The Board of Public Works meets on the second, third and fourth Wednesdays of the months at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may then be used to create committee agendas, with the speaker or author invited to attend. Notes for BPW Agenda, June 10, 2013 7.1 Public Hearing in Response to Determination of Non - Responsibility Crane -Hogan Structural Systems will be given an opportunity to present evidence in response to the resolution determining their non - responsibility and disqualification that was passed by the Board on June 3, 2013. This hearing shall last 20 minutes. 8.1A. Award of Contracts for Seneca Street Parking Garage — Priority 2 Repairs — Capital Project 372 — Resolution 8.113. Rejection of Bids for Plumbing Contract for the Seneca Street Parking Garage — Priority 2 Repairs — Resolution Directly after the public hearing, the Board will be given the opportunity to award the contracts related to this project. Due to the high bids for the plumbing contract, staff recommends rejecting all plumbing bids and integrating a portion of the plumbing work into the general contract. The resolutions will be provided by e-mail prior to the meeting. 8.2A Award of Lease for Use of City Property at 207 Elmira Road — Resolution A resolution and draft lease will be distributed by e-mail prior to the meeting. 8.5A Plumbing Permit Fees — Resolution A resolution defining new plumbing permit fees will be distributed by e-mail prior to the meeting. The fees will be broken down into phases. 9.1 Ithaca Falls Overlook Site — ERP Project: IRM Construction Summer 2013 Nels Bohn, IURA, has requested time with the Board to present an update on this project. See his e-mail for more information. 9.2 Request for Use of City Property at 1013 West State Street Jerry Dietz, owner of the building at 1013 West State Street, is requesting permission to install a patio and awning on City property that is between his building and the Flood Control Channel. Attached is his request along with an e-mail from City Forester Jeanne Grace for your review. 9.3 Hangar Theater Water Account The Hangar Theater had two water meters prior to the renovations in 2010. Both meters have been disconnected. Since 2010, the theater has not received a water bill due to an oversight. Please see Erik Whitney's letter explaining the situation and staff recommendations. Page 2 9.4 Board Meeting Schedule Calendars for 2013 and 2014 are provided for the Board's review. Beginning in July 2013, the calendars are marked with two Board meetings per month. There are two months each year that a Monday holiday falls on either the second or fourth month, so only one Board meeting would be scheduled. You might want to consider scheduling an extra meeting for those months in advance. The mowing crew currently mows from the flood control channel up to the building (which is the property line). Would the crew now be expected to mow and trim grass around the new patio? Could we work something out so that the property owner would begin maintaining the lawn surrounding the new patio? Maybe they maintain 40 feet from the building, this would include the patio area. State St. — the site of the former Ithaca Paint and Decorating building. The building is undergoing and extensive renovation to create a new space which will be used by local not - for - profit organizations as office and meeting space. The building will be called the Just Be Cause Not for Profit Development Center. The requested improvement would be located on the Flood Control Chanel (west) side the property and cover an area 37 feet wide by 15 feet deep (555 square feet) on City owned land. The construction of the patio would be square, brick -style pavers laid over a foundation of pea gravel and sand. The awning would be a fire retardant fabric stretched over a steel frame that would be attached to the building on one end and posts secured to cement footers on the outward edges. The intended use of the area is to allow users of the building to hold private and semi - private gatherings as dictated by the programming of the tenants. As a landscaping -type improvement the patio would be there throughout the year as would the frame for the awning. Account #7717308503 was discontinued 4/5/2009 and account #7717308504 was discontinued 6/3/2010. We discovered in November of 2012 that the Hangar Theatre had not received a water bill since June of 2010. Normally we install the meter, but with the Hangar Theatre Project work being a joint public / private endeavor we worked very closely and did what we could to facilitate the project coordination efficiently. In this case we provided the plumber on the renovation project with the water meter for installation as sized by their engineer. However, we overlooked providing the Chamberlain with a meter installation card, and no account was created associated with that meter. We read the meter every quarter but without the meter serial number in the data base the electronic meter readings were not associated with an account, and were only kept temporarily as an "orphan read ". We notified the City Chamberlain and the Hangar Theatre of the situation in a memo sent December 19, 2012. As a result the Hangar Theatre received a large water bill covering the time period from June of 2010 to December of 2012. We also noted that the water usage was not in line with the meter sizing, and the resulting minimum bills for the 2 -inch meter installed were far greater than the actual water usage. The total water bill at the minimum usage rate of 112 -HCF (hundred cubic feet) for a 2 -inch meter is $12,165.36. The actual water use from the total meter read has averaged 18.5 HCF (hundred cubic feet) per year or 53.92 -HCF since June of 2010. The Hangar Theatre has been consistently using less than the minimum usage for a small meter on a residential account. Their peak demand occurs intermittently at show times, seasonally also. The facilities fixture count indicated to the design engineer that a two inch meter was warranted. Their engineer certainly calculated correctly and conservatively in accordance with normal good practices, however a two inch meter has an associated minimum billing of 112 - HCF which at 2013 billing rates translates to $1,142.40 quarterly or $4,569.60 annually. At the request of Josh Friedman, Managing Director of the Hangar Theatre on February 20, 2013 Marc Albanese, Chief Inspector of Plumbing, Barb Frycek, Senior Meter Technician, and I (Erik Whitney) met with him at the Hangar Theatre to go through the entire facilities plumbing and assess the current meter sizing. Mr. Friedman apologized to us for not catching or inquiring about not receiving water bills. Based on Marc Albanese's analysis of the facility we would recommend a 1 -inch meter be installed. I wish we had done this at the outset for the Theatre, or at least after the first couple of billing quarters. If a 1 -inch meter had been installed a minimum billing of 32 -HCF per quarter would have resulted in a total billing of $4,128.64 an amount $8,036.72 less than that for the minimum billing on a two inch meter. At any rate I'd like to discuss installing a 1 -inch meter at the Hangar and recalculating the billing from June of 2010 to reflect an appropriate meter size of 1 -inch. I'd also like to discuss making arrangements with the Chamberlain to allow a year for payment without penalty. I feel we were remiss in not catching this earlier and that the Hangar Theatre was also remiss in not letting us know that they were no longer receiving a water /sewer bill. Anyway, the Hanger Theater is properly sized to good engineering practices now with a 2" meter furnishing water to 17 flush valve WC and a few flush valve urinals. However, it appears that the total water usage or the frequency of use is way below the delivery capabilities of the installed 2 ". Here is my estimated breakdown of probable consumption based on our fixture count obtained last week: 17 -WC (1" fv) 11- lays 4- urinals (3/4 fv) 2 - showers 1- KS 3 - Washers 1 -2 -bay laundry tray @ 10 wfu's = @ 2 wfu's = @ 5 wfu's = @ 1.4 wfu's = @ 1.4 wfu's = @ 3 wfu's = @ 3 wfu's = 170 22 20 2.8 1.4 9 3 228 total wfu's wfu (water fixture units) can be converted to gpm "s (gallons per minute) as follows: 228 wfu's = 95.5 gpm (gallons per minute) @ 100% usage 71.5 gpm @ 75% 48 gpm @ 50% 24 gpm @ 25 % You can estimate demand flow scenarios by assigning usage patterns. In this case, using a percentage of the total number of fixtures in use at any given time. It is very common to use 50 -75% usage patterns to determine water delivery capacities for water meters in residential applications such as apartment building, dormitories, housing complexes, etc. In commercial or assembly type applications it becomes more important to have peak demand flow capabilities. At the Hanger Theater the peak demand is calculated at 90 -100% of the public restrooms, located in the main lobby, which is a reasonable assessment of use at such a facility. That would translate into an approximate demand of somewhere between 75 -80 gpm since one could omit employee restrooms, washing machines and other plumbing fixtures not in use during a performance intermission (maximum peak use). An 1 -1/2 " Master Meter is capable of 80 gpm of continuous flow within the specifications of the manufacturer. The median water demand range for this facility is 48 gpm which does not correlate to any specific use pattern but may be suitable in light of the small overall low consumption recordings we have. A 1" Master Meter will perform at a sustained flow of 50 gpm. In my opinion, the 1 " will function well 95% of the time, however, if this option is selected, the owner should be advised that under a peak flow, some of the flush valves in the public rest rooms may not fully discharge resulting in un- flushed or partially flushed bowls. Pressure should re- establish quickly but additional flushing may be required by the next user. I am available for any additional questions you may have.
