneca Garage and Dryden Garage. Generally the equipment is in good condition although it does require significant retrofit in order to maximize convenience for our parking customers and revenues to our City coffers. The upgrades that I am proposing will rely upon additional ticket reading devices that will verify that a customer has paid for parking. This will allow us to collect revenue for all authorized hours of operation without having an attendant on duty. Summary for upgrades to current system to plug holes in Revenue System. We are new residents at 227 West Spencer Street, 14850. We have two young daughters, ages 3 and 6. As the house is up on a steep hill, the only way we can come and go to and from our house is by climbing down and up a stone staircase to and from West Spencer Street. We do this multiple times per day, as this is the only way in and out for us. Once we climb down the steps from our house to the street there is a small landing, but no sidewalk to speak of on our side of the house, only a muddy and sludgy area (i.e., not walkable) riddled with large potholes that within approximately ten feet turns into an unpaved parking space for two or three cars. In order to access this parking space, we need to either walk through the deep mud and debris, or walk on the road itself with our back to the traffic, which is quite unsafe, especially with our two daughters in hand. Because the muddy potholes are the only way to get from the landing to the parking on our side of the street, and that parking tends to fill up anyway, we mostly choose to cross the street to the sidewalk on the opposite side, where we usually park our cars. West Spencer, we have discovered, is a very busy street most of the day. Critically, there is a blind spot for cars approaching into the city just behind the point where the stairs meet the street. Crossing the street has been a frightening experience each and every time. The cars zoom by, often driving much above the speed limit of 30 MPH, and unaware that there might be young children crossing the street. Additionally, and this is important: because of the curve and the blind spot that it creates, the cars are not capable of seeing us waiting on the small landing, and we cannot see them, until we have actually stepped into the road. When we estimate that there might be a break in traffic, we all rush through the street hoping that there isn't a car that we cannot see speeding through from either end. Please keep in mind that since we moved here on August 15, 2013, the weather has been dry and clear. We are quite concerned with the prospect of negotiating this passage daily with two young girls in icy or snowy conditions. This is a safety issue, a matter of life and death for our family. We would therefore like to petition the Board of Public Works to request the following: 1. Install "children crossing/at play" and "slow' signs; 2. Pave the parking area on the north side of the street (the side of our house) and pave a short path so that this parking is accessible from our landing without stepping into the road. Alternatively, fix the potholes in the area that connects our landing to the parking spaces as well as in the parking spaces themselves. 3. Install speed bumps for traffic approaching from both sides; 4. Create a crosswalk on West Spencer in front of our landing. 5. Lower the speed limit. We would like to remind the City that although it tore down most of the residences on West Spencer Street a few years ago and created the higher traffic situation on the street, families like ours still live on this street and have to contend with the reconfiguration and increased traffic created by the City. We hope that the City can do the right thing by alerting the motorists—who are are largely unaware of families on the uphill side of the street--to slow down and to be advised of children who are routinely crossing the street. At the very minimum, the City should create a crossroad with the proper signage to enable us to cross the street without endangering our lives. We look forward to hearing back to you as soon as possible about our request as this is a life - threatening situation.
