The Board of Public Works meets on the second, third and fourth Wednesdays of the months at 4:45 p.m. All meetings are voting
meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning
issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request
written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or
author invited to attend.

8.1A Award of Contract for Ithaca Youth Bureau Sprinkler System Modifications —
Resolution
Bids have been received for this project. The resolution indicates the apparent (and only) low
bidder.
8.4A Recommendation for Appropriation to Capital Proiect #791 for the Lake Street
Bridge Rehabilitation Project — Resolution
Bridge Systems Engineer Addisu Gebre is on his way to another bridge rehabilitation project.
Enclosed is a memo and resolution requesting funds for the Lake Street Bridge over Fall Creek
Rehabilitation Project. This project will include deck replacement and the elimination of
structural deficiencies.
9.1 Appeal of Snow Removal Bill for 903-05 North Cavuaa Street
The property owner has appealed the snow removal bill for snow that was removed on
January 4, 2013. The snow event had occurred on December 20, 2012. Please see the
photos.
9.2 Request for Funding for a Historic Gravestone Conservation Workshoo at Ithaca
City Cemetery
As the Board requested on August 12, 2013, Julee Johnson has provided a proposal and
formal request for funding to hold a historic gravestone conservation workshop at the Ithaca
City Cemetery.
9.3 Parking Division Update
Our new Director of Parking, Frank Nagy, will make a presentation to the Board regarding his
work since being hired.
9.4 Storm Water Utility Discussion
A summary report will be available at the meeting.

9.5 Request to Purchase City Property from New Earth Living
Sue Cosentini has submitted a proposal to purchase City property that is located with the
Town of Ithaca along Five Mile Drive. The proposal and maps are enclosed for your review.

10A. _Restoration of Esty and Plain Streets after Remediation of Markles Flatts
This is an estimate for the work we plan to do in 2014 to restore Esty and Plain Streets at
NYSEG's expense. NYSEG has approved our estimate for Esty Street and used our unit
prices and their quantities for Plain Street. We may actually try to get Binder down this year so
it's easier for winter maintenance.
1013. High Rainfall Preparedness Information
Due to the immense storm on August 8, 2013, and resulting flooding, the City has received
many calls from residents about basement flooding and sewage in their basements. The
Water and Sewer Division has drafted the enclosed information sheet to distribute to property
owners in an attempt to assist them in preparing for high rainfall incidents.

WHEREAS, bids were received on Monday, August 19, 2013, for the Ithaca Youth Bureau
Sprinkler System Modifications on the Ithaca Youth Bureau Building located at 1 James L.

WHEREAS, Davis Ulmer Sprinkler Co. Inc., 7633 Edgecomb Drive, Liverpool, New York,

8.4A Recommendation for Appropriation to Capital Project #791 for the Lake Street
Bridae Rehabilitation Project — Resolution
WHEREAS, a project for the rehabilitation of the Lake Street Bridge Over Six Mile Creek,
P.I.N. 375534( "the Project ") is eligible for funding under Title 23 U.S. Code as administered by
the Federal Highway Administration (FHWA), as amended, that calls for the apportionment of
the costs such program to be borne at the ratio of 80% Federal funds and 20% non - Federal
funds, and
WHEREAS, the City of Ithaca desires to advance the Project by making a commitment of
100% of the non - Federal share of the costs of Scoping, Preliminary Design, Detailed Design,
Right of Way Incidentals ,Construction and Construction Inspection, and
WHEREAS, this project constitutes a reconstruction of facility in -kind on the same site as well
as maintenance or repair involving no substantial change in an existing facility, and is therefore
a Type If action under the National Environmental Policy Act (NEPA) Regulation and in
accordance with 6 NYCRR Part 617 requiring no environmental review; now therefore, the
Common Council, duly convened does herby
RESOLVED, that the Board of Public Works recommends that Common Council hereby
authorize the City of Ithaca to pay in the first instance 100% of the Federal and Non - Federal
share of the cost of Scoping, Preliminary Design, Detailed Design, Right of Way Incidentals,
Construction and Construction Inspection for the Project or portions thereof; and be it further
RESOLVED, That the Board of Public Works recommends that the sum of $1,464,250 be
appropriated from Capital Project #791 and made available to cover the cost of participation in
the above phase of the project; and it is further
RESOLVED, That the Board of Public Works recommends in the event the full Federal and
Non - Federal share costs of the project exceeds the amount appropriated above, Common
Council of the City of Ithaca shall convene as soon as possible to appropriate said excess
amount immediately upon the notification by the New York State Department of Transportation
thereof, and be it further
RESOLVED, That the Board of Public Works recommends that the Common Council
authorizes the Superintendent of Public Works to administer the above project, and be it
further
RESOLVED, That a certified copy of this resolution be filed with the New York State
Commissioner of Transportation by attaching it to any necessary Agreement in connection with
the Project, and be it further
RESOLVED, That this resolution shall take effect immediately.

Attached please find a resolution recommending that Common Council appropriate funds to
Capital Project #791 to pay in the first instance 100% of the Federal and non - Federal share of the
subject project cost. The City of Ithaca will be reimbursed for 80 % of project expenses by the
Federal Highway Administration and the city will also be eligible for additional reimbursement
of up to 15% by the State of New York Department of Transportation.
Also attached please find a copy of the Lake Street Bridge Rehabilitation Project on the 2014-
2018 Transportation Improvement Program (TIP) that was approved by Ithaca - Tompkins County
Transportation Council- Policy Committee on June 18, 2013.
The purpose of this project is to rehabilitate the Lake Street Bridge over Fall Creek. The project
will include deck replacement and the elimination of bridge structural deficiencies to prevent the
bridge from becoming priority deficient for a period of 30 years.

Re: Historic Gravestone Conservation Workshop
Summary: Historic Ithaca, Inc. and the Friends of the Ithaca City Cemetery (FICC) will bring stone
conservator Jonathan Appell ( www .gravestone preservation. info) to the Ithaca City Cemetery on Sept. 20-
21 to conduct a one and a half day hands -on workshop on how to assess cemetery conditions, prioritize
conservation needs, re -set leaning or fallen stones, rejoin broken tablets, consolidate eroded stone, and
clean tablets using suitable materials. The total event cost is $4,000 - $3,500 for the conservator's fee and
$500 in other costs —for which Historic Ithaca is seeking financial and other support.
Background: The Ithaca City Cemetery is the city's only public, secular cemetery, the first burial dating to
1790 or 1791. The 16 acre cemetery contains three distinct areas or phases of development: (1) the early
burying ground located in the southwest corner, near University Avenue, and containing the earliest
graves; (2) the terrace and vaults located near the University Avenue entrance on "Locust Drive" (the
"main" street through the cemetery); and (3) the rural cemetery located east of the terraces and as far
north as Cornell St. (the boundary with Delta Phi fraternity) and south to the property line separating it
from the Cascadilla Park Road development.
From its inception, the burying ground was the responsibility of town fathers and, later, when Ithaca
became a village in 1821, of the Board of Trustees, who purchased land for expansion, made improvements
and prepared for burials, indeed paid to bury the indigent. A "Cemetery Committee" was appointed by the
Trustees in 1845 to perform these and other duties, and later became known as the "Committee on the
Cemetery and Parks ". Management and maintenance of the cemetery now falls under the purview of the
Parks and Forestry Division of the city's Dept. of Public Works and is advised by the citizen Parks
Commission. A significant number of the headstones and monuments are broken, leaning, worn and /or
moldy, all conditions making the cemetery unsafe or unclean.
Details: The 1.5 day workshop will teach participants to • assess cemetery conditions, a prioritize
conservation needs, and • undertake tested conservation techniques (i.e. cleaning, re- setting, rejoining,
consolidating) so future repairs and upkeep may be performed in -house by DPW with the involvement of
the Parks Commission, Historic Ithaca and FICC volunteers. An immediate benefit is that dozens of tablets
will be conserved, stabilized and /or cleaned by workshop participants during the event, creating a safer
environment, a more enjoyable — and respectful — park setting, and serve as an impetus for future work.
The Parks Commission met on Aug. 13 and indicated their support for the workshop (letter available from
Dan Krall, chair, upon request). Financial assistance has been obtained from Cornell University's Dept. of
Landscape Architecture and additional support is being sought from other University departments and from
private sources. To take advantage of this private support, only $1,500 is requested from the City, in
addition to assistance obtaining needed materials (sand, gravel) from the DPW, and the participation of
DPW crews in the workshop. This modest investment will ensure the workshop's success and realize its
goal: long -term care forth is unique city park and historic cemetery.
The FICC is a nascent organization, now operating under the auspices of Historic Ithaca, with the mission to
help the city maintain the special features of the cemetery in good condition and, in particular, educate the
public about its value and original purpose. This is the first of a series of initiatives intended to involve the
public in the cemetery's future.

Kathy,
I had wanted to attend the BPW meeting on Monday to support this request in person but I will be working with
a volunteer group at that same time.
Could you please pass on the following statement of support to the Board members.
The City Cemetery is currently maintained by the Parks department. Over the years maintenance of
the cemetery has diminished. Many years ago there were staff dedicated specifically to maintaining the
cemetery but currently the extent of maintenance has dwindled to mowing approx. 5 times a year and resetting
of apporx. 5 -10 stones per year.
The views from the Cemetery, the interesting terrain, rich history and diverse tree species composition gives this
area a huge amount of potential to be a valued location for residents and visitors to the city. In its current state
the cemetery appears to be a forgotten backwater of the city. Many resident are not even aware of it at all. I
see this workshop as a potential start to an overall revitalization of the site, making it a more inviting area for
residents to explore. The expert guidance that will be provided at this workshop should put my staff in a much
better situation to care for and repair current and future issues with the monuments and stones in the
cemetery. The limited time we have to spend caring for the cemetery will be put to good use, with the
knowledge of which areas /monuments have the most immediate need as well as the knowledge of how to best
repair damaged stones with techniques that will provide lasting repairs.
The organization of this workshop has been discussed serval times at the Parks Commission meeting and while I
do not think that they had opportunity to supply a formal resolution in support of these efforts, there was
definitely a consensus of support among the commissioners.
I hope that BPW will pass support for this funding on to Common Council.

Dear Members of the Board of Public Works,
As many of you may already know, we have completed our pilot community on Aurora
Street (The Aurora Pocket Neighborhood or APN) and now have three happy families living
in our new homes there. In addition, over 220 people toured our homes and site in June
and currently over 80 people have expressed an interest in our next community. We
recently purchased a beautiful property on Five Mile Drive, and I have attached a
brief description of the cooperative housing community ( "Amabel ") that we are proposing to
create there.
I have two purposes in writing this letter to you: First, I would love to hear your feedback
and thoughts on this project if you are interested, and second, I would like to talk to you
about the possibility of purchasing a small city owned parcel that is adjacent to Amabel.
Regarding a conversation about the project; If not for the receptivity by various City
departments for The Aurora Pocket Neighborhood, Amabel would not have been possible.
Although Amabel will be in the Town, I am interested in locating our next project in the city.
Our goal is to apply the lessons learned from Amabel and APN to a state -of- the -art
development that is urban in all respects; physically, socially and economically which
leverages all that we have learned about affordability, energy efficiency and the power of
generating close social ties.
Regarding the city parcel: please see the documents attached. According to JoAnn
Cornish, the parcel is not a natural area or parkland. It is in a flood zone and does not have
a city easement. For this and other reasons the parcel may have marginal value to the city.
The value to Amabel, on the other hand, is significant. The addition of this parcel would
provide the possibility of a large natural area, a future forest garden and more area for
storm -water management if necessary. Combining this new model for living with a low
effort, no -till food production concept could help pave the way for a future of nourishing
food, strong social bonds, and health, (of people and planet), being the standard for
housing developments as well as our expectations in general.

Since Patrick is on vacation this week, I am sending you a summary of the Esty and North Plain Street restoration
costs. After reviewing the City of Ithaca's unit costs for Esty Street, AECOM and NYSEG have come to the
conclusion that the total street restoration cost of $206,400 is acceptable. In addition, AECOM has developed a
similar table for North Plain Street that uses the unit costs from Esty Street and quantities for North Plain. The
total street restoration cost for North Plain is therefore $94,400.
Please respond if the City accepts these costs for street restoration. The City's acceptance will be required in
order for NYSEG to issue a purchase order for $300,800 ($206,400 for Esty plus $94,400 for North Plain).

Community Preparedness for
High Rainfall Events
August 2013
We experienced a 5 -inch high intensity (short duration) rain fall event in portions of
Ithaca and the surrounding communities on Thursday night and early Friday morning,
August 8 & 9, 2013. This event overwhelmed both the municipal stormwater and
wastewater systems resulting in many flooded yards and basements. In recent years,
weather patterns appear to have become more erratic and more intense. To ensure
that our residents and property owners are better prepared to protect their basements
and property from future high intensity stormwater events we wanted to provide
information on some basic ways this may be accomplished.
The following are some of the key measures to help better prepare your property and
house for a high stormwater runoff event.
Unblock Drainage Ways: Keeping natural drainage ways and adjacent low areas in
the yard free of floatable objects and yard debris such as leaves, sticks, wood, and
excess vegetation can help ensure these materials won't end up being washed into and
block downstream pipes and catch basins. Blocked pipes and catch basins can make
upstream flooding of your property worse.
Redirect Downspouts: Down spouts from house roof gutters should be routed into
rain barrels or directed away from foundation walls. Overflows from rain barrels should
likewise be directed away. Where ever possible landscape grading should slope away
from foundation walls, especially at locations of basement entrances and windows.
Some property owners go to the trouble of connecting down spouts to storm water
collection systems. They may not be connected to the sanitary sewer.
Install & Check Sump Pump(s): Ensure that sump pumps are properly installed, as
well as periodically tested, and maintained. A sump pump can be tested annually by
filling the sump with a garden hose or a bucket. The sump pump should turn on at the
set high water level, pump out most of the water except an inch or two at the bottom of
the sump and turn off. If the pump fails this test it should be looked at by a plumber to
see if it can be repaired or should be replaced. For foundations which are very leaky
more than one pump may be necessary. Sump pumps cannot be connected to the
sanitary sewer system. Not only is it prohibited by the City and State plumbing code but
it could make a flooding situation worse for you or your neighbors.
Install a Backwater Valve: The protective devices people are least familiar with are
backwater valves. Backwater valves are necessary wherever plumbing fixtures are
located on below-grade floors and in basements. If you have had problems with
wastewater backups through plumbing fixtures or have basement toilets, sinks, tubs,
showers, or washing machines, you should have a licensed plumber verify that these
fixtures are protected by a backwater valve. The backwater valve protects your building
from sewage coming back into the basement through fixture drains that are lower than
the street level sanitary sewer manhole tops. Backwater valves will help ensure
sanitary sewer does not make its way into basements during severe weather rain
events or in the event of a simple street sanitary sewermain blockage or back up.
Specifically, backwater valves are actually required under the Plumbing Code of New
York State § 715 "Backwater Valves ", the Uniform Plumbing Code (UPC) § 710. 1, and
the International Residential Code (IRC) § 3008.1. The NYS Code specifies that where
the flood level rims of plumbing fixtures are below the elevation of the manhole cover of
the next upstream manhole in the public sewer, such fixtures shall be protected by a
backwater valve installed in the building drain, branch of the building drain or horizontal
branch serving such fixtures. Plumbing fixtures having flood level rims above the
elevation of the manhole cover of the next upstream manhole in the public sewer shall
not be discharged through a backwater valve. (The reason for not including the upper
floors for going through the backwater valve is to protect the basement drains from
backups from the upper floor drainage.)
The backwater valve protects the building from sewage coming back into the building
through fixture drains that are lower than the street level sanitary sewer manhole tops.
Backwater valves will help prevent discharges into basements during severe weather
rain events or in the event of a simple street sanitary sewermain blockage or back up.
